NOTICE INVITING APPLICATIONS (NIA)

FOR

“Enlistment of Agencies for Validation and Verification/ Certification” Package for NTPC CDM Projects

I. NTPC Limited (NTPC) invites applications from eligible Agencies for “Enlistment of Agencies for Validation and Verification/ Certification” Package for NTPC CDM Projects. The enlistment shall be valid for a period of Three (3) years.

III. SCOPE OF WORK

The brief scope of work, under Enlistment of Agencies for Validation and Verification/ Certification” Package for NTPC CDM Projects, will generally include, as under:

(i) Validation of CDM Project

(a) Completeness check of CDM documents (PDD, PCN etc.) prior to hosting of website for stakeholders comments.

(b) Running of global stake holder’s process for the project on UNFCCC site during a period of 30 days.

(c) Complete desk review of the submitted PDD & raising issues that needs further clarification of the submitted PDD and preparation of audit and inspection.

(d) Site audit and inspection.

(e) Development of draft validation report (Including validation protocol) after all corrective action and clarifications have been addressed.

(f) Submission of final validation report to NTPC for their approval.

(g) Apply for registration of project with UNFCCC.

(h) Complete handling of the process with UNFCCC including request for review (if any) till the final decision made by Executive Board.

(i) The scope of work shall inter alia include all other activities not specifically mentioned above but are required for registration of the project with UNFCCC.

(ii) Verification/ Certification of CDM Project

(a) Complete desk review of the registered PDD & raising issues that needs further clarification of the registered PDD.

(b) On-site assessment

(c) Development of Draft Verification Report.

(d) Submission of Final Verification Report to NTPC for their approval.

(e) Submission of Final Verification Report along with Certification Report to UNFCCC for issuance of CERs.

(f) Complete handling of the process with UNFCCC including request for review (if any) till the final decision made by Executive Board.

(g) The scope of work shall inter alia include all other activities not specifically mentioned above but are required for verification/ Certification of the project with UNFCCC.

Broadly the Scope of Work for Validation and Verification/ Certification shall include all activities as required from DOE for completion of the Scope of Work as per latest version of “CDM Validation and Verification Standard” from UNFCCC Executive Board.

IV QUALIFYING REQUIREMENTS FOR AGENCIES

The Agencies who wish to participate in the “Enlistment of Agencies for Validation and Verification/ Certification” Package for NTPC CDM Projects shall satisfactorily establish that they fulfill the following requirements:

1.0 Route-1

The bidder shall be a Designated Operational Entity (DOE) whose name appears in UNFCCC website under the list of accredited** DOEs identified for Validation and Verification / Certification functions, under the sectoral scope-1 i.e. Energy industries (renewable - / non-renewable sources) by UNFCCC CDM Executive Board.

2.0 Route-2

The bidder could be a subsidiary / affiliate / associate of the parent DOE, as identified in route-1, in India who is regularly involved in undertaking the job of Validation and Verification / Certification of CDM projects under the sectoral scope-1 i.e. Energy industries (renewable - / non-renewable sources). Further, in such a case, bidder shall furnish a letter of authorization from the parent DOE accredited with UNFCCC CDM Executive Board as indicated in route-1 in the format enclosed with bidding documents (refer annex.-A).

**(i) At the time of enlistment, the DOE shall furnish valid Certificate of Accreditation by UNFCCC CDM Executive Board for Validation and Verification / Certification functions, under the sectoral scope-1.

(ii) DOE for specific CDM project shall be appointed from the list of enlisted DOEs, and at that time the accreditation of DOE by UNFCCC CDM Executive Board shall be required to be valid at least for a period of one year as on date of bid opening. Certificate of Accreditation by UNFCCC CDM Executive Board for Validation and Verification / Certification functions under the sectoral scope-1, shall be required to be furnished by the bidder along with the bid for the specific CDM project.

V. GENERAL INFORMATION

Subsequent to empanelment/enlistment, only the enlisted agencies will be allowed to submit the bids in respect of specific enquiry from NTPC Projects/ Regional Head Quarters/ Corporate Centre, on Limited Tender basis, for ‘Validation’/ ‘Verification/ Certification’ of a specific CDM Project.

VI. NTPC reserves the right to reject any or all applications or cancel/withdraw the ‘Notice Inviting Applications (NIA)’ without assigning any reasons whatsoever and in such case no Applicant or intending Applicant shall have any claim arising out of such action. NTPC shall also have the right to verify any information/ document furnished by the Applicant/ Agency and inspect the works carried out by the Applicant/ Agency, if so required.

VII. Applicants who respond within due date with application as mentioned above against this advertisement will only be considered for enlistment. Applications received after due date shall not be considered and returned back.

VIII. A complete set of ‘Enlistment Document’ may be purchased by any interested Applicant on submission of a written application and payment (non-refundable) towards cost of the ‘Enlistment Document’ as mentioned at Para II above in the form of a Crossed Account Payee Demand Draft in favour of NTPC Limited, New Delhi, payable at New Delhi. The Enlistment Document can also be downloaded from http://www.ntpctender.com on registration and online payment (non-refundable) towards cost of ‘Enlistment Document’ and the downloaded documents can be used for application purposes.

In case the registered Applicants who have downloaded the Enlistment Document require an additional manual copy of the Enlistment Document then such Applicants shall be required to purchase the manual copy of the Enlistment Document following the procedure detailed above.

Issuance of ‘Enlistment Document’ to any Applicant shall not construe that such Applicant is considered to be qualified. The Applicant shall bear all costs incurred in the preparation and submission of the application and other actions implied. NTPC shall not be responsible or liable for such costs, regardless of the outcome of the enlistment process.

It may be noted that prospective Applicants from Uttar Pradesh State of India are compulsorily required to provide TIN Number at the time of purchase of Application for Enlistment from Office of NTPC.

We hereby authorize M/s ……………………………. to quote and participate in this tender and carryout the Validation and Verification / Certification of CDM Projects in India on our behalf in totality, pursuant to Article 12 of the Kyoto Protocol and related rules, requirements, regulations, modalities, criteria, guidelines and principles. We further confirm our support to our authorized subsidiary / affiliate / associate in India for carrying out the Validation and Verification / Certification of the specific CDM projects of NTPC on our behalf for the entire period of contract, if awarded.

It is also certified that M/s ……………………. …………….. India is authorized to quote, raise invoice and receive payments etc.

Furthermore, we hereby confirm and provide this undertaking that the final Validation and Verification / Certification report will be reviewed and signed by us and we shall provide all support including technical assistance as required by Engineer In-charge as well as all correspondences with UNFCCC will be carried out by us in compliance of UNFCCC guidelines. We will be solely responsible for completion of all the activities required for Validation and Verification / Certification of NTPC’s subject CDM projects.

This undertaking submitted by us will form part of contract agreement in case the work is awarded to our authorized subsidiary / affiliate / associate in India.
