3.0 Bid Security and Integrity Pact (if applicable) shall be submitted in a sealed envelope separately offline by the stipulated bid submission closing date and time at the address given below. Any bid without an acceptable Bid Security and Integrity Pact (if applicable) shall be treated as non-responsive by the employer and shall not be opened.
4.0 A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of the cost of the documents as mentioned above in the form of a crossed account Payee demand draft in favour of NTPC Ltd., Payable at New Delhi or directly through the payment gateway at our SRM Site (https://etender.ntpclakshya.co.in/sap/bc/gui/sap/its/bbpstart). For logging on to the SRM Site, the bidder would require vendor code and SRM user id and password which can be obtained by submitting a questionnaire available at our SRM site as well as at NTPC tender site (www.ntpctender.com). First time users not allotted any vendor code are required to approach NTPC at least three working days prior to Document Sale Close date alongwith duly filled in questionnare for issue of vendor code and SRM user id/password.
5.0Brief Scope of Work & other specific detail
Supply and Installation of Pre-fab Toilet Blocks of approximate 2650x 2015 mm size across India, walls with 50 mm thick PUF (polyurethane foam) sandwich panels made out from 0.5 / 0.6mm thick GI precoated sheet on both side of PU Foam, roof with 0.5/ 0.6 mm thick precoated GI sheet, with 300 mm projection in front & back, flooring of Toilets (900mm x 1200 mm Size) with 0.95 mm th. SS-304 grade sheet/ Turf with built-in SS WC (02 no) over 18 mm th. High density Cement Fibre Board and 1.45 mm th. Aluminium Chequered Plate in water tank area over 18 mm thick high density cement Fibre Board.
Toilet block shall be supported with MS structure consisting of MS
angle, tube flat, joint sections etc. as per drawing. Toilet floor shall be kept 300 mm above from NGL. 1 no 200 litre capacity rectangular PVC Water Tank shall be provided over 20 mm thick locally available stone slab placed over MS stand 200mm above the floor with approved locking arrangement. 1400 mm internal dia & 1400 mm deep 75 mm thick RCC Collar Leach Pit with 50 mm thick Precast RCC Cover; 0.8 mm thick M S sheet Doors with louvers, angle and gusset plates; 0.8 mm thick MS Sheet Incinerator (450 x 300 mm size) connected with 110 mm dia PVC Bend (Incinerator box is Only for Girls Toilet); 2 no PTMT tap15mm, 1 no Stop Cock 20mm dia with associated PTMT piping; 2 Nos 100 mm PVC P-trap
with110 mm dia UPVC (Type B) connecting pipes to leach pit;4no anodized (AC-15) Aluminium ventilators with louvers, shall be provided.
Base frame shall be grouted in 300x300x300 mm size pit with PCC 1:3:6. NTPC & Swachh Bharat Abhiyan Logo (01 No) shall be painted/ engraved over the wall.
The Toilet block shall be made complete as per detailed Drawings, Technical Specifications, Special Conditions of contract and instructions of Engineer-in-Charge.
The item not specifically indicated above but required to complete/ to make operational the toilet block, shall also be executed by the bidder without any extra cost implication.
6.0 Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents.
7.0 Qualifying Requirements for Bidders:
Category I: Packages having 100 nos each Toilet blocks :
1. The bidder should have executed work of Supply and Installation of Pre-fab Buildings / Toilet Blocks / Bunk Houses during last seven years as on the date of bid opening and having following contract value-
a)One work having contract value not less than # 114.75 lac (# One Hundred Fourteen Lac Seventy Five Thousand only) Or
b)Two works having contract value not less than # 71.72 lac each (# Seventy One Lac Seventy Two Thousand only)
Or
c) Three works having contract value not less than # 57.38 lac each (# Fifty Seven Lac Thirty Eight Thousand only)
The work executed means the bidder should have achieved the criteria specified in the QR, even if the total contract is not completed / closed.
In case of contracts under execution as on date of bid opening, the value of work completed till the date of bid opening will be considered provided the value of executed work is certified by the employer.
