3.0 Bid Security and Integrity Pact (if applicable) shall be submitted in a sealed envelope separately offline by the stipulated bid submission closing date and time at the address given below. Any bid without an acceptable Bid Security and Integrity Pact (if applicable) shall be treated as non-responsive by the employer and shall not be opened.
4.0 A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of the cost of the documents as mentioned above in the form of a crossed account Payee demand draft in favour of NTPC Ltd., Payable at Not Given. or directly through the payment gateway at our SRM Site (https://etender.ntpclakshya.co.in/sap/bc/gui/sap/its/bbpstart). For logging on to the SRM Site, the bidder would require vendor code and SRM user id and password which can be obtained by submitting a questionnaire available at our SRM site as well as at NTPC tender site (www.ntpctender.com). First time users not allotted any vendor code are required to approach NTPC at least three working days prior to Document Sale Close date alongwith duly filled in questionnare for issue of vendor code and SRM user id/password.
5.0Brief Scope of Work & other specific detail
DETAILS HAVE BEEN ATTACHED IN COLLABORATION FOLDER.
6.0 Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents.
7.0Qualifying Requirements for Bidders:
SUBJECT : Contract for overhauling of Boiler Pressure Parts
QUALIFYING REQUIREMENTS 1.0 BRIEF SCOPE OF WORK :
a)Annual Overhauling of Boiler Pressure Parts such as Water Wall, Boiler Drum, Economizer, LTSH, RE-heater of 60MW and 110 MW Boilers.
b)Servicing of HP, LP Valves, Safety valves including ERV etc.
c)Ash cleaning of Boiler including pent house, Dog house, Dead Chamber and structures etc.
d)External & internal water washing of boiler.
e)Insulation and Refractory work of boiler.
f)Erection of scaffolding & removal.
g)Fins welding
h)Pent House & Economizer Casing Repair.
i)Thickness survey of Boiler Pressure Parts.
j)Coil Lifting and Repair or modifications.
k)SR of welding joints.
2.0 DURATION OF CONTRACT : SEVEN (07) Months.
The bidder who wishes to participate in the bidding shall satisfactorily establish that they fulfill the following Qualifying Requirements.
3.0 QUALIFYING REQUIREMENTS : - Technical Criteria :-
I. The bidders must have the experience in carrying out erection or maintenance work or overhauling of 60 MW boiler or more (Steaming capacity > 270 TPH)
II. The bidders must be IBR approved agency (Approved documents in the name of the agency, from concerned IBR approving authority, to be submitted along with bid documents).
III. The agency must be categorized as special class repairer of Boiler U/R 392 of Indian Boiler regulation by Directorate of Factories & Boilers, Odisha. Documents in support of the category must be submitted along with the bid documents.
IV. The bidder should have executed similar orders during last seven (07 years) reckoned as on the date of bid opening with any of the following:-
a) Value of at least Rs.151.34 Lacs in each case of single order, or b)Value of at least Rs.94.59 Lacs in each case of two orders, or c) Value of at least Rs.75.67 Lacs in each case of three orders.
Note : Similar works means work involving maintenance or Overhauling or Erection of boiler pressure parts having capacity 60 MW or more or steaming capacity > or = 270 TPH.
4.0 FINANCIAL CRITERIA: -
(A) AVERAGE ANNUAL TURNOVER (ATO):
The average annual turnover of the bidder in the preceding three (03) financial years as on the date of bid opening, shall not be less than INR 324.30 Lacs (Rupees Three Crore Twenty Four Lac Thirty Thousand only)
(B)The word #executed# means that the bidder should have achieved the progress specified in the QR at para 3.0 even if total contract is not completed / closed.
(C)Other income shall not be considered for arriving at annual turnover as specified in QR para 4.0 (A).
(D) In case, where audited results for the last preceding financial year are not available, certification of |
financial statements from a |
practicing Chartered Accountant shall also be considered acceptable for satisfying QR Para 4.0(A). |

5.0 Notwithstanding anything stated above, the Employer reserves the right to assess the capabilities and capacity of the Bidder / his collaborators / associates / subsidiaries / group companies to perform the contract, should the circumstances warrant such assessment in the overall interest of the Employer.
6.0 Additional information:-
The following information is required from the bidders about the companies where similar orders have been executed.
i)Name of the customer / company where similar order has been executed. (Copy of order to be submitted)
ii)Year of execution
iii)Name & designation (Phone No. / Fax No. / Email ID) of contact person of the customer.
8.0Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.
9.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.
