SIMHADRI SUPER THERMAL POWER STATION
Notice Inviting Tender

Sealed Tenders are invited on behalf of NTPC Limited from eligible Bidders for the following work at our Simhadri Thermal Power Station situated at Paravada Mandal, Visakhapatnam, Andhra Pradesh:
I. QUALIFYING REQUIREMENTS:
1.0The bidder should be a bank approved transporter (or) registered with the Indian banks association as on the date of publication of NIT.
2.0A) The bidder should have a godown with facilities for handling and storage at Gajuwaka or at a distance of less than 20KM from NTPC Simhadri and should submit proof of the same. In case the bidder does not have a godown, they have to submit an undertaking along with tender documents, stating that they will open their godown with facilities ad place as defined above, within 30 days from the date of receipt of brief LOA. The minimum area of the godown shall be 400 Sq.ft. including closed area of minimum 100 sq ft.
B)The bidder should have minimum 100 branches across the country. The bidder should have executed directly under owner i.e., end user, the transportation works with the following values
during the last seven years ending on last day of the preceding month of publication of NIT.
i)Single contract of value not less than Rs. 72.00 lakhs
OR
ii)Two contracts of value not less than Rs.45.00 lakhs each
OR
iii)Three contracts of value not less than Rs.36.00 lakhs each
3.0A) The bidder should submit documentary proof of having executed the works mentioned at 1.0 & 2.0 above
B)The bidder should have independent PF code issued by RPFC, valid PAN Number and Service tax registration.
4.0.Financial criteria: The average annual turnover of the bidder, in the preceding three (3) financial years as on the date of bid opening shall not be less than Rs.45.00 Lakhs (Rupees Forty five lakhs only).
II.GENERAL CONDITIONS:
01.Bid Documents can be obtained from the address given below on any working day between
09.00 hrs. to 16.00 hrs. on payment of Rs. 1,288/- (Non-refundable) towards the Cost of Bid Documents in the form of Demand Draft drawn in favour of NTPC Ltd. payable at STATE BANK OF HYDERABAD, NTPC-DEEPANJALI NAGAR (Code No.20914).
IN CASE THE TENDER DOCUMENTS TO BE SENT BY POST, THE AMOUNT SHALL BE RS.1,388/.
02The bidding documents can also be downloaded from http://www.ntpctender.com on registration and on line payment (non-refundable) towards cost of bidding documents and the downloaded documents can be used for bidding purposes. In case the required bidders, who have downloaded the bidding documents require an additional manual copy of the documents, then such bidders shall be required to purchase the manual copy of the bidding documents following the procedure detailed above.
Issuance of bid documents to any bidder shall not construe that such bidder is considered to be qualified. Bids shall be submitted & opened at the address given below in presence of bidder’s representative who choose to attend the bid opening.
03The bid documents shall be submitted in TWO PARTS ( Both the parts on Bid Opening Date) as follows on TWO PART BIDDING BASIS:
PART- A (Cover-1 shall consist of)
1.Earnest Money Deposit.
2.Acceptance of FRAUD PREVENTION POLICY
3.Certificate regarding acceptance of Important Conditions of Contract.
4.Letter of Undertaking on non-judicial bond paper of Rs.100/-.
5.No deviation certificate in the prescribed format.
6.Documents in support of meeting the Qualifying Requirements
PART-B (Cover – 2 shall consist of)
1.Price bid in Bill of Quantity provided by NTPC
Both the covers shall be kept in one single envelope and sealed with proper packing & superscription of Details like NIT Ref.No, Package name, Name of agency & BOD.
04 The Bid Documents (both Part-A & Part-B) shall be received up to 01.04.2015 @ 3.00 PM in the office of AGM (C&M), at the address given below. The envelope containing Part-A shall be opened at 3.30 PM on the Bid Opening Date in the presence of those Bidders who wish to be present. If there is any change in Bid Opening Date due to unavoidable reasons, the same will be intimated by post to all the bidders.
Bids not accompanied with the requisite documents mentioned in PART - A, or bids accompanied with EMD of inadequate value, shall not be entertained and in such cases, bids shall be returned to the bidders without being opened.
05 The Price Bid (Part-B) Opening date will be intimated later on separately.
06The Price Bid (Part-B) of only those tenderers shall be opened, whose Part-A is found acceptable i.e. who have submitted acceptable EMD, Letter of Undertaking and meeting the qualifying requirements as indicated above in the tender notice.
07.In case the tender documents are obtained by post, NTPC is not responsible for any loss or postal/communication delay. Offers received late/incomplete are liable to be rejected.
08.Detailed Specifications of job including Scope of Work and all Terms and Conditions of NIT’s are given in Tender Documents.
09.The relevant documents for Qualifying Requirements stipulated above shall be submitted by the
Bidder as per the provisions of Bid Documents.
10.NTPC shall not be responsible for any loss or postal delays.
11.NTPC reserves the right to reject any or all the bids or cancel / withdraw the Notice Inviting Tender without assigning any reason what so ever and in such case no Bidder / Intending Bidder shall have any claim arising out of such action.
