1.0 NTPC Ltd, Consultancy Wing for and on behalf of the NPTI, Faridabad Haryana invites online bids (e-tender) on single stage two envelope compliant bid basis from eligible bidders for aforesaid package. NTPC Ltd., Consultancy Wing is engaged as “Consultant” by NPTI, Faridabad for the above package.

2.0SCOPE OF WORK: The brief Scope of work is as under:

(i)Interior civil works of existing simulator buildings to accommodate new simulators at Faridabad, Badarpur, Nagpur & Durgapur.

(ii)Interior civil works of Faridabad simulator building where 800MW Super- critical Simulator is to be housed.

(The scope of work consists of Civil, Electrical, Air Conditioning and Fire Detection works. It includes demolishing works, dismantling, brick work, plastering, painting, flooring, Aluminium doors, partitions & windows, Glazing, False ceiling, waterproofing etc, Electrical, Air-conditioning and Fire detection system as per BOQ, Specifications and contract conditions)

3.0NPTI Faridabad, intends to finance this Package through domestic funding and own resources.

5.0 All bids must be accompanied by Bid Security for an amount of INR. 707000/- (Rupees Seven Lakh Seven Thousand only) in the form as stipulated in bidding documents.

Any Bid not accompanied by the acceptable Bid Security in a separate sealed envelope shall be rejected by the Employer as being non-responsive and returned to the bidder without being opened.

6.0Qualifying Requirement:

6.1.0Techanical Criteria

6.1.1The Bidder should have executed any of the following construction/ renovation works of building within the preceding seven (7) years reckoned as on the date of Techno-Commercial bid :

a)One completed work with value not less than Rs. 3.098 Crore

OR

b) Two completed work with value not less than Rs. 1.936Crore OR

c)Three completed work with value not less than Rs. 1.549 Crore

6.2.0Financial Criteria

6.2.1The average annual turnover of the bidder in the preceding three (3) financial years as on date of Techno-Commercial bid opening shall not be less than Rs.14.00 Crore.

6.2.2The Net Worth of the Bidder as on the last day of the preceding financial year shall not be less than 25% of the paid–up share capital.

6.2.3 In case the Bidder is not able to furnish its audited financial statements on standalone entity basis, the unaudited unconsolidated financial statements of the Bidder can be considered acceptable provided the Bidder further furnishes the following documents for substantiation of its qualification :

(i)Copies of the unaudited unconsolidated financial statements of the Bidder along with copies of the audited consolidated financial statements of its Holding Company.

(ii)A Certificate from the CEO/CFO of the Holding Company, as per the format enclosed in the Techno-Commercial Bidding documents, stating that the unaudited unconsolidated financial statements form part of the Consolidated financial statement of the Holding Company.

In case where audited results for the preceding financial year are not available, certification of financial statements from a practicing Chartered Accountant shall also be considered acceptable.

6..2.4 In case Bidder does not satisfy the financial criteria, stipulated at Cl.6.2.1 and / or Cl.6.2.2 above on its own, the Holding Company would be required to meet the stipulated turnover requirements at Cl.6.2.1 above, provided that the net worth of such Holding Company as on the last day of the preceding financial year is at least equal to or more than the paid-up share capital of the Holding Company. In such an event, the Bidder would be required to furnish along with its Techno- Commercial bid, a Letter of Undertaking from the Holding Company, supported by Board Resolution of the Holding Company, as per format enclosed in the Bidding Documents, pledging un conditional and irrevocable financial support for the execution of the Contract by the Bidder in case of Award.

6.2.5The unutilized line of credit for fund based and non-fund based limits with cash and bank balances including fixed deposits of the Bidder as on a date not earlier than 15 days prior to the date of Techno-Commercial bid opening, duly certified by its Bankers shall not be less than Rs.2.80 crore. In case, certificates from more than one bank are submitted, the certified unutilized limits should be of the same date from all such banks.

6.2.6Where another Company of the group acting as the Treasury Centre is responsible for Treasury Management of the Bidder having combined credit/guarantee limit for the whole group, the Bidder would be required to provide a Banker’s certificate regarding the unutilized line of credit for fund based and non fund based limits together with cash and bank balances including fixed deposits available to such Treasury Centre. Further, Treasury Centre shall certify that out of the aforesaid limits certified by the bankers, the Bidder shall have access to the line of credit of a level not less than the specified amount at Cl.6.2.5, above. Techno- Commercial bid, a Letter of Undertaking from the Treasury Centre, supported by a Resolution passed by the Board of Directors of the Holding Company, as per the format enclosed in the Bidding Documents, pledging unconditional and irrevocable financial support for the execution of the Contract by the Bidder in case of Award.

6.2.7In case the Bidder’s unutilized line of credit for fund based and non fund based limits specified at Cl.6.2.5 above is not sufficient, a comfort letter from one of the bankers specified in the Bidding Documents unequivocally stating that in case the Bidder is awarded the Contract, the Bank would enhance line of credit for fund based and non-fund based limits to a level not less than the specified amount at clause 6.2.5 above to the Bidder or to the Treasury Centre as the case may be, shall be acceptable.

Notes:

i)Net worth means the sum total of the paid-up share capital and free reserves. Free reserve means all reserves credited out of the profits and share premium account but does not include reserves credited out of the revaluation of the Assets, write back of depreciation provision and

amalgamation. Further any debit balance of profit and Loss account and miscellaneous expenses to the extent not adjusted or written off, if any, shall be reduced from reserves and surplus.

ii)Other income shall not be considered for arriving at Annual turnover.

iii)For unutilized line of credit for fund based and non-fund based limits and turnover indicated in Foreign Currency, the exchange rate as on seven (7) days prior to the date of Techno-Commercial bid opening shall be used.

6.2.8Notwithstanding anything stated above, the Employer reserves the right to assess the capabilities and capacity of the Bidder/ his Collaborators/ Associates/ Subsidiaries/ Group companies to perform the contract, should the circumstances warrant such assessment in the overall interest of the Employer.

7.0Employer reserves the right to reject any or all bids or cancel / withdraw the Invitation for Bids without assigning any reason whatsoever and in such case no bidder / intending bidder shall have any claim arising out of such action.

"NTPC Ltd., Consultancy Wing" payable at New Delhi / NOIDA or directly through the payment gateway at our SRM site (https://etender.ntpclakshya.co.in). For logging on to the SRM site, the bidder would require vendor code and SRM login Id and password which can be obtained by submitting a questionnaire available at our SRM site as well as at NTPC tender site (www.ntpctender.com). First time users not allotted any vendor code are required to approach NTPC at least three working days prior to document sale close date along with duly filled in questionnaire for issue of vendor code and SRM user Id/password.

9.0 Transfer of Bidding Documents purchased by one intending Bidder to another is
