7.1 The Bidder who wishes

to participate in the bidding shall satisfactorily establish that it fulfils the Qualifying

Requirements

stipulated

hereunder:-

1.

Agencies

to carry

out the

studies shall be a reputed institute like IITs, Universities, Institutes, TERI, National Labs

or

Test Houses, CSIR/CSIR

labs, NEERI, NPC, CII, FICCI and in case of private agencies/labs the party should be

ISO-90012008

certified. Such

private agencies/labs should also have executed the work of study on Impacts of Primary

private

agencies

labs which

are meeting the criteria at SI. No.

1 above,

should also have any one of the

following

executed value

of

work, any

time

during last 7 years from the

date of bid

opening.

a)

Single (1) order of contract value not less than Indian Rupees 19.77 lacs.

b)

Two (2) orders, each of contract value not less than Indian Rupees 12.36 lacs.

c)

Three (3) orders, each of contract value not less than Indian Rupees 9.88 lacs.

ii)

The

average

annual

turnover of the private agencies/labs for the preceding three (03) completed financial years as on

the

date

of bid

opening

shall not be less than

Indian Rupees 11.98 lacs.

Cost of Bidding Documents INR 1272/- (Indian Rupees Twelve hundred seventy two only) Inclusive of

Directorate

Handicrafts and

Handloom or any other

body specified by Ministry

Micro, Small and Medium

Enterprises

as per MSMED Act 2006,for goods produced

and services rendered,

shall

be

issued

the bidding

documents

free of cost

and shall be exempted from paying Earnest Money Deposit.

The benefit as

above to MSEs

shall be available only for

goods/services produced

& provided by

MSEs for

which they

are registered. MSEs seeking

exemption and benefits should enclose a attested/self certified copy of valid registration

certificate, giving

details

such

as

validity, stores/services etc. failing which they run the risk of their bid being passed

over as ineligible

for the

benefits

applicable to MSEs.

Further IIMs/ IITs/ NITs/ IISc/

CBRI/ CPRI/ GSI/ CWPRS/ CWC and other Govt. Institutes/ agencies (excluding PSUs)

shall be exempted

from paying

Earnest Money Deposit.
