1.0 NTPC invites on-line bids from eligible Bidders for aforesaid package, as per the scope of work briefly mentioned hereinafter:

3.0Bid Security and Integrity Pact (if applicable) shall be submitted in a sealed envelope separately offline by the

stipulated bid	submission closing	date and time at the address given below. Any bid without an acceptable Bid Security
and Integrity	Pact (if applicable)	shall be treated as non-responsive by the employer and shall not be opened.

4.0 A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of the cost of the documents as mentioned above in the form of a crossed account Payee demand draft in favour of NTPC Ltd., Payable at KORBA or directly through the payment gateway at our SRM Site

(https://etender.ntpclakshya.co.in/sap/bc/gui/sap/its/bbpstart). For logging on to the SRM Site, the			bidder would require
vendor code and SRM user id and password which can be obtained	by submitting a questionnaire		available at our SRM
site as well as at NTPC tender site (www.ntpctender.com). First time users not		allotted any vendor code are required to
approach NTPC at least three working days prior to Document Sale	Close date	alongwith duly filled in questionnare for
issue of vendor code and SRM user id/password.

5.0 Brief Scope of Work & other specific detail NOTES TO SCOPE OF WORK :

1. CLAUSE FOR VARIATION IN QUANTITY AND CONTRACT PRICE:

1.1.THIS CLAUSE SUPERSEDES ALL OTHER CLAUSES RELATED WITH VARIATION IN QUANTITY/ VARIATION LIMITS OF CONTRACT PRICE GIVEN ELSE WHERE IN THE CONTRACT.

1.2.THIS BEING A ANNUAL MAINTENANCE CONTRACT, THE QUANTITIES GIVEN IN SOQ ARE TENTATIVE.

1.3.VARIATION MAY OCCUR IN THE QUANTITIES OF INDIVIDUAL ITEMS, REQUIRED TO BE EXECUTED, DEPENDING ON THE CONDITION OF MACHINE.

1.4.THE VARIATION LIMITS FOR EACH SCHEDULE ARE GIVEN IN A SEPARATE ANNEXURE.

1.5.THEREFORE THE VARIATION IN QUANTITIES OF INDIVIDUAL ITEMS SHALL NOT BE LIMITED TO +/- 20% OF THE SOQ QUANTITY. THE CONTRACTOR SHALL HAVE TO EXECUTE THE WORK IRRESPECTIVE OF QUANTITY.

1.6.HOWEVER IF DUE TO VARIATION IN EXECUTED QUANTITIES OF INDIVIDUAL ITEMS, THE EXECUTED VALUE OF CONTRACT GOES BEYOND THAT OF L2 CONTRACTOR (BASED ON ITEM RATES OF L2 CONTRACTOR DURING TENDERING AND THE EXECUTED QUANTITY UNDER THIS CONTRACT) I.E. L1/ L2 POSITIONS ARE CHANGING, THEN THE CONTRACTOR SHALL HAVE TO GIVE A DISCOUNT WHICH WILL MAINTAIN HIS L1 POSITION.

1.7.THE CONTRACTOR SHALL NOT HAVE A RIGHT TO REFUSE THE EXECUTION OF QUANTITIES ON THE GROUND THAT THIS WILL CHANGE L1/ L2 POSITION AND SHALL HAVE TO EXECUTE ALL WORKS AS DIRECTED BY EIC.

1.8.BEYOND +20% VARIATION IN CONTRACT PRICE, NTPC RESERVES THE RIGHT TO CALL THE CONTRACTOR FOR RENEGOTIATION OF DISCOUNT AFTER THE COMPLETION OF WORK IN ACCORDANCE WITH RELEVANT PROVISIONS OF GCC.

