4.0 A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of the cost of the documents as mentioned above in the form of a crossed account Payee demand draft in favour of NTPC Ltd., Payable at District Bilaspur or directly through the payment gateway at our SRM Site (https://etender.ntpclakshya.co.in/sap/bc/gui/sap/its/bbpstart). For logging on to the SRM Site, the bidder would require vendor code and SRM user id and password which can be obtained by submitting a questionnaire available at our SRM site as well as at NTPC tender site (www.ntpctender.com). First time users not allotted any vendor code are required to approach NTPC at least three working days prior to Document Sale Close date alongwith duly filled in questionnare for issue of vendor code and SRM user id/password.

5.0 Brief Scope of Work & other specific detail Scope of work

Name of work- Unloading of BOX-N rake at Track Hopper-I&II at NTPC-Sipat.

Agency Scope

(Unloading of Indian and imported coal from BOX-N wagons of Indian railways).

1)Unloading of coal from BOX-N wagons through side opening door(6/4 door) at track hopper by deploying un skilled labourers in group for unloading individual wagons manually with help of belcha, panja, shabal, phawada etc.

2)The size of BOXN rake will vary from 55 to 60 wagons from time to

time and

quantity as well as quality will also vary from rake to rake.

3) During

unloading side doors will have to be opened first ( if welded

it may have to be cut by the help of gas cutter). After unloading

following

things has to be ensured.

i)Whether fully emptied.

ii)Closing the doors.

iii)Locking the doors (if required to be locked by temporary welding).

4)Placement of BOXN rake at track hopper by ensuring clearing of track after each cut (placement) and safety of personnel deployed.

5)Ensuring safe shunting operation after each placement/unloading and supervision for timely unloading.

6)Ensuring safety of working personnel at T/H during unloading and rake moment and use of proper personal protective equipment such as safety helmet, shoe, belt, dust mask etc.

7)After completion of unloading at TH-I/II railway track of track

hopper shall be completely cleared of accumulated coal, stone and boulders (if any) for safe movement of subsequent MGR rake.

8)After completion of unloading and movement of BOXN rake out of track hopper. The clearing of working platform & grizzle of track hopper will have to be thoroughly done for subsequent MGR rake movement.

9)Overall co-ordination with TH control room for early unloading BOXN

wagons

and mobilization of welder along with gas cutting set, welding

m/c and

tools.

10.During free time (when BOX 'N' rakes in transit) the manpower will be engaged for cleanig/deweeding/stone removal around the railway track & area of track hopper I&II.

11.The agency has to submit two mobile nos. for the purpose of communicating/masseging of railway rake movement and position of rakes which are in transit.

TERMS AND CONDITION (Unloading of BOX-N/BOX-N HL wagons) 1) The rates quoted should be firm and no escalation shall be permitted during contract Period.

2) The total quantity of imported coal and Indian coal given in the BOQ in for the period of six months from the date of award the schedule of arrival of imported and Indian coal will be communicated well in advance as information received through railway network i.e. FOIS and other sources intimated by supplier of coal.

3) Immediate mobilization of required manpower on arrival of Indian railway rake is to be required which may vary from 1/2 rake daily to one rake in every alternate day during information period as mentioned

above.

4) Adequate labour/ persons shall be required to be

arranged

for

coal unloading from BOXN

wagons .Aprox 18-20 groups may be

required in

each placement of rake i.e.

18-19 wagons per placement.

The total rake

will have to be unloaded in 04-05 placements depending upon formation of the rake.

5) The total rake to be unloaded as early as possible i.e. latest in six (06) hrs positively. Failing which a penalty of Rs. 4000/- will be deducted /hours on every instance. This will be imposed on the agency in case of defaulting on unloading & will not be penalized in

case the coal is having #

#Abnormally big size with boulders.

#Sticky nature of coal.

#Non availability of adequate space at track hoppers.

#Any other system constant as per judgment of EIC/representative.

#Highly multilated wagons (i.e. doors are fully welded and base plates are multilated where belca movement is not possible to empty the coal).

6) The schedule time for unloading after pacement at TH-I & II is

6 hours. An incentive 2000/- per rake will be admissible in case the rake is unloaded before one hour of schedule time i.e. within five (5) hours against schedule unloading time of six hours.

7)Agency will have to provide all types of safety item and insure the use.

8)The technical specification is of indicative nature. The work involves rake movement, unloading, supply of consumables, Tools and safety appliances.

9)The job is highly manpower intensive and the supervisor is fully responsible for safety of personnel during time of unloading.

10)Problem closing and locking of wagon door is responsibility of agency.

11)Agency has to mobilize one welder/cutting gas/welding w/c which may be required during unloading and door closing/locking.

12)In case of derailment at track hopper due to obstruction of big stone/boulder and spillage coal and improper checking of railway track a penalty of Rs. 3000/- will be levied at each instance.

13)Quality determination # Railway weigh bridges/ NTPC weigh bridge otherwise will on the basis of actual Railway receipt.

14)The period of contract will be for 06.

15)The quantity deviation will be (+/-) 40% looking at uncertainly

nature rake intake which will absolutely depend upon requirement of coal at NTPC/Sipat with consent letter from the agency.

16)The contractor has to do insurance for working personnel and also to fullfill other statutory obligations.

17)Party has to give proper under taking of deployed personnel for

their involvement in any unlawful activity in the past.

18) The agency has to ensure minimum wages as per act (state/central) and payment will be disbursed in the first week of every month directly through Bank and agency has to submit bank statement copy.

19)Deviation (Quantity) is being envisaged due to uncertainly nature of rake intake which is solely dependent on station requirement and rake availability by Indian railways. In addition to this diversion of rake by corporate centre based on critical coal stock position at oher NTPC Power stations.

20)If rate quated by the bidder is less then the esttimated value, An additional SD / BG is to be deposited by the bidder before award of contract. Additional SD / BG will be double the differential amount. 2. Misc.Expenditure Reimbursement

i)Misc. expenditure will be paid in case the gap between arrival time of two consecutive rake is more than 24 hours

6.0 Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents.

7.0Qualifying Requirements for Bidders:

9.0NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without

assigning any reason whatsoever and in such case no bidder/intending bidder shall have

any claim arising out of such

action.
