3.0 Bid Security and Integrity Pact (if applicable) shall be submitted in a sealed envelope separately offline by the stipulated bid submission closing date and time at the address given below. Any bid without an acceptable Bid Security and Integrity Pact (if applicable) shall be treated as non-responsive by the employer and shall not be opened.

4.0 A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of the cost of the documents as mentioned above in the form of a crossed account Payee demand draft in favour of NTPC Ltd., Payable at KAHALGAON or directly through the payment gateway at our SRM Site (https://etender.ntpclakshya.co.in/sap/bc/gui/sap/its/bbpstart). For logging on to the SRM Site, the bidder would require vendor code and SRM user id and password which can be obtained by submitting a questionnaire available at our SRM site as well as at NTPC tender site (www.ntpctender.com). First time users not allotted any vendor code are required to approach NTPC at least three working days prior to Document Sale Close date alongwith duly filled in questionnare for issue of vendor code and SRM user id/password.

5.0Brief Scope of Work & other specific detail

SCOPE OF WORK FOR USFD TESTING OF NTPC KAHALGAON MGR RAILTACK AND WELDING JOINTS

1.The work will be executed on MGR Track in-side & out-side Plant from NTPC Kahalgaon (KM 0/925 ) to Loading point Lalmatia both Empty and Load Line with Loading Bulb & Un-Loading Bulb & warf wall line.

2.The Agency has to inform immediately to Area PWI and Section Engineer after receiving any adverse Test Results during testing procedure .

3.Supply of USFD testing machine for this work as per RDSO/M&C/NDT/401/889/2008 OR Later standard (Model Para RT-401 or Equivalent make & advanced models.The USFD Testing machine which will be used for the work should be purchased within 5 (Five) years as on Schedule date of Start of the contract.All consumables such as Paints , Lubricating materials (grease/water), cotton-Waste etc in the scope of agency.

4.The Agency has to arrange all Safety arrangements towards his USFD Testing Machine and Testing Team Members as well as MGR Track; so that Safe Movement of Rolling Stock do not Hamper at the time of USFD TESTING.

5.All transportation and protection of USFD testing Machine and Testing Team Members are in scope of Agency on his own risk & cost

6.After identifying any defects i.e. IMR , OBS , DFW ETC, the Agency has to Mark with proper Red Paint " Cross Mark" that Rail Piece or Weld Joint as per RDSO Manual,and inform immediately to Area PWI and

area Section Engineer;and submit report in Standard RDSO Format to EIC.

7.Before starting the work the Agency has to produce the Original & Photocopy (For verification ) of document of USFD TESTING MACHINE along the test / calibration certificate of machine to the EIC.

6.0 Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents.

7.0 Qualifying Requirements for Bidders:

9. Qualifying Requirements of Bidders:

01. The bidder must have experience of having successfully executed the work of USFD Testing of Rail & Rail Joints on railway tracks in any Govt/ Semi-Govt/PSU/Power Sector Companies/ Indian railways during last seven(07) years ending last day of month previous to the one in which applications are invited which should be either of the following :

(a)Three similar orders executed each costing not less than Rs.6.30 Lakhs.

(a)Two similar orders executed each costing not less than Rs.7.88.

(b)One similar order executed costing not less than 12.60 lakhs.

9.2 Average annual financial turnover of the bidder during preceding three financial years as on the date of bid opening shall not be less Rs.31.50 Lakhs.

Note:

a)Other income shall not be considered for arriving at annual turnover.

b)In cases where audited results for the last preceding financial year are not available, certification of financial statements from a practicing Chartered Accountant shall also be considered acceptable.

c)The word #executed# means that the bidder should have achieved the progress specified in the QR even if the total order is not completed / closed. The same shall be supported by documentary evidence issued by the owner.

d)Similar orders means # USFD Testing of Rail & rail Joints on Railway tracks in any Govt./Semi Govt/PSU/Power Sector Companies/ Indian railways#.

8.0Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.

9.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.
