3.0 Bid Security and Integrity Pact (if applicable) shall be submitted in a sealed envelope separately offline by the stipulated bid submission closing date and time at the address given below. Any bid without an acceptable Bid Security and Integrity Pact (if applicable) shall be treated as non-responsive by the employer and shall not be opened.
4.0 A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of the cost of the documents as mentioned above in the form of a crossed account Payee demand draft in favour of NTPC Ltd., Payable at Not Given. or directly through the payment gateway at our SRM Site (https://etender.ntpclakshya.co.in/sap/bc/gui/sap/its/bbpstart). For logging on to the SRM Site, the bidder would require vendor code and SRM user id and password which can be obtained by submitting a questionnaire available at our SRM site as well as at NTPC tender site (www.ntpctender.com). First time users not allotted any vendor code are required to approach NTPC at least three working days prior to Document Sale Close date alongwith duly filled in questionnare for issue of vendor code and SRM user id/password.
5.0Brief Scope of Work & other specific detail
DETAILS HAVE BEEN ATTACHED IN COLLABORATION FOLDER.
6.0 Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents.
7.0 Qualifying Requirements for Bidders:
SRM TENDER NO.40034042
SUBJECT : Annual Maintenance of Pressure Parts, Coal Burners & Misc. Works of Stage I & II Boilers.
QUALIFYING REQUIREMENTS
1.0 BRIEF SCOPE OF WORK :
The proposal involves the following works in the 60 MW & 110 MW boilers of Talcher Thermal.
a)Maintenance of Boiler Pressure Parts, Boiler Auxiliaries, FO & LDO Pumps.
b)Maintenance of HP valves, LP valves, Soot Blowers, Oil Guns, Coal Burners, Dampers & Oil / Water Pumps.
c)Maintenance of insulation & refractory work of Boiler, wire mesh work of boiler.
d)Erection of structural work, bend fabrication, inspection & servicing of hanger supports.
e)Overhaul of Boiler Drum, Soot Blower, HRSB, LRSB, Coal Burners & Oil Guns.
f)Inspection of 60 MW Boiler roof tubes & superheater Coils.
g)Replacement of metallic & non-metallic expansion joints.
2.0 DURATION OF CONTRACT : 12 Months.
3.0 QUALIFYING REQUIREMENTS : -
The bidder who wishes to participate in the bidding shall satisfactorily establish that they fulfill the following Qualifying Requirements.
Technical Criteria :-
I. The bidders must have the experience in carrying out Mechanical Erection / Maintenance / Overhauling of High Pressure Utility Boilers and its auxiliaries in units of 60 MW Boiler or above rating (Steaming capacity > or = 270 TPH) for any reputed industrial organization / utility.
II. The bidders must be an IBR approved agency. Approved documents in the name of the agency, from concerned IBR approving authority, to be submitted along with bid documents.
III. The agency must be categorized as special class repairer of Boiler U/R 392 of Indian Boiler regulation by Directorate of Factories & Boilers, Odisha. Documents in support of the category must be submitted along with the bid documents.
IV. The bidder should have experience of having executed similar orders during last seven (07 years) reckoned as on the date of bid opening with any of the following:-
a)Value of Rs.95.24 Lacs in case of single similar order, or
b)Value of Rs.59.53 Lacs each in case of two similar orders, or
c)Value of Rs.47.62 Lacs each in case of three similar orders.
Note : Similar works would mean the bidder must have the experience of carrying out mechanical erection / maintenance / overhauling of high pressure utility boilers and its auxiliaries in units of 60 MW boiler or above rating (Steaming Capacity > or = 270 TPH) for any reputed industrial organization / utility.
4.0 FINANCIAL CRITERIA: -
(A) AVERAGE ANNUAL TURNOVER (ATO):
The average annual turnover of the bidder in the preceding three (03) financial years as on the date of bid opening, shall not be less than INR 119.05 Lacs (Rupees One Crore Nineteen Lac Five Thousand only)
(B)The word #executed# means that the bidder should have achieved the specified in the QR at para 3.0 even if total contract is not completed / closed.
(C)Other income shall not be considered for arriving at annual turnover as specified in QR para 4.0 (A).
(D)In case, where audited results for the last preceding financial year are not available, certification of financial statements from a practicing Chartered Accountant shall also be considered acceptable for satisfying QR Para 4.0(A).
5.0 Notwithstanding anything stated above, the Employer reserves the right to assess the capabilities and capacity of the Bidder / his collaborators / associates / subsidiaries / group companies to perform the contract, should the circumstances warrant such assessment in the overall interest of the Employer.
6.0 Additional information:-
The following information is required from the bidders about the companies where similar orders have been executed. i) Name of the customer / company where similar order has been executed. (Copy of order to be submitted)
ii)Year of execution
iii)Name & designation (Phone No. / Fax No. / Email ID) of contact person of the customer.
8.0Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.
9.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.
