3.0Bid Security and Integrity Pact (if applicable) shall be submitted in a sealed envelope separately offline by the

stipulated bid	submission closing	date and time at the address given below. Any bid without an acceptable Bid Security
and Integrity	Pact (if applicable)	shall be treated as non-responsive by the employer and shall not be opened.

4.0 A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of the cost of the documents as mentioned above in the form of a crossed account Payee demand draft in favour of NTPC Ltd., Payable at Not Given. or directly through the payment gateway at our SRM Site

(https://etender.ntpclakshya.co.in/sap/bc/gui/sap/its/bbpstart). For logging on to the SRM Site, the			bidder would require
vendor code and SRM user id and password which can be obtained	by submitting a questionnaire		available at our SRM
site as well as at NTPC tender site (www.ntpctender.com). First time users not		allotted any vendor code are required to
approach NTPC at least three working days prior to Document Sale	Close date	alongwith duly filled in questionnare for
issue of vendor code and SRM user id/password.

5.0 Brief Scope of Work & other specific detail Scope of work

1. The work under this contract shall be carried out for maintenance of Umaran ash dyke-II & its connected discharge channel (approx. 4.50 km in length), which is situated at/ near village Umran. The agency has to carry out the maintenance work as per BOQ & instructions of EIC.

2. The work is to be carried out throughout the year as per site condition/requirement with relevant BOQ items, which is self-explanatory. The agency has to deploy supervisory staff who shall contact with EIC for regular maintenance work at ash dyke.

3. Normally in rainy season heavy rain cuts occur on the top of dyke and upstream & downstream slope of the dyke, which shall be repaired on priority basis. Rain cuts, depressions and rat holes formed shall be repaired by filling earth followed by proper compaction. Quantity for repairing rain cuts, depressions and rat holes shall be paid under BOQ Item DSR-12 Item No. 2.25 as per actual.

4.	If needed, earthen drain to be provided wherever required to drain	rain water	between	road and discharge channel (i.e.
in corridor portion) of ash dyke.
5.	Rectification/ maintenance of damaged discharge channel is also to	be done on	regular	basis.

6. Supply and fixing of empty cement bags with ash: (500 bags filled with ash shall be kept readily available to tackle emergency situations.)

Terms & conditions

1. The agency has to submit requisite insurance of workers (to be engaged to work at site) before start of work.

2.The agency shall take all safety measures during work at site.

3.The agency has to fulfill/comply all statuary requirements related to prevalent labour law.


4. Cement and reinforcement steel required for		this work shall be issued to agency from NTPC central store (free of
cost) and the same shall be transported/ carried		to ash dyke site at Umran by the contractor at their own cost (i.e. no
transportation charges, including	loading, unloading and stacking shall be paid to agency separately). The quoted rates
shall be deemed inclusive of the	same. ESTIMATED COST OF FREE ISSUE MATERIAL IS Rs.9,80,000.00.

5. Fly ash bricks, rejected coal boulder shall be issued to the agency from NTPC / Plant free of cost from designated issuing points. However the transportation of above from NTPC issue point to work site shall be paid under relevant BOQ items.

6. The agency	has to ensure double lock system in cement godown, however, for proper storage and security of free
issue materials,	agency will be fully responsible.

7.The work shall be executed as per drawings issued by NTPC & CPWD specifications/ relevant IS code.

8.Completion period shall be Twelve (12) months.

9.Defect liability period shall be NIL

10.Cleaning of peripheral drain and toe drain shall be done in parts by isolating given stretch by making bund across peripheral/ toe drain if required. Nothing extra shall be paid on this account.

11.Cleaning of pucca portion of peripheral drain and toe drain shall be done without damaging the existing brickwork. If brickwork gets damaged, agency will have to repair it on own cost.

12. THIS IS A MAINTENANCE CONTRACT THEREFORE FOLLOWING BOQ ITEMS SHALL BE EXECUTED ON REGULAR BASIS AS PER FREQUENCY / WORK PLAN.

IN CASE THE AGENCY DOES'NT EXECUTE / FAILS TO EXECUTE THE WORK AGAINST ABOVE ITEM OR ITEMS UPON INSTRUCTIONS FROM NTPC AT SITE, NO PAYMENT SHALL BE MADE BY NTPC FOR THE WORK NOT EXECUTED BY THE AGENCY AND IN ADDITION TO ABOVE, DEDUCTION SHALL BE MADE @ 10% FOR THE VALUE OF WORK NOT EXECUTED BY THE AGENCY FROM THE RA BILL.

13 FOR OTHER ITEMS ALSO, IF THE AGENCY DOES NOT EXECUTE THE WORK UPON THE INSTRUCTIONS GIVEN BY THE EIC OR HIS REPRESENTATIVE, DEDUCTIONS SHALL BE MADE @ 10% OF UNEXECUTED WORK

14. All other terms and conditions shall remain same as per GCC of Civil work of NTPC.

15. BOQ item #Providing support to side slope of Dis.#& #Filling earth on side of Discharge Chann# are to be executed in case of leakage and breach of Discharge channel. This item will have to be executed urgently on priority basis as and when required.

16 RATES SHALL BE FIRM AND NO ESCALATION SHALL BE PAYABLE

17. Item no 2.32 DSR# 2012, unit of measurement shall be read as #HSM# in place of #M2#.

6.0 Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents.

7.0Qualifying Requirements for Bidders:

a)The bidder should have executed the following work:

(i)Civil maintenance

AND/OR

(ii)Ash Dyke maintenance

	AND/OR
(iii)	Civil construction
b)The	bidder should have executed the similar work			as per para 7(a) above during last seven (7) years ending last day of
the month of previous to one in which bids are opened as any of the following :-
(i)One	similar	executed	work costing not less than	Rs.	15.50	lacs.
						OR
(ii)Two similar		executed	works costing not less than	Rs.	9.50	lacs each.
						OR

(iii)Three similar executed works costing not less than Rs. 7.50 lacs each.

c)The average	annual	financial turnover	of the bidder in the three preceding completed years, as on the date of bid
opening shall	not be	less than Rs. 19.00	lacs.

8.0Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.

9.0NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without

assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.
