Sub: Extension of Standing Earnest Money Deposit (SEMD) Scheme at NTPC-Ramagundam, reg.
1. It is decided to extend the “Standing Earnest Money Deposit (SEMD) Scheme” for the Contracts/ Works awarded at NTPC-Ramagundam. The system is applicable for both O&M and Non-O&M Contracts. The following amount of Standing EMD is prescribed.

2. The interested vendors may submit Standing EMD for the amount indicated above, in the form of Call Deposit Receipt or Fixed Deposit Receipt or a Bank Draft/ Pay Order/ Banker's Cheque drawn in favour of 'NTPC Ltd.,' payable at Ramagundam/ Jyothinagar. Local Cheque duly certified by Bank as good for payment will also be accepted. CDR/ FDR shall be duly pledged in favor of 'NTPC Ltd.' Fixed Deposit Receipt/ Call Deposit Receipt is to be signed on the back side of the instrument with a revenue stamp affixed on it.
3. Standing EMD' in the form of Bank Guarantee or in any other form will not be accepted in any case.
4. SEMD Certificate will be issued by NTPC and bidder/ contractor should enclose a photo copy of the Certificate against each bid/ quotation in a separate sealed envelope along with the tender documents.
5. The Standing EMD will not be adjusted against 'Security Deposit' in any case. Initial Security Deposit will be deducted from contractor's first running bill(s) as per company's Rules and Regulations from time to time.
6. The agencies who submit the 'Standing EMD' will be allowed to participate in any no. of tenders for the respective category and of lower value category indicated in the table above. No interest shall be payable on Standing EMD.
7. Acceptance of Standing EMD does not automatically make the agencies eligible for inclusion in vendor enlistment or approved vendor list.

8. Acceptance of Standing EMD does not qualify the bidder automatically for any category of works.
9. In case of forfeiture of EMD, the bidder shall be given one chance to deposit the forfeited EMD amount. In case the bidder fails to deposit the forfeited EMD, then it shall be adjusted from Standing EMD of the bidder. In such case, the bidder will not be allowed to avail standing EMD facility further and any other penal action like black listing may also be done as per the merits of the case.
10. If any vendor want to withdraw / take back their standing EMD, the same shall be returned within six months from the date of application for the withdrawal after ensuring no liability of EMD is existing against the SEMD (if any from the vendor).
11. Present SEMD certificate holders have to submit their SEMD certificate in original and apply for new SEMD certificate along with required Fixed Deposit Receipts/ Call deposit Receipts fledged in favor of NTPC Ltd. or DD/ BC/ Pay order drawn in favor of NTPC Ltd. payable at Ramagundam/Jyothinagar at the contracts service department. Fixed Deposit Receipts/ Call deposit Receipt is to be signed on the back side of the instrument with a revenue stamp affixed on it. On submission of New FDR/ DD/ CDR/ BC in acceptable form, new SEMD shall be issued & old instrument will be returned to the agency.
12. The existing parties who have renewed their SEMDs before 11.06.2015, the liability of the parties, if any, in the existing Bids as on that date will be automatically deemed to have been transferred to the New SEMDs issued in the name of those parties.
13. If the existing SEMD holders do not renew their SEMDs before 11.06.2015, their EMDs will not be accepted after 11.06.2015.
14. The system of Standing EMD shall be valid for a period of Three (03) years from the date of expiry of existing SEMDs, i.e. from 12.06.2015 to 11.06.2018. NTPC reserves the right to change/ cancel the same with One (01) Month's notice at any time during the Three (03) years period. Scheme shall be kept open for Three (03) years i.e. up to 11/06/2018. Interested agencies can join at any time before the last date of the validity period of SEMD. But last date of the validity of the SEMD shall remain as 11/06/2018.
15. As per system, we seek the validity of the EMD up to Six months (06) from date of the date of bid opening. In view of this, the SEMDs cease to exist after 11/06/2018; the FDR/ CDR so submitted for SEMDs shall be returned after 11/12/2018 after ensuring no liability of bid security is existing against the SEMD. The same shall be indicated on the SEMD certificate.
16. Vendors who are interested in the above Scheme may please apply to the undersigned for depositing the Standing EMD. Any clarification in this regard, can be obtained from Contract Services Department.
The above comes into force with immediate effect.
