5Bid Security shall be submitted in a sealed envelope separately offline by the stipulated bid submission closing date and time at the address given below. Any bid without an acceptable Bid Security shall be treated as
6NPGC reserves the right to reject any or all bids or cancel/ withdraw the IFB for subject Package without assigning any reason whatsoever and in such case no bidder / intending bidder shall have any claim arising out of such action.
7Issuance of bid documents to any bidder shall not construe that such bidder is considered to be qualified. Bids shall be submitted and opened at the address given below in the presence of bidder’s representatives who choose to attend the bid opening.
8Transfer of Bidding Documents purchased by one intending Bidder to another is not permissible. Parties banned by any NPGCL, NTPC Ltd or Eastern Region I HQ of NTPC Ltd are not eligible to participate.

INSTRUCTIONS TO BIDDERS
BIDDERS (TENDERERS) are requested to read the followings carefully & comply the same.
1.Bidders providing new vehicle must submit the “LETTER OF UNDERTAKING” on
2.Bidder must fill and submit “Declaration”, “Vendor’s Details”, Service tax declaration, “No Deviation certificate” and EFT details complete in all respect along with the tender. Tenders with incomplete information are liable to be rejected.
3.Bidder must sign each and every page of the enclosed tender document and submit the same in sealed envelope super scribing the NIT No, Bid opening date and EMD particulars.
4.EMD should be submitted in a separate envelope, super scribing NIT No, Bid Opening Date and EMD particulars.
5.The Earnest Money Deposit (EMD) of the value as indicated in NIT shall be submitted as DD in favour of NABINAGAR POWER GENERATING CO PVT. LTD. Payable at State Bank of India, majhiawan, Aurangabad, Bihar (IFSC SBIN0017074).
6.The tender not accompanied by EMD in accordance with aforesaid provision shall be liable to be rejected by NPGC as
7.No interest whatsoever shall be payable by the owner on EMD amount.
8.The EMD may be forfeited on revocation of tender or Non enter into a contract after award of the work or if the work is not commenced within the stipulated period after award of the work.
9.GCC of NPGC shall form part of this tender irrespective of the fact whether it has been issued with tender documents or not issued. As indicated earlier that it would be referred to in our office.
10.NPGC reserves the right to reject any or all the quotations/tender without assigning any reason thereof.
11.NPGC reserves the right to split the work in whole or part among two or more bidders as the case may be in the interest of organization. The bidder will not have any right for enhancement of rates or any right for enhancement or any other compensation due to such split of work.
12.All quoted rates/amount should be given in figures as well as in words. Overwriting on the quotation/tender is not allowed and such tender are liable to be rejected. In case of any discrepancy between figures & words, the rate in words shall be considered for the purpose of evaluation.
13.The bidders are required to quote their rates inclusive of all the cost towards labour, all taxes & levies such as sales tax, Service tax, duties, cost of man, material and T&P etc. supply of the same at site and all other sundry expenses required for execution of the work.
14.For the purpose of evaluation of the tender and considering them for award, all the Tenderers shall keep their tenders valid for period of six months from the date of opening of the tender. During this period, the tenderer agrees not to vary, alter or revoke his tender either in whole or in part. If the tenderer, fails to keep his tender valid for six month or varies its terms and conditions during the said period, NPGC shall be entitled to forfeit the bid- guarantee (EMD) amount without any notice or proof of damages.
15.The bids shall be evaluated on the basis of Quantity indicated in BOQ (Bill of Quantity) & quoted rates. Any deviation to our specifications/terms and conditions having financial implication shall be loaded and the evaluated total amount thus arrived at shall be the basis of selection of bidders for award.
16.The bidder shall visit the site and get themselves apprised of the work & other requirements before quoting.
17.The bids complete in all respects shall be submitted before the stipulated Bid submission date & time.
18.Any clarification required by the bidders shall be sought at the same address as indicated above.
