1. GENERAL TERMS AND CONDITIONS:

1.1 Suitable bidders may please collect the Application form document on submission of request application on or before last date of issued period or may down load from NTPC Website.

1.2 Issuance of documents to any bidder shall not construe that such bidder is considered qualified. Fulfillment of qualifying requirements by the bidders will be reviewed/evaluated by NTPC Limited .

1.3 Complete document to be submitted by bidders on or before last date of documentation submission upto 5.00 PM.

1.4 The bidder must submit all the documents like detailed letter of award, proof of execution, audited balance sheets of last three years, PF code, PAN, Service Tax Registration No. etc. to establish their credentials in line of the qualifying requirements. Submission of incomplete documents (i.e. non-submission of required documents) may be liable for disqualification / rejection.

1.5 NTPC Limited reserves the right to reject any or all bids or cancel/withdraw the invitation for bids without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.

1.6 In case the stipulated date is a holiday, then documents processing dates will be shifted to next working day.

1.7 For any postal/communication delay, NTPC Limited will not be held responsible.

Note: Documents are to be submitted super-scribing the reference No on top of envelop.

2.0 QUALIFYING REQUIREMENTS(QR) FOR BIDDERS:

a) The average annual Turnover of the agency seeking enlistment, during the last three (03) financial years, i.e. 2011 – 12, 2012 – 13, 2013 – 14 should not be less than INR 3.75 / 11.25 / 18.75 / 26.25 / 35.00 / 45.00 / 55.00 / 67.5 Lakhs for the corresponding respective range of estimated value.

b) The bidder should have executed work(s) of “Maintenance of C&I system” or “Erection of C&I System” in Thermal Power Plant having Unit(s) of 100 MW or above capacity, directly under PSU / Joint Venture of PSU / Govt. Department / Quasi – Govt. Department / Public Limited Company, during last seven years ending with bid opening date, with following executed value(s) of contracts.

· One order of value not less than INR 3.00 / 09.00 / 15.00 / 21.00 / 28.00 / 36.00 / 44.00 / 54.00 Lakhs

Or

· Two orders each of value not less than INR 1.875 / 5.625 / 9.375 / 13.125 / 17.50 / 22.50 / 27.50 / 33.75 Lakhs

Or

· Three orders each of value not less than INR 1.50 / 4.50 / 7.50 / 10.50 / 14.00 / 18.00 / 22.00 / 27.00 Lakhs

NOTICE INVITING APPLICATION

FOR

ENLISTMENT / REGISTRATION OF CONTRACTORS

Ref: VSTPS / CONTRACT / VE-1-C / 2015 Date: 22.01.2015

1. Applications are invited on behalf of NTPC Ltd., Vindhyachal, from reputed contractors for enlistment / registration. The works / services for which enlistment is required is given at Annexure-I. Enlistment / Registration will be valid for a period of three years from the date of approval by NTPC. The enlistment / registration shall be applicable for NTPC, Vindhyachal only.

2. The enlistment / registration of vendors shall be done by NTPC, Vindhyachal after evaluation of the financial & technical credentials of the vendors based on the information submitted by them in the application form.

3. Qualifying Requirements : Applicants must refer to theQualifying Requirementsforenlistment & basis for selection/categorization for the specific package for which they wish to apply for enlistment

4. Registration Certificate after enlistment will be issued by VSTPS only after evaluation of credentials as above on specific request. Contractors who desire to obtain Registration certificate from VSTPS shall have to deposit a refundable security deposit of Rs 10,000/- in the form of DD in favor of NTPC Ltd. payable at Vindhyanagar. The Security deposit shall be refunded after the completion of the registration period.

5. NTPC reserves the right to verify the authenticity of the information furnished by the applicant as well as to accept / reject all applications full or part without assigning any reason. No correspondence / queries will be entertained in this regard.

6. Submission of application form by you / evaluation can not be construed to mean that you are qualified & entitled for issue of any / all tenders by VSTPS. NTPC reserves the right to assess the capability before registration of agency for any specific supplies / jobs.

7. NTPC, VSTPS in its own interest may again seek for vendors / contractors enlistment / registration for any specific service at a later date. In this event, the contractors again shall have to meet the credentials specified therein.

8. Provisions of Fraud Prevention policy shall apply for the enlistments being done. For details of the Fraud Prevention policy you are advised to visit the NTPC website www.ntpctender.com.

9. Application form for Registration will be available free of cost in Contracts & Materials Deptt. NTPC / VSTPS and the same is uploaded on NTPC web site (ntpctender.com) from where it can be down loaded.

