INVITATION FOR BIDS / NOTICE INVITING TENDER (NIT)

FOR

“Supply of GI Pipes”

(Domestic Competitive Bidding)

IFB/NIT No: 0370-C&M-1415-PI-0601 Date: 01.06.2015

1.0 NPGC invites off-line bids from eligible Bidders for aforesaid package, as per the scope of work briefly mentioned hereinafter.

2. Brief Scope of Work & other Specific details:

Supply of GI Pipes of 65mm NB & 100mm NB, conforming to IS 1239-Part-I at NPGC, NSTPP site, Aurangabad, Bihar

3.0 BENEFITS/EXEMPTION TO SUPPLIES: NIL

4.0 Detailed specification, scope of work and terms & conditions are given in the bidding documents, which are available for examination and sale at the address given below and as per the following schedule:

5.0 Bid Security / EMD is to be paid in the form of Bankers Cheque / Demand Draft drawn in favour of “NPGC” Payable at “SBI, Majhiawan Branch Code-17074”.

An irrevocable Bank Guarantee of any Nationalised or Scheduled Bank* in favour of Nabinagar Power Generating Co. Pvt. Ltd., as per NPGC pro-forma shall also be accepted as Bid Security / EMD. Pro-forma of the Bank Guarantee given in bid documents.

5.1 Bid Security, Any bid without an acceptable Bid Security shall be treated as non-responsive by the employer and shall not be opened. All credential filled up formats & supporting documents as asked by NPGC are to be submitted as attachments with the bid.

6.0 EMD / Bid Security of inadequate-value / unacceptable form shall not be entertained and such bids shall not be opened.

7.0 a) MSME / Small Scale Industries registered for similar work with the National Small Scale Industries Corporation shall be exempted from payment of tender cost / Earnest Money Deposit. SSI units registered with Bihar State SSIC are also entitled for exemption of EMD / Tender Cost. Such parties can send the request for Tender Documents along with self-attested copy of certificates.

b) MSME / Small Scale Industries (SSI) registered with National Small Scale Industries Corporation (NSIC) or Directorate of Industries, Bihar State shall be exempted from payment of Security Deposit up to the monetary limit for which the unit is registered with NSIC / Bihar State Directorate of Industries.

c) Tenderers seeking exemption should enclose a photocopy of valid Registration Certificate giving details such as validity, stores and monetary limits to the Package Coordinator / AGM (C&M) at the address given below at least seven working days prior to the last date of tender fee payment for getting the authorization for participating in the tendering.

8.1 Technical Criteria

8.1 The bidder shall be manufacturer/ authorized dealer of GI Pipes of NTPC approved make i.e. Jindal-Hisar,

Prakash Surya, BST, TATA, SAIL & Bansal

8.2 The bidder should have successfully executed supply of GI Pipes of NB 65 mm or above, during the last 7(seven) years ending last day of the month previous to bid opening date, with either of the following order values:

a) Three orders for supply ofGI Pipes of NB 65 mm or above, of INR: 6.14 Lacs or above each.

OR

a) Two orders for supply GI Pipes of NB 65 mm or above, of INR: 7.67 Lacs or above each.

OR

b) Single order for supply GI Pipes of NB 65 mm or above, of INR: 12.28 Lacs or above.

2.0 Financial Criteria

The average annual turnover of the Bidder, in the preceding three (3) financial years as on the date of Bid opening shall not be less than INR: 9208000/- (Indian Rupees Ninety Two Lac Eight Thousand only).

3.0 Following credentials are to be submitted by the bidders along with bid documents in support of meeting the Qualifying Requirements as stipulated for each package.

a) Legible Copies of Purchase Orders with Bill of Quantities for GI Pipes as above and job Completion Certificate/proof of execution of order clearly indicating the executed quantity of the order.

b) Audited Balance sheet and Profit & Loss account. Provisional copy of balance sheet or turn over sheet, certified by practicing C.A. for the last three financial years, reckoned from the date of technical bid opening may also be accepted.

c) Copy of Sales Tax Registration.

d) PAN card (Copy)

NOTES:

(i) Other income shall not be considered for arriving at annual turnover.

(ii) Original documents for verifications shall be produced as and when called for.

9.0 Documents submitted by the Bidders shall be clearly readable /comprehensible. NPGC reserves the right to discard incomplete/insufficient/unreadable documents and evaluate tenders on the basis of balance documents available with the bid which are comprehensible, relevant & acceptable.

10.0 Notwithstanding anything stated above, the owner reserves the right to assess the bidder’s capability and capacity to perform the contract, should the circumstances warrant such assessment in the overall interest of NPGC, and decision of NPGC in this regard shall be final.

11.0 Bidders are requested / advised to check the Qualifying Requirements (QR) of the subject tender before downloading / buying the tender document online.

12.0 Participation in the tender does not automatically mean that the bidders are considered qualified. NPGC shall evaluate the qualifying requirements of each bidder as per NIT after opening of technical bids and the bids of the bidder who is not meeting the qualifying requirement shall be treated as non-responsive.

13.0 Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.

14.0 NPGC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action. EMD only shall be returned without any additional financial liability to NPGC.

15.0 Tender documents are not transferable. Issuance of tender documents does not automatically mean that the bidders are considered qualified. NPGC shall evaluate the qualifying requirements of each bidder as per NIT after opening of Technical Bid and the Price bid(s) of the bidder(s) who do not meet the Qualifying Requirements shall not be opened and the same shall be returned to the bidder(s) without being opened.

16.0 If the date of bid opening coincides with a holiday, the date of bid opening shall be shifted to next working

day.

17.0 NPGC shall not be responsible for any postal delay / loss / damage or non-delivery of bids.

18.0 Other terms and conditions of tender shall be as contained in Bid Documents.
