1.0 NTPC invites on-line bids from eligible Bidders for aforesaid package, as per the scope of work briefly mentioned hereinafter.

4.0 Bid Security and Integrity Pact (if applicable) shall be submitted in a sealed envelope separately offline by the stipulated bid submission closing date and time at the address given below. Any bid without an acceptable Bid Security and Integrity Pact (if applicable) shall be treated as non-responsive by the employer and shall not be opened. All credential filled up formats & supporting documents as asked by NTPC are to be given online as attachments with the bid.

5.0 Any document submitted by the agency in hard copy other than EMD and Letter of Undertaking before bid opening, will not be considered. In spite of this condition, if any document is submitted by the agency in hard copy other than EMD and Letter of Undertaking, before bid opening shall be ignored and the offer submitted through the e-tendering shall be binding on the agency.

6.0 A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of the cost of the documents as mentioned above in the form of a crossed account payee demand draft in favour of NTPC Ltd., Payable at STATE BANK OF HYDERABAD, NTPC Branch (IFSC Code: SBHY0021330, MICR Code: 505004310), DISTRICT: KARIMNAGAR or directly through the payment gateway at our SRM Site (https://etender.ntpclakshya.co.in/sap/bc/gui/sap/its/bbpstart). For logging on to the SRM Site, the bidder would require vendor code and SRM user ID and Password which can be obtained by submitting a questionnaire available at our SRM site as well as at NTPC tender site (www.ntpctender.com). First time users not allotted any vendor code are required to approach NTPC at least three working days prior to Document Sale Close date along with duly filled in questionnaire for issue of vendor code and SRM user ID/ Password.

7.0

a) Small Scale Industries registered for similar work with NSIC shall be exempted from payment of tender cost / Earnest Money Deposit. SSI units registered with TSSSIDC are also entitled for exemption of EMD / Tender Cost. Such parties can sent the request for Tender Documents along with copy of certificates self attested.

b) Small Scale Industries registered with NSIC / TSSSIDC shall be exempted from payment of Security Deposit up to the monetary limit for which the unit is registered with NSIC / TSSSIDC.

c) Tenderers seeking exemption should enclose a photocopy of valid Registration Certificate giving details such as validity, stores and monetary limits to the Package Coordinator / AGM (CS) at the address given below at least three working days prior to the last date of tender fee payment for getting the authorization for participating in the e-tendering.

d) Registered Cooperative Societies of Land Oustees recognized by NTPC, Ramagundam are exempted from submission of EMD / Bid Security for tenders with estimated value of upto Rs. Twenty (20) Lakhs Only.

1. Duly filled Annexure-1 (format given below) and PAN card scanned / photo copy (Self Attested) along with the detailed address should reach us at least seven working days prior to Las Date of Tender Fee Payment.

2. 2. Digital Certificate (Class III) is a must for vendors to participate in this tender. For further details regarding this please visit “GUIDELINES TO BIDDERS” in NTPC E-Tender Website. NTPC won’t be responsible for any vendor not having a suitable valid digital certificate.

9.0 Qualifying Requirements:

Tenderer should

1.0 The bidder may be a proprietary firm, Partnership firm, Limited Company, Registered Cooperative society, corporate body legally constituted possessing the required licenses, registrations etc as per law valid at least for 12 months from the date of the opening of tender.

2.0 The bidder must have experience of Running, Maintenance and catering services of Guest Houses/Transit Camp / Management Training Institute of Central Govt Deptts/ PSUs/Large Organization of repute/2 star (or above star) hotels for last 03 years ending 31st March 2014.

3.0 Average annual financial turnover during the last 3 years, ending 31st march of the previous financial year, should be at least Rs.83.69 Lacs.

4.0 Experience of having successfully completed similar works during last 7 years ending last day of month previous to the one in which application are invited should be any of the following:

One Similar completed work costing not less than the amount equal to Rs.133.91 Lacs.

Or

Two similar completed works, each costing not less than the amount equal to Rs.83.69 Lacs

Or

Three similar completed works, each costing not less than the amount equal to Rs.66.96 Lacs.