10. The Original enlistment shall be valid for a period of 03 years with a provision of review every year.

11. Review of enlistment shall be taken up every year starting from completion of one year after approval & based on response & performance of agency, addition and deletion shall be done for balance period of validity of enlistment.

12. Application complete in all respects shall be addressed and forwarded by registered post or given by hand or by courier at the following address :-

13. The envelope should be super scribed with the title Registration of Contractors at NTPC,VSTPS and also mention NTPC reference no. for the work for which the applicant is intending to enlist / register.

14. Last date of receipt of completed application : The application should reach us by 23.02.2015. NTPC will not be responsible for any postal delay, loss or non-receipt of applications sent through post / courier.

INSTRUCTION TO VENDORS FOR FILLING IN THE APPLICATION FORM.

1. Vendors are requested to fill in the application form carefully as the enlistment / registration of vendors shall be done by NTPC, VSTPS after evaluation of the financial & technical credentials submitted with the application form.

2. Name of the company as registered should be mentioned. The address of company be mentioned from where correspondences will be made and offers / bids will be submitted in case of future tenders.

3. The applicant is required to clearly state the work for which they intend to get enlisted / registered .

4. Fees/ Charges : There will be no fee applicable for issuing the Application Form.

5. The application form consists of the following Documents :-

i) Notice Inviting Application for enlistment of contractors

ii) Instruction to vendors for filling in the application form

iii) Documents Authenticity Certificate

iv) APPLICATION PERFORMA :

Application Performa (both Part-I & Part-II) and Documents Authenticity Certificate must be completed neatly and signed by authorized signatory (of the company seeking enlistment )with Company Seal . In addition, each page of the application documents(as given at 5-i, ii & iv) with enclosures , if any such as QR etc. and credentials in support of meeting the qualifying requirements (Q.R) should be signed & stamped by the authorized signatory.

6. The documents which have to be submitted in support of the information furnished in the Application form has to be mandatorily attached, failing which the application is liable for rejection. A list of documents which have to be attached with the application form is given which must be filled and authenticated by signature & Seal of authorized signatory.

Vendor should necessarily submit the followings :

i) Documentary proof of Provident Fund Registration Number, Service Tax Regn. No., PAN No.

ii) Certificate of Incorporation of the firm / Memorandum and Articles of Association / Partnership Deed / Affidavit of Proprietorship with name (s) and address (s) of the Sole Proprietor / Partners / Board of Directors.

iii)Provisions of ESI, Labor License, etc. & other statutory requirements as per labor law as applicable, shall have to be mandatorily complied with, in case of the agency executing any work based on this enlistment.

7. All the documents have to be self attested under seal & stamp of your company unless otherwise mentioned.

Vendors, in their own interest, are advised to ensure the correctness & authenticity of all the documents submitted to NTPC. If it is established at any time during the evaluation of the credentials or later that the information furnished by you is false or incorrect, your company

shall be liable for black-listing / banning of business dealings & any or all recourses available with NTPC to take punitive/legal action.

8 Vendors are requested to page number the total set of documents being submitted. The Page No. of each

document should be compulsorily mentioned in the space provided in the application form.

9 Incomplete application will not be considered

10 These instructions shall form a part of the Application Form for Registration / Enlistment.

Qualifying Requirement (QR) & Categorization of Package:

Qualifying Requirement for each package is given with

i) Financial parameters required such as: Minimum Average Ann. Turn Over required during

past three years and Minimum value of order/s

executed during past 7 years for each category

(range).

Vendors have to furnish their audited annual turn over figures for each year during previous three financial years from the date of application and mention average annual turn over in the application form at Part-II (7).

Minimum Value of Order/s executed for similar work :Vendors have to furnish details of three (03) purchase orders of highest values for similar work executed during last seven (07) years as specified in the QR.

Applicant / agency intending enlistment / registration must have valid PF Registration with appropriate PF authority and a copy of the certificate must be enclosed with the application .

ii) Experience Requirement : In the QR for the respective Package , specific requirement of experience of execution (Technical in nature) is given . Applicants have to furnish the copy of order and/or execution certificate as required in the QR.

Categorization of Packages will be done based on their average annual turn over during previous three financial years and Minimum value of PO executed during past 7 years, from the date as specified in the QR, subject to meeting other requirements as specified in the QR. Example is given below :-

Illustration: If any agency has Average Annual Turn Over, say between Rs. 60.01 Lakh to Rs 80 lakh , such vendor shall qualify for category E, D, C, B and A. This is subject for fitment of other qualifying requirement also.
