Qualifying Requirements for enlistment of suppliers for procurement of LED Lights / Fittings
1.1) The Bidder should be a manufacturer of LED FITTINGS / FIXTURES. Certificate of incorporation/ISO/ Factory Licence, etc. shall be submitted as a proof.
1.2)Bidder should have facility or tie-up with NABAL approved /UL Labs for certification of their products for LM79. List of testing instruments / previous certification shall be submitted.
1.3)The Average Annual turnover of the bidder for the preceding Three(3) completed Financial years as on date of opening shall not be less than Rs 1179.56 Lakhs.
1.4)The bidder should have executed supply of LED FITTINGS/FIXTURES for Public / Pvt. Ltd companies /
PSU/GOVT/SEMI-GOVT. Agencies/ Municipal bodies during the last meeting
anyone of the following criteria as on the date of bid opening.
a) Single Order value not less than Rs 30.00 Lakhs (Rupees Thirty lakhs only)
OR
b) Two Orders each of value not less than Rs 20.00 Lakhs (Rupees Twenty lakhs only)
OR
c) Three Orders each of value not less than Rs 10.00 lakhs (Rupees Ten lakhs only)
Apart from Order copies, Bidders shall submit Invoices / Payment vouchers / completion certificate as proof of execution of order.
2.0) Not withstanding anything stated above, NTPC reserves the right to assess the capabilities and capacity of the Bidder/his collaborators/associates/subsidiaries/group companies to perform the contract, should the circumstances warrant such an assessment in the overall interest of NTPC.
GENERAL REQUIREMENTS:-
1. Documents to be submitted along with Request.
a. Relevant Purchase Order copies along with proof of execution of orders like, invoice copies, completion certificate from customer for whom vendor supplied the material.
b. Balance sheet / Profit & Loss statements copies for last 3 financial years. In case where audited results for the preceding financial year are not available, certification of financial statements from a practicing Chartered Accountant shall also be considered acceptable.
c. Manufacturing Facilities.
d. Registration Fee for 'ENLISTMENT' is Rs.1000/- for each package (inclusive of Taxes)(non refundable) by way of DD in favour of NTPC Ltd payable at Ramagundam / Karimnagar. Manufacturers registered with NSIC and having Valid NSIC Certificate with stores details and Micro and Small Enterprises registered with District Industries Centers are exempted from Application Fee (Furnish valid copies).
2. The Vendor should furnish documentary evidence as above in support of fulfilling each QUALIFYING REQUIREMENTS.
3. Separate request shall be made for each package of items.
4. NTPC shall not be responsible for any postal delay, loss or non-receipt of documents sent through Post / Courier.
5. Issuance of application documents to any vendor shall not construe that such vendor is considered to be qualified.
6. NTPC reserves the right to reject any or all applications or cancel/ withdraw the Notification without assigning any reason whatsoever and in such case no applicant shall have any claim arising out of such action.
7. Application documents are not transferable.
8. “Enlistment” word as used here shall pertain to listing of vendor in our records only.
9. The enlisted vendor shall have to furnish Bid Security / EMD, wherever asked for in the tenders.
10. The enlistment shall remain valid for THREE years.
11. Vendors who are already registered with NTPC Ltd-Ramagundam for other supplies should also apply for this enlistment if manufacturing the tendered items.The SCOPE of ENLISTMENT ,INSTRUCTIONS TO APPLICANT,EVALUATION CRITERIA FOR ENLISTMENT & CANCELLATION OF ENLISTED AGENCIES are explained in ANNEXURE-I enclosed here with.
12. NOTE: The Envelope containing the enlistment request letter along with supporting documents, should clearly indicate” APPLICATION FOR ENLISTMENT OF ___________________________ “(The relevant package may be indicated in the blank).
13.FRAUD PREVENTION POLICY:NTPC has a fraud prevention policy, therefore bidders are advised that “ they along with its associate / collaborator / subcontractors / sub-vendors / consultants / service providers shall strictly adhere to the Fraud policy of Owner displayed on its tender website http://www.ntpctender.com and shall immediately apprise the Owner about any fraud or suspected fraud as soon as it comes to their notice. A certificate to this effect shall be furnished by the bidder along with his bid” enclosed herewith.
14. The applications complete in all respects should reach AGM (Purchase), NTPC Limited, Jyothinagar, Ramagundam , Karimnagar (Dist),TELANGANA– 505 215 on or before 10.07.2015,15:30hrs.
15. NTPC, Ramagundam SHALL PROCESS ALL FUTURE PROCUREMENTS THROUGH E-PROCUREMENT. ALL THE INTERESTED VENDORS SHOULD HAVE FACILITY FOR THE SAME.

1.SCOPE:
Applications are invited in prescribed format from experienced and resourceful manufacturers to get themselves enlisted for supply of subject item.The panel of enlisted manufacturers will be used in future for issuing Tender enquiries as and when required. The enlistment shall be valid for a period of THREE years. However, NTPC reserves the right to review the enlisted vendors every year and to delete the vendors based on the performance. The issue of tender enquiries to enlisted vendors or otherwise will be at the sole discretion of NTPC and the decision of NTPC shall be binding on the enlisited agency.The mere fact that a party is enlisted within NTPC project as well as NTPC-Ramagundam shall not mean that the party is qualified for undertaking all/any such supplies at NTPC-Ramagundam or the party is guaranteed any specified quantum of order during the period of enlistment.
