1.0NTPC Limited invites online Bids on Single Stage Two Envelope bidding basis from eligible domestic Consultants for Developing
Schedule of Rates (SOR) and Detailed Analysis of Rates (DAR) for Civil Works for Thermal Power Projects of NTPC. The Consultant’s scope of work under this package, shall include the following:
1.1Study and analysis of the existing NTPC Schedule of Items for Civil Works of Thermal Power Projects (consisting of approx. 330 nos. items & sub items), Technical Specifications & Contract conditions presently in use.
1.2Rationalise & revise the Schedule of Items in use if required after interacting with Project Engineering, Cost Engineering, Project Execution & Quality Groups of NTPC and Civil Agencies executing works at NTPC sites.
This shall include visiting minimum 4 nos. NTPC Project Sites at different locations and obtain information about the various construction activities involved in the execution of Civil Works for a Power Project and collect basic data about Material, Labour and Equipment for these activities at different locations, including time motion study & analysis for Project Construction Master Database.
1.3Develop a Web based Project Construction Master Database comprising Material, Labour and Equipment with linkages of Schedule of Items to Technical Specifications (as available in Delhi Schedule of Rates/ Delhi Analysis of Rates & CPWD Specifications).
1.4Develop a Web based Schedule of Rates (SOR) along with Detailed Analysis of Rates (DAR), on the lines similar to CPWD Delhi Schedule of Rates & Delhi Analysis of Rates or any other method suitable to Power Sector.

1.5The Web based Master Database development shall facilitate the following:
1.5.1Future updation of the SOR by NTPC by feeding the market rates of Material, Labour and Equipment hiring etc.. Consultant shall identify a set of basic items for which rates can be collected and used to update the SOR.
1.5.2For use of SOR for Project specific location, Consultant shall develop a Price Index Formulae based on a set of basic items for which the Project can obtain the market rates and use to arrive at the rates applicable for Project specific location.
1.6Interact with Project Engineering, Cost Engineering, Project Execution & Quality Groups of NTPC and incorporate the comments while finalizing the applications above as mentioned at 1.3, 1.4, 1.5.
1.7Validate the Project Construction Master Database, Schedule of Rates (SOR), Detailed Analysis of Rates (DAR) and other Applications so developed with 4 nos. Projects at different locations and carry out necessary corrections wherever required. Consultant shall be associated with NTPC in advisory capacity for 1 year after the completion of consultancy for making changes/ modifications as per feedback from its Projects while using the applications

3.0All bids must be accompanied by Bid Security for an amount of INR 2,16,000.00 (Indian Rupees Two lacs Sixteen thousand only) in the form as stipulated in Bidding Documents.

Any Bid not accompanied by an acceptable Bid Security in a separate sealed envelope shall be rejected by the Employer as being non- responsive and returned to the bidder without being opened.
3.0Qualifying Requirements for Consultants for “Appointment of Consultant for Developing Schedule of Rates (SOR) and Detailed Analysis of Rates (DAR) For Civil Works for Thermal Power Projects of NTPC.
In addition to the requirements stipulated in Section ITB (Instructions to Bidders), the following shall also apply:
3.1Bidder should have executed the following works within the preceding seven
(7)years reckoned as on the last date notified for receipt of Techno Commercial Bid-
(a) at least one job involving detailed Design & Engineering of large Infra structure Projects,
and
(b)at least one job involving execution/ supervision of execution of Civil Works of Large Infrastructure Projects
The works at 3.1(a) & 3.1(b) can be either in one single job or can be in different jobs
Note:
Large Infrastructure Projects (mentioned at 3.1(a) & 3.1(b)) shall mean the projects with minimum (Civil Works) value of Rs. 2000.00 millions (Indian Rupees Two Thousand millions only) in the area of Thermal Power Plants or Nuclear Power Plants or Hydro Power Plants or Steel Plants or Cement Plants or Refineries or Metro Works or Ports & Harbours.
3.2The average annual turn over of the bidder in the preceding three (3) financial years as on the last date notified for receipt of Techno Commercial Bid, should not be less than Rs. 17.0 millions (Indian Rupees Seventeen millions only).
Notes for Clause 3.1 above:
i)The word “executed” means the Bidder should have achieved the criteria specified in the above qualifying requirement within the preceding seven years period reckoned as on the last date notified for receipt of Techno Commercial Bid, even if the contract has been started earlier and/ or is not completed/ closed.

4.0NTPC reserves the right to reject any or all bids or cancel/ withdraw the ‘Notice Inviting Tenders’ without assigning any reasons whatsoever and in such case no Bidder or intending Bidder shall have any claim arising out of such action. NTPC shall also have the right to verify any information/ document, furnished by the Applicant/ Agency/ Company/ Firm and inspect the works carried out by the Applicant/ Agency/ Company/ Firm, if so required.
5.0Prospective Bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents from Office of NTPC.
6.0A complete set of Bidding Documents may be downloaded by any interested Bidder on payment
7.0Issuance of Bidding Documents to any bidder shall not construe that such Bidder is considered to be qualified. Bids shall be submitted online and opened at the address given below in the presence of Bidder’s representatives who choose to attend the bid opening. Bidder shall furnish Bid Security and Power of Attorney separately offline as detailed in Bidding Documents by the stipulated bid submission closing date and time at the address given below.
8.0Transfer of Bidding Documents purchased by one intending Bidder to another is not permissible.