2.THE DESCRIPTION GIVEN IN THE SCOPE OF WORK IS ONLY A BROAD OUTLINE OF THE JOB. ENGINEER IN CHARGE WILL GIVE DETAILED AND MORE SPECIFIC INSTRUCTIONS AT THE TIME OF EXECUTION OF WORK. THE CONTACTOR SHALL HAVE TO PERFORM ALL ADDITIONAL ASSOCIATED JOBS (WHOSE DESCRIPTION MAY NOT NECES¬SARILY BE THERE IN THE SCOPE OF WORK GIVEN ABOVE), WHICH ARE CONSIDERED NECESSARY FOR SUCCESSFUL COMPLETION OF THE WORK WITHOUT ANY ADDITIONAL CHARGE.

3.ANY COMPONENT, CUT FOR THE PURPOSE OF EXECUTING ANY WORK COVERED UNDER SCOPE OF WORK OR ANY ASSOCIATED WORK, SHALL BE RESTORED AS PER INSTRUCTION OF ENGINEER IN CHARGE WITHOUT ANY ADDITIONAL FINANCIAL IMPLICATION.

4.CONTRACTOR SHALL HAVE TO SET-UP TEMPORARY SHED AT A LOCATION NEAR WORK PLACE FOR HIS STORES AS WELL AS SITE OFFICE FOR NTPC BEFORE THE START OF WORK .NO ADDITIONAL PAYMENT SHALL BE ADMISSIBLE FOR THE TEMPORARY SHED WORK. THE MATERIAL REQUIRED FOR THIS SHALL BE GIVEN BY NTPC. THE TEMPORARY SHED SHALL BE DISMANTLED AFTER COMPLETION OF THE WORK.

5.THE TESTING OF SKY-CLIMBER HOISTS & ELECTRICAL HOISTS ERECTED AT BOILERS SHALL BE WITNESSED BY COMPETENT PERSON DESIGNATED UNDER FACTORY ACT. THE COMPETENT PERSON TO WITNESS THE TEST SHALL BE ARRANGED BY NTPC.

6.THERE SHALL BE NO DEFECT LIABILITY PERIOD FOR THE WORK OF SKY-CLIMBER/ ELECTRICAL HOISTS. CERTIFICATION BY THE COMPETENT AUTHORITY OR THE EIC AFTER TESTING SHALL BE DEEMED FINAL.

7.FOR THE WORK OF SKY CLIMBER, MINIMUM OF TWO SKILLED FITTERS, TWO SKILLED RIGGERS, ONE SKILLED ELECTRICIAN, BESIDES ONE SUPERVISOR AND REQUIRED NO OF HELPERS SHALL BE REQUIRED SEPARATELY.

8.NTPC MAY ARRANGE FOR EXPERT SUPERVISION BY THE SUPPLIER#S REPRESENTATIVES FOR THE WORK OF SKY CLIMBER. IN THAT EVENT, THE CONTRACTOR SHALL ARRANGE AT LEAST THE INDICATED MANPOWER (AND OTHER LABOUR) WITHOUT FAIL. A DEDUCTION OF RS. 1500/- PER DAY SHALL BE IMPOSED FOR ALL SUCH DAYS WHEN THE CONTRACTOR FAILS TO MOBILISE AND THE PRESENCE OF EXPERT SUPERVISORY PERSONNEL CANNOT BE UTILISED BECAUSE OF CONTRACTORS FAILURE TO MOBILISE THE DATE OF ARRIVAL OF THE SUPERVISORY PERSONNEL, IF ANY, SHALL BE INTIMATED TO THE CONTRACTOR, TWO DAYS IN ADVANCE BY THE EIC.

9.CONTRACTOR SHALL HAVE TO DEPLOY ONE JEEP DURING BOILER TUBE FAILURE FOR CONVEYANCE OF RADIOGRAPHER,HP WELDER ETC. TO AVOID ANY DELAY IN WORK.

