NTPC Limited invites sealed bids in Single Stage Two Envelope Basis (i.e. Envelope-I: Techno-Commercial Bid and Envelope-II: Price Bid) for Construction of Splash Pool-Package –IV for North Karanpura Super Thermal Power Project, (3 X 660 MW) located at Tandwa District Chatra, State of Jharkhand, India, as per the brief Scope of Work mentioned hereinafter.

BRIEF SCOPE OF WORK
The brief scope of work under this package shall include for Construction of Splash Pool-Package–IV for NTPC Limited- North Karanpura STPP.

Detailed specification, scope of work and terms & conditions are given in the bidding documents, which are available for examination and sale at the address given below and as per the following schedule:

Date for opening of Price Bid (Envelope-II) shall be intimated separately after opening of Techno–Commercial Bid (Envelope-I).

All bids must be accompanied by Bid Security for an amount Rs. 4,31,000/- (Rupees Four Lakh Thirty One Thousand Only) in the form as stipulated in the Bidding Documents.
ANY BID NOT ACCOMPANIED BY AN ACCEPTABLE BID SECURITY IN A SEPARATE
SEALED ENVELOPE SHALL BE REJECTED BY THE EMPLOYER AS BEING NON-
RESPONSIVE AND RETURNED TO THE BIDDERS WITHOUT BEING OPENED.
5.0 Qualifying Requirements for Bidders (QR):
In addition to qualifying requirement stipulated in the ITB, the following shall apply.
TECHNICAL CRITERIA:
5.1 The bidders who wish to participate in the bidding shall satisfactorily establish that they fulfill the following qualifying requirements:
(i) Executed Civil works involving excavation & RCC during the last seven (07) years as on the date of the bid opening.
(ii) Supplied and commissioned filtration system of capacity not less than 25 m3/Hr during the last seven (07) years as on the date of bid opening and the same must
have been in successful operation for at least one (01) year as pm the date of bid
opening.
5.2 (a) Bidders who meet the qualifying requirement stipulated at (5.1) (i) as above only, may also participate, provided the bidder associates for this bid with an associate who meets (5.1)(ii) or vice versa.
5.2 (b) In such a case, the bidder should furnish an undertaking jointly executed by it and its associate/associates as per format enclosed in the bidding documents, for successful performance of the package. This deed of joint undertaking (DJU) shall be submitted along with the Techno-Commercial bid, failing which the bidder shall be disqualified and its bid shall be rejected, In case if award, the bidder's collaborator/Associate will be required to furnish as on demand bank guarantee as per format enclosed in the bidding documents for a value equal to 1% (one percent) of the total contract price in addition to the contract performance security to be furnished by the bidder.

The Bidder should have executed Similar Works as on the date of Bid Opening as follows-At least One (01) Work of Value not less than Rs. 170.74 Lakhs
OR
At least Two (02) Works of Value not less than Rs. 106.71 Lakhs Each
OR
At least Three (03) Work of Value not less than Rs. 85.37 Lakhs Each
7.0
Financial Criteria:
7.1
Turn Over: The average annual turnover of the bidder, in the preceding three (03) financial years as on the date of bid opening shall not be less than
Rs. 142.28 Lakhs
NOTES :
(i)
The Work “executed” means that the bidder should have achieved the
progress specified in the QR even if the total contract is not completed/
closed. The same shall be supported by documentary evidence issued by the
owner.
(ii)
Other income shall not be considered for arriving at annual turnover.
(iii)
In cases where audited results for the last preceding financial years are not
available, certification of financial statements from a practicing Chartered Accountant shall also be considered acceptable.
8.0
The completion period has been kept as 18 months considering 12 months for civil
works and thereafter 06 months for mechanical and electrical works.
9.0
Notwithstanding anything stated above, the NTPC Limited reserves the right to access the capabilities and capacity of the bidder to perform the contract, should the circumstances warrant such assessment in the overall interest of the NTPC.
10.0
NTPC reserves the right to reject any or all bids or cancel/withdraw the Invitation for Bids without assigning any reason whatsoever and in such case no bidder
/intending bidder shall have any claim arising out of such action.
11.0
A complete set of Bid documents may be purchased by any interested bidder on submission of a written application and payment (non-refundable) of the cost of bidding documents as mentioned above in the form of a Crossed Account
Payee Demand Draft in favour of NTPC Limited – North Karanpura,
Payable at State Bank of India (SBI) Hazaribagh (Jharkhand). The
bidding documents can also be downloaded from http://www.ntpctender.com on
registration and online payment (non-refundable) towards cost of bidding
documents and the downloaded documents can be used for bidding purposes.
In case the registered bidders who have downloaded the bidding documents require
an additional manual copy of the documents then such bidders shall be required to
purchase the manual copy of the bidding documents following the procedure
detailed above.
12.0
Issuance of Bid Documents to any Bidder shall not construe that such Bidder is considered to be qualified. Bids shall be submitted and opened at the address given
below in the presence of Bidder's representatives who choose to attend the bid opening.
13.0
Transfer of Bidding Documents purchased by one intending Bidder to another is not
permissible.
