3.0Bid Security and Integrity Pact (if applicable) shall be submitted in a sealed envelope separately offline by the

stipulated bid	submission closing	date and time at the address given below. Any bid without an acceptable Bid Security
and Integrity	Pact (if applicable)	shall be treated as non-responsive by the employer and shall not be opened.

4.0 A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of the cost of the documents as mentioned above in the form of a crossed account Payee demand draft in favour of NTPC Ltd., Payable at District Bilaspur or directly through the payment gateway at our SRM Site (https://etender.ntpclakshya.co.in/sap/bc/gui/sap/its/bbpstart). For logging on to the SRM Site, the bidder would require vendor code and SRM user id and password which can be obtained by submitting a questionnaire available at our SRM site as well as at NTPC tender site (www.ntpctender.com). First time users not allotted any vendor code are required to approach NTPC at least three working days prior to Document Sale Close date alongwith duly filled in questionnare for issue of vendor code and SRM user id/password.

5.0 Brief Scope of Work & other specific detail REFER C FOLDER PL.

6.0 Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents.

7.0Qualifying Requirements for Bidders:

Note: (1) Sealed tenders are invited on behalf of NTPC Ltd. from Eligible Bidders.

I.QUALIFYING REQUIREMENTS FOR TENDER No: CS/14463

1.0The bidder should have executed Maintenance/ Overhauling contract in core areas* of Boiler or Turbine or Ash

Handling		Plant	having unit capacity>= 200MW	in thermal		power station as below within preceding 7 years as on date
of	bid opening:
			a. Single order of value not less		than	Rs.46.65 Lakh
						OR
b.	Two	orders	of value not less than Rs.29.15	Lakh	each
			OR

c.Three orders of value not less than Rs.23.32 Lakh each

Remark:* Core area shall mean working experience in one or more in following areas:

i. Dry & wet type Fly ash system of ESP.
ii. Bottom Ash system including clinker grinder, jet pump system in	conjunction with water impounded bottom ash
hoppers.

iii.Pneumatic fly ash handling system for conveying fly ash from ESPs by either pressure conveying system or vacuum conveying system.

iv.Complete ash slurry pump house/ash water pump house.

v.Complete ESP system including ESP internals

vi.Boiler Pressure part

vii.Rotary parts (ID,FD,PA fans, APH

viii.Coal Pulverizer (Mill) system

Note:- Working	in isolated system like dewatering pumps, compressor, blowers, valves, ducts & dampers only, will not
be considered as	adequate experience.

2. Financial Criteria :
Average annual turnover of the bidder	in the preceding three (3)	financial years (2012-13,2013-14,2014-15) as on the
date of Bid opening shall not be less than Rs. 58.31 Lakh
Notes.
(i) Other income shall not be considered	for arriving at annual turn	over.

II General Conditions: -

1. As a proof of meeting the qualifying requirements, the scanned copies of the following documents duly attested by

authorized	signatory of the	tenderer will be required	to be uploaded in the C-folder of	SRM. Also hard copies of the
same have	to be submitted	in a sealed envelope along	with EMD & Letter of undertaking	before technical bid opening:

(a)Copy of Independent Valid PF registration Certificate

(b)Copy Service Tax Registration Certificate

(c)Copy of Income Tax PAN No. certificate

(d) Copy of work orders/LOAs/agreements and completion certificates/ proof of completion.

(e)	Up to date	copy of Profit and Loss Account and Balance sheets of last three financial Years duly audited by
Chartered Accountant (2012-2013, 2013-2014 & 2014-2015).
	(f)	Partnership deed/ affidavit for proprietorship/ certificate of incorporation/ articles of association etc with
latest	changes, if	any.

6.Copy of registration with Central Govt./State Govt./Public Sector Undertaking if any applicable.

(g)Upto date copy of latest Banker Solvency Certificate.

(h)Details of Manpower (Technical/Non Technical) and Tools & Plants.

(i)Sales Tax Registration Certificate

Also GCC, SCC, Acceptance of Important conditions, Fraud prevention			policy etc. (provided in	C folder)	should	be
signed	by contractor and	scanned copy of the same are to be attached in	C folder and hard copy	of the same	has to	be
sent in	Contracts section	of NTPC Sipat.

2.2. Notwithstanding any thing stated above, the owner reverses the right to assess Bidder#s capability and

capacity to	perform the contract should the circumstances warrant such assessment in the overall interest of NTPC Ltd.
and decision	of NTPC in this regard shall be final.

3.Issuance of tender documents will not automatically mean that bidders are considered qualified. The tender committee

shall	evaluate the qualifying	requirements of each bidder as per NIT	after opening of qualifying requirement Bids and the
bids	of the bidder who is not meeting the qualifying requirement shall be treated as non responsive.
4.	For preparation of the	#Price Proposal#, Bidders are expected	to take into account, the requirements and conditions

of the bidding documents. The Prices are required to be filled in the relevant fields in the #Item Data# tab in Bid preparation screen.

5.All prices to be quoted by the Bidders will be in Indian Rupees or in the stipulated bid currency only on firm price basis and shall remain valid during the currency of the Contract.

6.The date of opening of price bid shall be decided and communicated, well in advance to all bidders whose credentials meet qualifying requirement as per NIT and are acceptable to NTPC.

7.NTPC reserves the right to split or reject any or all the tenders without assigning any reasons thereof.

8.The applications received from prospective Bidders may be considered for registration with NTPC-Sipat Bilaspur for a period of next 03 years based on NTPC#s qualifying criteria.

9.Bids shall be submitted and opened at the address given below in the presence of Bidders representatives who choose to attend the bid opening.

Important Instructions : A. Please note that only online tenders shall be accepted.

B.Vendor has to submit their complete bid on or before the due date and time as indicated above.

C.EMD of required amount in the form of Demand Draft/Banker#s Cheque/Pay order or BG & Letter of Undertaking

shall be submitted in a sealed envelop separately offline by the stipulated bid submission closing date and time at the specified address. Any bid without an acceptable EMD & Letter of Undertaking shall be treated as non-responsive by the employer and shall not be opened.

D.Hard Copy of QR documents in a separately sealed envelope comprising of credentials as per qualifying requirements

mentioned in	NIT	has to be	submitted along with EMD & Letter	of	Undertaking prior to the Technical Bid opening
date to avoid	delays	/ rejection	of offer. Also QR documents are to	be	uploaded in #C# Folder of SRM.

E.PRICE BID # To be submitted only on online SRM site.

8.0Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.

9.0NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without

assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.