10.CONTRACTOR MUST HAVE DEPLOY MINIMUM 02 HP WELDERS,02 GRINDERS,02 ATTATCHMENT WELDERS, 02 GAS CUTTER, 02 FITTER AND RIGGER GANG WITH REQUIRED HELPERS (20) DURING TUBE FAILURE SO THAT WORK IS NOT HELD UP FOR WANT OF ABOVE. THIS IS INDICATIVE MANPOWER ONLY AND THE CONTRACTOR HAS TO DEPLOY MANPOWER AS PER ACTUAL WORK REQUIREMENT.

11.ANY OF THE ABOVE SCHEDULES CAN BE OPERATED DURING UNIT OVERHAULS, IF REQUIRED AS DESIRED BY EIC.

12.STAGE#I CONSISTS OF 3X200MW, STAGE-II CONSISTS OF 3X500MW AND STAGE-III CONSISTS OF 1X500MW UNIT.

13.SCH. NO-6 IS FOR HANDLING, CLEANING, THICKNESS SURVEY, PAINTING AND PRESERVATION OF ECO. BIG PAIRS AND ECO. SMALL PAIRS.

14.ALL THE WORKS MENTIONED IN SCHEDULES 10 TO 16 SHALL BE CARRIED OUT IN IN-SITU CONDITION I.E. WITHOUT REMOVING THE VALVES FROM PIPELINE.

HOWEVER BASED ON THE CONDITION OF VALVE ENGINEER-IN-CHARGE AT HIS OWN DISCRETION MAY DECIDE TO REMOVE THE VALVE FROM THE PIPE IN CASE OF SCH. 11 TO 16 AND SHIFT TO NTPC WORKSHOP AND THEN RE-WELD TO THE PIPELINES AND CARRY OUT THE REMAINING OVERHAUL/SERVICING JOBS. HOWEVER PAYMENT IN THIS CASE SHALL BE MADE FOR BOTH REPLACEMENT WORK AND OVERHAUL/ SERVICING WORK AGAINST THE RELEVANT SCH. 11 TO 16 FOR OVERHAUL WORK AND FOR REPLACEMENT WORK AGAINST RELEVANT SCH. NO. 19 TO 21.

RECLAMATION OF VALVES SHALL BE DONE INSIDE THE PLANT PREMISES ONLY.

6.0 Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents.

7.0Qualifying Requirements for Bidders:

1.0QUALIFYING REQUIREMENTS [QR]:

1.1The bidder should be manufacturer of Boilers of capacity of 200 MW or above with experience in overhauling or

should	have executed works	of overhauling / modification / erection of pressure	parts, of Boiler at least two (02) units of
200 MW capacity or above		and for above works, bidder should meet either	of the following criteria during the last
seven	(07) years ending with	the last date of the month preceding the month of	publication of NIT in :

a)Single order of value not less than Rs. 183 Lakh [Rupees One Hundred Eighty Three Lakh].

b)Two order of value not less than Rs. 114 Lakh [Rupees One Hundred Fourteen Lakh] each.

c)Three order of value not less than Rs. 91 Lakh [Rupees Ninety One Lakh] each.

The work / order executed means the bidder should have achieved the			criterion specified in the QR,	even if the total
contract is not		completed/closed. In case of contracts under execution as	on last date of the month preceding the month
of	publication	of NIT, the value of work executed till such date will be	considered provided the same	is certified by the
employer.
1.2	Financial	Criteria

The average annual turnover of the bidder in the preceding three (3) financial years as on the last date of the month preceding the month of publication of NIT shall not be less than Rs. 228.68 Lakh (Rupees Two Hundred Twenty Eight Lakh Sixty Eight Thousand Only].

i)While computing the annual turn over, other income shall not be considered.

ii)	In case where audited	results	for the last preceding financial year are	not available, certification of financial
statements from a practicing		Chartered	Accountant shall be considered acceptable.

2.0The bidder shall have to submit the following documents in support of meeting the QR along with their bid:

2.1The bidder to submit documentary evidence in support of Clause 1.1 of QR.

2.2Copies of audited balance sheet and profit & loss account for the preceding three (3) financial years in support of Clause 1.2 of QR.

8.0Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.

9.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such