Note: “Similar Completed Works” means “Running, Maintenance and catering services of Guest House / Transit Camp/Training Institute of Central Govt. depts. / PSUs/Large Organisation of repute / 2 Star (or above star) Hotels having minimum 41 Nos. of rooms during the last seven years.”

ADDL NOTE:

a) Further, for completed similar works, agency shall submit copies of work-order alongwith successful completion certificate, (TDS if applicable) as a documentary proof, otherwise bid may be summarily rejected.

b) The completed cost of the work may be updated @8% compounded for each completed year ending March 31.

c) Bidders should attach self attested certificates along with tender on the date of the submission for assessing pre-qualification.

d) The bidder should submit documentary proof related to minimum requirements as stated above in separate envelop along with the bid.

e) It may also be noted that lowest bidder has to produce original certificate for verification before award of the work. Bidder shall provided documentary evidence of Service Tax, VAT registration, PF registration, ESIC registration (wherever applicable) and power of attorney at the time of bidding. Necessary registration with local bodies under Shops & Establishment Act or other applicable acts of State/Central Govt. authorities for providing Catering / Guest house related activities, if applicable, shall be obtained by the agency before commencement of work and submitted to EIC for verification.

f) Bidders shall provide such evidence of their continued eligibility, satisfactory to the Company, as the Company shall reasonably demand any time within the currency of the contract.

g) The bidder shall submit attested copies of original documents defining the constitution or legal status, place of registration and principal place of business, written power of attorney of the signatory of the bid to commit the Bidder along with the bid.

10.0 As a proof of meeting the qualifying requirements, the scanned copies of the following documents will be required to be uploaded in the C-folder.

a) (i) Award letter / Work Order with bill of quantities (ii) proof of value of work executed as mentioned at (b) below

b) Documentary evidence issued by the employer as proof of value of work executed clearly indicating (i) the executed value of the work and (ii) period (giving start date and end date) during which the work has been executed, in the form of job completion certificate / final deviation order / copies of measurement book (R/A bills). An employer means Government / Large Industrial Organisations / Public Sector Enterprises.

c) “Copies of Balance Sheet and Profit & Loss Accounts as audited by a practicing Chartered Accountant or Certificate of Turnover issued by a Practicing Chartered Accountant clearly indicating the Books / Records / documents on the basis of which the Certificate is issued”.

d) The Bidder shall indicate on copies of credentials (copies of the work orders and performance / completion certificates from Govt. / PSU / Organisations as specified in the Qualifying requirements, The conditions (a, b, c (i) or (ii) or (iii) & d) of Qualifying Requirements against which the credential is being submitted may be indicated on the document.

Original documents for verifications shall be produced as and when called for.

Other Income shall not be considered for arriving at annual turnover

NOTE: The word “completed” means that the bidder should have achieved the progress specified in the Q.R. even if the total contract is not completed/ closed. The same shall be supported by documentary evidence issued by the owner.

I. Partnership deed/ affidavit for proprietorship/ certificate of incorporation/ articles of association etc with latest changes, if any.

II. Copy of Power of Attorney of Authorized Signatory (if applicable)

III. The bidder should have independent P.F. code number allotted by Regional Provident Fund Commissioner. Copy of PF code allotted by RPFC must be submitted with technical bid.

IV. Copy of Sales Tax registration, Service Tax registration, STCC/TIN & PAN.

V. The bidder should possess Service Tax registration number or must furnish an undertaking to furnish Service Tax registration number within one month of award of contract.

11.0 Participation in the tender does not automatically mean that the bidders are considered qualified. NTPC shall evaluate the qualifying requirements of each bidder as per NIT after opening of technical bids and the bids of the bidder who is not meeting the qualified requirement shall be treated as non-responsive.

Tender document is not transferrable.

Notwithstanding anything stated above, the owner reserves the right to assess the bidder’s capability and capacity to perform the contract, should the circumstances warrant such assessment in the overall interest of NTPC Ltd, and decision of NTPC in this regard shall be final.

12.0 Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.

13.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.

14.0 Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents.