2. The average annual turnover of the bidder in the preceding three financial years as on date of techno-commercial bid opening shall not be less than # 5.74 Cr (# Five Crore Seventy Four Lac only)
While computing the annual turnover, other income shall not be considered.
In case, where audited results for the last preceding financial year is not available, certification of financial statements from a practicing Chartered Accountant shall be considered acceptable.
Category II: Packages having 200 nos each Toilet blocks
1. The bidder should have executed work of Supply and Installation of Pre-fab Buildings / Toilet Blocks / Bunk Houses during last seven years as on the date of bid opening and having following contract value-
a)One work having contract value not less than # 229.50 lac (# Two Hundred Twenty Nine Lac Fifty Thousand only) Or
b)Two works having contract value not less than # 143.44 lac each (# One Hundred Forty Three Lac Forty Four Thousand only) Or
c)Three works having contract value not less than # 114.75 lac each (# One Hundred Fourteen Lac Seventy Five Thousand only )
The work executed means the bidder should have achieved the criteria specified in the QR, even if the total contract is not completed / closed.
In case of contracts under execution as on date of bid opening, the value of work completed till the date of bid opening will be considered provided the value of executed work is certified by the employer.
2. The average annual turnover of the bidder in the preceding three financial years as on date of techno-commercial bid opening shall not be less than # 11.48 Crore (# Eleven Crore Forty Eight Lac only)
While computing the annual turnover, other income shall not be considered.
In case, where audited results for the last preceding financial year is not available, certification of financial statements from a practicing Chartered Accountant shall be considered acceptable.
Category III: Packages having 300 nos each Toilet blocks
1. The bidder should have executed work of Supply and Installation of Pre-fab Buildings / Toilet Blocks / Bunk Houses during last seven years as on the date of bid opening and having following contract value-
a) One work having contract value not less than # 344.26 lac (# Three Hundred Forty Four Lac Twenty Six Thousand only) Or
b)Two works having contract value not less than # 215.16 lac each (# Two Hundred Fifteen Lac Sixteen Thousand only) Or
c) Three works having contract value not less than # 172.13 lac each (# One Hundred Seventy Two Lac Thirteen Thousand only )
The work executed means the bidder should have achieved the criteria specified in the QR, even if the total contract is not completed / closed.
In case of contracts under execution as on date of bid opening, the value of work completed till the date of bid opening will be considered provided the value of executed work is certified by the employer.
2. The average annual turnover of the bidder in the preceding three financial years as on date of techno-commercial bid opening shall not be less than # 17.21 Crore (# Seventeen Crore Twenty One Lac only)
While computing the annual turnover, other income shall not be considered.
In case, where audited results for the last preceding financial year is not available, certification of financial statements from a practicing Chartered Accountant shall be considered acceptable.
Category IV: Package having 400 nos Toilet blocks
1. The bidder should have executed work of Supply and Installation of Pre-fab Buildings / Toilet Blocks / Bunk Houses during last seven years as on the date of bid opening and having following contract value-
a)One work having contract value not less than # 459.01 lac (# Four Hundred Fifty Nine Lac One Thousand only) Or
b)Two works having contract value not less than # 286.88 lac each (# Two Hundred Eighty Six Lac Eighty Eight Thousand only) Or
c)Three works having contract value not less than # 229.50 lac each (# Two Hundred Twenty Nine Lac Fifty Thousand only )
The work executed means the bidder should have achieved the criteria specified in the QR, even if the total contract is not completed / closed.
In case of contracts under execution as on date of bid opening, the value of work completed till the date of bid opening will be considered provided the value of executed work is certified by the employer.
2. The average annual turnover of the bidder in the preceding three financial years as on date of techno-commercial bid opening shall not be less than # 22.95 Crore (# Twenty Two Crore Ninety Five Lac only)
While computing the annual turnover, other income shall not be considered.
In case, where audited results for the last preceding financial year is not available, certification of financial statements from a practicing Chartered Accountant shall be considered acceptable.
8.0Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.
9.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.
