3.0 Bid Security and Integrity Pact (if applicable) shall be submitted in a sealed envelope separately offline by the stipulated bid submission closing date and time at the address given below. Any bid without an acceptable Bid Security and Integrity Pact (if applicable) shall be treated as non-responsive by the employer and shall not be opened.

4.0 A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of the cost of the documents as mentioned above in the form of a crossed account Payee demand draft in favour of NTPC Ltd., Payable at LUCKNOW or directly through the payment gateway at our SRM Site (https://etender.ntpclakshya.co.in/sap/bc/gui/sap/its/bbpstart). For logging on to the SRM Site, the bidder would require vendor code and SRM user id and password which can be obtained by submitting a questionnaire available at our SRM site as well as at NTPC tender site (www.ntpctender.com). First time users not allotted any vendor code are required to approach NTPC at least three working days prior to Document Sale Close date alongwith duly filled in questionnare for issue of vendor code and SRM user id/password.

5.0Brief Scope of Work & other specific detail

Hiring of two number closed diesel jeeps (NON- AC -Mahindra Bolero, Tata Sumo, Mahindra Xylo, Mahindra Scorpio; Year -2014 or onwards model; metallic hard top) for Bilhaur Super Thermal Power Project , NTPC Ltd , along with drivers on hire basis, for a period of two years (730 days- i,e on all days including Sundays and holidays , with one day maintenance off per month for upkeep of vehicles ) , as per scope of work and terms & conditions as stipulated in tender document

6.0 Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents.

7.0Qualifying Requirements for Bidders:

7.1Technical Criteria:

The bidder should have, in the last seven years, ending as on the date of bid opening, completed / executed the deployment of jeep(s) or car(s) or similar four wheel vehicle(s), on hiring basis, for any organization meeting following requirements:

A. In case bidder has executed order(s) and possess documents indicating separate hiring and fuel charges in the P.O. / documents-

(i) Single order of value not less than Rs. 6.41 Lacs (Hiring Charge). OR

(ii) Two orders of value not less than Rs. 4.0 Lacs each (Hiring Charge). OR

(iii) Three orders of value not less than Rs. 3.2 Lacs each (Hiring Charge).

B. In case bidder has executed order(s) and possess documents indicating combined hiring and fuel charges in the P.O. / documents -

(i) Single order of value not less than Rs. 13.38 Lacs (Hiring Charge + Fuel Charge). OR

(ii) Two orders of value not less than Rs. 8.36 Lacs each (Hiring Charge + Fuel Charge). OR

(iii) Three orders of value not less than Rs. 6.69 Lacs each (Hiring Charge + Fuel Charge).

7.2 Financial Criteria:

The Average Annual Turnover of the Bidder in the preceding three (3) financial years as on the date of bid opening shall not be less than Rs. 4.0 Lacs (Rupees Four Lacs) in case of separate hiring and fuel charges (Case-7.1 A) OR Rs. 8.36 Lacs (Rupees Eight Lacs Thirty Thousands) in case of combined hiring and fuel charges (Case-7.1 B).

Notes:

a)The Order would mean Bidder should have deployed jeep(s) or car(s) or similar four wheel vehicle(s) on hiring basis, for any organization.

b)The word #executed# means the bidder should have achieved the criteria specified in the above QR within the preceding seven (7) year period even if the contract has been started earlier and / or is not completed / closed.

c)Other Income shall not be considered for arriving at annual turnover as specified in the QR para 7.2.

d)In case where audited results for the last preceding financial year are not available, certification of financial statements from a practicing Chartered Accountant shall also be considered acceptable satisfying QR para 7.2.

8.0Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.

9.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.
