DETAILED NOTICE INVITING TENDERS

TENDER NOTICE NO. 3907/CS/Rh, Date: 23.06.2015

NTPC invites sealed bid/tender/proposal from eligible bidders/parties for the package/work mentioned below:

PRE-QUALIFYING REQUIREMENTS:

1.1 Average annual turnover of the bidder in the preceding three(3)financial years as on the date of bid opening should not be less than Rs100.11 lacs.

1.2 The bidder should have delivery office with facilities for handling and storage within eighty (80) km. radius of NTPC, Rihand, P.O. Rihandnagar, Distt. Sonebhadra(UP).

1.3 The bidder should have branches all over India including Mumbai, Delhi, Kolkata, Chennai, Hyderabad, Bangalore, Hardwar, Trichy and Allahabad. The total number of branches should be at least 100 numbers, all over India as per bidder’s catalogue as on date of bid opening.

1.4 The bidder should be an Indian Bank’s Association approved transporter.

2. Notes :

2.1 Other income shall not be considered for arriving at annual turnover.

2.2 In case where audited results for the last preceding financial year are not available, certification of financial statements from a practicing chartered accountant shall also be considered acceptable.

GENERAL CONDITIONS:

1. Tender Document can be obtained from the office of the undersigned on any working day from the tender sale start date as indicated above. Tender Documents will be sold upto 17.30 Hrs. of last date of sale of Tender Documents. Request for Tender Document must accompany the cost of tender document for each work separately in form of Demand Draft only in favour of NTPC Ltd., payable at STATE BANK OF INDIA, RIHAND NAGAR (Code No.7523), BIJPUR or UNION BANK OF INDIA, RIHAND NAGAR (Code No. 550116), BIJPUR. Payment towards tender cost by Cash/Money Order is not acceptable.

2. The bidding documents may also be downloaded from www.ntpctender.com by making necessary payment (non-refundable) on-line towards cost of bidding documents for taking advance action for submission of bids. However, for the purpose of bidding, such bidders may collect the hard copy of the bidding documents from the address given below. In case of any discrepancy between the documents downloaded from the website and the hard copy issued by NTPC, the latter will prevail.

3. The bid documents shall be issued to all the prospective bidders upon their depositing the requisite amount of tender cost without prime-facie examination of qualification status. However, such issue of Tender Document will not automatically construe that bidders are considered qualified. The qualification status shall be examined by the Tender Committee during the process of evaluation.

4. Provision for SME Bidders as per Ministry of NSME order no. S.O.581 € dated 23.02.2012.- Micro and Small Enterprises (MSEs) registered with District Industries Centres or Khadi and Village Industries Commission or Khadi and Village Industries Board or Coir Board or National Small Industries Corporation or Directorate of Handicrafts or Handlooms or any other body specified by Ministry of Micro Small and Medium Enterprises as per MSMED Act 2006, for goods produced and services rendered, shall be issued the bidding documents free of cost and shall be exempted from paying Earnest Money Deposit.

Further, In tender, participating MSEs quoting price within price band of L1 +15% shall also be allowed to supply a portion of requirement by bringing down their price to L1 price in a situation where L1 price is from someone other than a Micro and Small Enterprise and such Micro and Small Enterprise shall be allowed to supply up to 20% of total tendered value. In case of more than one such Micro and Small Enterprise, the supply shall be shared proportionately (to tendered quantity). For procurement of services or supplies where splitting of quantity is not possible, the award shall be given to L1 Bidder only.

The benefits as above to MSEs shall be available only for goods/ services produced and provided by MSEs for which they are registered.

MSEs seeking exemption should enclose a attested/ self attested copy of valid registration certificate giving details such as validity, stores/ services, etc. failing which they run the risk of their bid being passed over as ineligible for the benefits applicable to MSEs.

5. Request for tender documents received after the last date as mentioned, due to delays of postal/courier services or without requisite cost of tender documents shall not be entertained.

6. In case request for Tender Documents is obtained by post, any delay or loss will be the sole responsibility of the Contractor and NTPC shall not be responsible for any postal/communication delay.

7. The bids shall be received upto 15.00 Hrs. on date of Bid Opening in the office of AGM(Contracts), NTPC, RIHAND. Bids shall be opened at 15.30 Hrs. on the same date as stipulated above in the presence of bidder, who wishes to be present.

8. Following credentials are to be submitted by the bidders along with bid documents in support of meeting the qualifying requirement as stipulated for each package.

a) Legible Copies of Award letter with Bill of Quantities of similar nature, job completion certificate, copies of MB (bills/receipts) etc. in proof of value of work executed, clearly indicating the executed value of the work.

b) Audited Balance sheet and Profit & Loss account.

c) Partnership deed/affidavit for proprietorship/certificate of incorporation.

d) Copy of PF code allotted by RPFC.

e) Copy of Sales Tax Registration.

f) Proofs of execution of orders value, turnover and other requirements to meet the QR for the work, as mentioned above.

g) Cost of tender documents (Non-refundable) as mentioned above in the form of Demand draft only.

h) PAN and Service Tax Registration.

9. Details of the work to be executed and terms & conditions of the tender are stipulated in the tender documents.

10. Notwithstanding anything stated above, NTPC reserves the right to assess bidder’s capability & capacity to perform the contract, should the circumstances warrant such assessment in overall interests of the Owner.

11. NTPC reserves the right to issue, reject or split any or all the tenders without assigning any reason thereof.