2.INSTRUCTIONS TO THE APPLICANT:
1.The registration fee for “ENLISTMENT’ is Rs.1,000/- (inclusive of service tax ) (non refundable). Without requisite amount of DD in the name of NTPC LTD payable at Ramagundam /Karimnagar,the application for enlistment shall not be considered.NSIC and SSI vendors are exempted from submitting the above fees. But, they have to submit valid notarized copy of respective NSIC/Registration certificate.
2.The agencies who are presently banned from business dealings by any of the NTPC units shall not be considered.
3.Enlistment application forms may be obtained by any interested manufacturer against a written application mentioning the name of the material intended to supply, from the
office of AGM(Purchase), NTPC-Ramagundam. The application form shall be sent via e-mail to the agency.
4.The last date for receipt of enlistment application forms duly filled in with all enclosures /documents and with the enlisment fee (Rs.1,000/-) per application form in the form of DD drawn in favour of NTPC Limited payable at Ramagundam is 10.07.2015. The applications compelte in all respects should reach AGM(Purchase) NTPC-Ramagundam office on or before 10.07.2015, at 15.30 hours by post/courier or hand delivered.NTPC reserves the right to extend the last date for submission of duly filled in forms.Any change in the last date for submission of filled in application shall be published only in our websites. NTPC shall not be responsible for any postal delay, loss or non receipt of request for application form/application sent through post.NTPC reserves the right to accept any application received beyond the last date.
5.All cost incurred by applicants for preparing and submitting the application, providing clarification or any other expenses whatsoever shall be borne by applicants themselves.
6.The information sought shall be filled in completely and wherever not applicable it should be written as Not applicable.
7.A prospective applicant requiring any clarification may notify the same through e-mail or in writing by post as per detailed address given below. NTPC responds to any request for clarification that it receives not later than SEVEN (7) days prior to the deadline for submission of application prescribed by the NTPC.
8.The applicant shall submit the Power of attorney duly authorised and notarized for the person signing and submitting the application on behalf of the applicant.
9.No application shall be modified, substituted or withdrawn by the applicant subsequent to the last date notified for receipt of the applications.
10.Any information/data furnished by the applicant found to be incorrect or false or misleading at any point of time would render him liable to be debarred from the enlisment.
11.NTPC reserves the right to cross check and confirm the information/details furnished by the applicant.
12.During the evaluation of the applications, the employer may, at its discretion ask the applicant for clarification to the applications including documentary evidences.
13.NTPC reserves the right to reject any or all the applications without assigning any reasons thereof.
14.Application forms submitted without enlistment fee shall be rejected. The enlistment fee including that of those applicants who are not enlisted shall not be refunded once submitted.
15.After receipt of the information/documents furnished by the applicant, NTPC would scrutinise and enlist the names of the parties as per the relevant item category.Decision of NTPC Ltd would be final and no further correspondence will be entertained.
3.EVALUATION CRITERIA FOR ENLISTMENT:
1.For the purpose of enlistment, applicants shall be evaluated on the basis of stipulated qualifying requirements alongwith supporting documents etc.NTPC at its discretion may ask the agency to provide additional documents in support of meeting the qualifying criteria.
2.Any clarification/further details asked by NTPC after receipt of application forms shall be answered within 15 days of receipt of the query. If no response is received from the applicant, NTPC reserves the right to treat the application as deficient thereby disqualifying him from the enlistment process.
3.Even though an applicant may satisfy the above requirements, he would be liable to disqualification, if he has made misleading or false representation or deliberately suppress the information in the forms, statements and enclosures required in the application.
4.CANCELLATION OF ENLISTED AGENCIES:
1.The enlistment of agency may be cancelled by NTPC if the agency is non responsive against our enquiries or on account of its perfoformance or bankruptcy and activities detrimental to the interest of NTPC. The decision of NTPC in this regard shall be final and binding on the agency.
2.Notwithstanding anything contained in this application for enlistment, NTPC reserves the right to accept or reject any application and annul the process and reject all applications at any time without any liability or any obligation for such acceptance, rejection or annulment without assigning any reasons.
3.Applicant may note that mere submission of filled in application for enlistment and/or submission of additional information do not automatically entitle him to claim for enlilstment. NTPC at its discretion may re-invite or modify or annul the process without assigning reason whatsoever.
4.Applicants who respond within due date with application as mentioned above against this advertisement will only be considered for enlistment.
5.E-tender modules have been launched in NTPC for procurement of goods and services with an objective to move towards 100% e-procurement at the earliest. Hence, vendors are requested to obtain CLASS IIIB(with organisation name) digital signature certificate for participation in e-tender and make e-procurement successful.
6.Application forms submitted without enlistment fee shall be rejected. The enlistment fee including that of those applicants who are not enlisted shall not be refunded once submitted.
7.It is to be noticed that if you are not enlisted for the items notified you shall not be considered for future limited tender enquiries for the items under enlisment.
