3.0 Bid Security and Integrity Pact (if applicable) shall be submitted in a sealed envelope separately offline by the stipulated bid submission closing date and time at the address given below. Any bid without an acceptable Bid Security and Integrity Pact (if applicable) shall be treated as non-responsive by the employer and shall not be opened.

4.0 A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of the cost of the documents as mentioned above in the form of a crossed account Payee demand draft in favour of NTPC Ltd., Payable at Not Given. or directly through the payment gateway at our SRM Site (https://etender.ntpclakshya.co.in/sap/bc/gui/sap/its/bbpstart). For logging on to the SRM Site, the bidder would require vendor code and SRM user id and password which can be obtained by submitting a questionnaire available at our SRM site as well as at NTPC tender site (www.ntpctender.com). First time users not allotted any vendor code are required to approach NTPC at least three working days prior to Document Sale Close date alongwith duly filled in questionnare for issue of vendor code and SRM user id/password.

5.0Brief Scope of Work & other specific detail

GAS TURBINE BLADE ROW#1 AND VANE ROW#1 RECONDITIONING MAKE:ALSTOM (MODEL:13D2)

6.0 Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents.

7.0Qualifying Requirements for Bidders:

1.1 Bidder should be a Gas Turbine Manufacturer / Manufacturer of Gas Turbine Blades or Vanes / Refurbishment Agency of Gas Turbine Blades or Vanes and should have carried out / got carried out Refurbishment & Coating / Manufacture of at least one (1) set of Blades and Vanes for Gas Turbine having minimum rating of 80 MW ISO at Turbine Inlet Temprature (TIT) of 990 Deg. Centigrate minimum, which should have completed successful operation of at least one Hot Gas Path Inspection (HGPI) or Major Overhaul.

AND

1.2 Bidder must either himself possess or have legitimate access for the necessary technology of refurbishment / coating of air cooled Blades / Vanes of Alstom make Gas Turbine Model No. 13D2 of Anta Gas Power Station having ISO Rating of 88 MW at TIT of 1005 Deg. C. The bidder at his option can also outsource any of the activities required for refurbishment / coating of above Blades / Vanes subject to the condition that chosen outsourcing agency by the bidder also have the necessary technology for refurbishment / coating of air cooled Blades / Vanes of Alstom make Gas Turbine Model No. 13D2 of Anta Gas Power Station having ISO Rating of 88 MW at TIT of 1005 Deg. C.

1.3The bidder can be a licensee or Authorised Agent of Gas Turbine Original Equipment Manufacturer (OEM). In such case, the bidder can be considered qualified based on the experience of their Principal who meets the requirements mentioned at 1.1 & 1.2 above.

1.4NTPC has the right to assess the capability and capacity of the bidder for carrying out the refurbishment of air cooled Bldes / Vanes of Alstom make Gas Turbine Model No. 13D2 for its Anta Gas Power Station.

2.0 The bidder should have executed any one of the following similar work during the preceding five years from the date of techno-commercial bid opening:

i)One similar order each valuing not be less than Rs. 89.33 lacs. OR

ii)Two similar orders each valuing not less than Rs. 55.83 lacs. OR

iii)Three similar orders each valuing not less than Rs. 44.66 lacs.

3.0 The average annual turnover of the bidder in the preceding three financial years as on the date of techno-commercial bid opening shall not be less than Rs. 223.32 lacs.

Note:

a.#Similar works# means any work which includes Reconditioning of Gas Turbine Blade Row # 1 and Vane Row # 1.

b.The word #executed# mentioned above means the bidder should have achieved the criteria specified above, even if the total contract is started earlier and/or is not completed/closed.

c.In case of orders under execution, the value of work executed till the date of opening of Techno-commercial proposal as certified by the client shall be considered.

d.While computing the annual turnover other income shall not be considered.

e.In case where audited results for the last preceding financial year not available certification of financial statement from a Charted Accountant shall be considered acceptable.

All the documentary support shall be given by for above requirements.

The bidder must submit all the supporting documents like details of work order involving above mentioned work, proof of

completion, audit balance sheet of last three years, VAT registration, PAN, Service tax registration etc. to establish their credential in the line with the qualifying requirements.

8.0Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.

9.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the Invitation For Bids (IFB) for the subject package without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.
