INVITATION FOR BIDS / NOTICE INVITING TENDER (NIT)

FOR

“Truck (TATA 407) Mounted Hydraulic Ariel Access Platform”

(Domestic Competitive Bidding)

1.0NPGC invites off-line bids from eligible Bidders for aforesaid package, as per the scope of work briefly mentioned hereinafter.

2.Brief Scope of Work & other Specific details:

Procurement of Procurement of Truck (TATA 407) Mounted Hydraulic Ariel Access Platform

3.0 BENEFITS/EXEMPTION TO SUPPLIES: NIL

4.0Detailed specification, scope of work and terms & conditions are given in the bidding documents, which are available for examination and sale at the address given below and as per the following schedule:

5.0Bid Security / EMD is to be paid in the form of Bankers Cheque / Demand Draft drawn in favour of “NPGC”

Payable at “SBI, Majhiawan Branch Code-17074”.

An irrevocable Bank Guarantee of any Nationalised or Scheduled Bank* in favour of Nabinagar Power Generating Co. Pvt. Ltd., as per NPGC pro-forma shall also be accepted as Bid Security / EMD. Pro-forma of the Bank Guarantee given in bid documents.

5.1Bid Security, Any bid without an acceptable Bid Security shall be treated as non-responsive by the employer and shall not be opened. All credential filled up formats & supporting documents as asked by NPGC are to be

submitted as attachments with the bid.

6.0 EMD / Bid Security of inadequate-value / unacceptable form shall not be entertained and such bids shall not be opened.

7.0a) MSME / Small Scale Industries registered for similar work with the National Small Scale Industries Corporation shall be exempted from payment of tender cost / Earnest Money Deposit. SSI units registered with

Bihar State SSIC are also entitled for exemption of EMD / Tender Cost. Such parties can send the request for Tender Documents along with self-attested copy of certificates.

b) MSME / Small Scale Industries (SSI) registered with National Small Scale Industries Corporation (NSIC) or Directorate of Industries, Bihar State shall be exempted from payment of Security Deposit up to the monetary limit for which the unit is registered with NSIC / Bihar State Directorate of Industries.

c)Tenderers seeking exemption should enclose a photocopy of valid Registration Certificate giving details such as validity, stores and monetary limits to the Package Coordinator / AGM (C&M) at the address given below at least seven working days prior to the last date of tender fee payment for getting the authorization for participating in the tendering.

8.1Technical Criteria

8.1.1 The bidder shall be manufacturer of Truck Mounted Hydraulic Aerial Access

Platforms.

8.1.2The bidder should have successfully executed supply of Truck Mounted Hydraulic

Aerial Access

Platform during the last 7(seven) years ending last day of the month previous to bid opening date with either of the following order values:

a)Three orders of Truck Mounted Hydraulic Aerial Access Platform of order value for INR: 6.66 Lacs or above each.

OR

a)Two orders of Truck Mounted Hydraulic Aerial Access Platform of order value for INR: 8.33 Lacs or above each.

OR

b)Single orders of Truck Mounted Hydraulic Aerial Access Platform of order value for INR: 13.32 Lacs or above each.

8.2Financial Criteria

The average annual turnover of the Bidder, in the preceding three (3) financial years as on the date of Bid opening shall not be less than INR: 66,60,000/- (Indian Rupees Sixty Six Lacs Sixty Thousands only).

8.3Following credentials are to be submitted by the bidders along with bid documents in support of meeting the qualifying requirement as stipulated for each package.

a)Legible Copies of Purchase Order with Bill of Quantities of similar nature, job completion certificate clearly indicating the executed quantity of the order.

b)Audited Balance sheet and Profit & Loss account. Provisional copy of balance sheet or turn over sheet, certified by CEA, of last financial year from bid opening date may also be accepted.

c)Copy of Sales Tax Registration.

d)Proofs of execution of orders value, turnover and other requirements to meet the QR for the work, as mentioned above.

e)PAN (Copy)

NOTES:

(i)Other income shall not be considered for arriving at annual turnover.

(ii)Original documents for verifications shall be produced as and when called for.

9.0Documents submitted by the Bidders shall be clearly readable /comprehensible. NPGC reserves the right to discard incomplete/insufficient/unreadable documents and evaluate tenders on the basis of balance documents available with the bid which are comprehensible, relevant & acceptable.

10.0Notwithstanding anything stated above, the owner reserves the right to assess the bidder’s capability and capacity to perform the contract, should the circumstances warrant such assessment in the overall interest of NPGC, and decision of NPGC in this regard shall be final.

11.0Bidders are requested / advised to check the Qualifying Requirements (QR) of the subject tender before downloading / buying the tender document online.

12.0Participation in the tender does not automatically mean that the bidders are considered qualified. NPGC shall evaluate the qualifying requirements of each bidder as per NIT after opening of technical bids and the bids of the bidder who is not meeting the qualifying requirement shall be treated as non-responsive.

13.0Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.

14.0NPGC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action. EMD only shall be returned without any additional financial liability to NPGC.

15.0Tender documents are not transferable. Issuance of tender documents does not automatically mean that the bidders are considered qualified. NPGC shall evaluate the qualifying requirements of each bidder as per NIT after opening of Technical Bid and the Price bid(s) of the bidder(s) who do not meet the Qualifying Requirements shall not be opened and the same shall be returned to the bidder(s) without being opened.

16.0If the date of bid opening coincides with a holiday, the date of bid opening shall be shifted to next working day.

17.0NPGC shall not be responsible for any postal delay / loss / damage or non-delivery of bids.

18.0Other terms and conditions of tender shall be as contained in Bid Documents.
