3.0 Bid Security and Integrity Pact (if applicable) shall be submitted in a sealed envelope separately offline by the stipulated bid submission closing date and time at the address given below. Any bid without an acceptable Bid Security and Integrity Pact (if applicable) shall be treated as non-responsive by the employer and shall not be opened.
4.0 A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of the cost of the documents as mentioned above in the form of a crossed account Payee demand draft in favour of NTPC Ltd., Payable at Not Given. or directly through the payment gateway at our SRM Site (https://etender.ntpclakshya.co.in/sap/bc/gui/sap/its/bbpstart). For logging on to the SRM Site, the bidder would require vendor code and SRM user id and password which can be obtained by submitting a questionnaire available at our SRM site as well as at NTPC tender site (www.ntpctender.com). First time users not allotted any vendor code are required to approach NTPC at least three working days prior to Document Sale Close date alongwith duly filled in questionnare for issue of vendor code and SRM user id/password.
5.0Brief Scope of Work & other specific detail
1. Refurbishment including Stripping, Cleaning, Repairs and Coating of used (25,000~33,000 EOH only) Stage# 1 & 2 Rotor Blades of Siemens AG, Germany make V94.2 (Pre-ratio) model Gas Turbines.
&
2. Supply of Blade Momentum Chart and Computer balanced Blading Chart for the full set of refurbished rotor blades.
Scope of work is further elaborated in the Special Conditions of Contract. Other terms & conditions shall be as per General Conditions of Contract. The Blades are available at site with Mech. Maintenance group of DGPS. Interested bidders are advised to physically inspect the Blades for the purpose of work assessment prior to submission of their bids.
6.0 Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents.
7.0 Qualifying Requirements for Bidders:
Refurbishment of Gas Turbine Stage#1 & 2 Rotor Blades.
1.0. Qualifying Requirements for the work Pkg.-CS5/5558) :
1.1 The bidder should be a Gas Turbine Manufacturer/ Manufacturer of Gas Turbine Blades / refurbishment agency of Gas Turbine Blades and should have carried out/ got carried out Refurbishment / Manufacture of at least two (2) sets of Stage#1 &2 air cooled blades for Gas Turbines having minimum rating of 98 MW ISO at Turbine Inlet Temperature (TIT) of 990 Deg. C minimum, which should have completed successful operation of at least one Hot Gas Path Inspection (HGPI) or Major Overhaul (Minimum 15,000 EOH).
AND
1.2 Bidder must either himself possess or have legitimate access for the necessary technology of refurbishment/coating of air cooled Blades of Siemens make Gas Turbine model No. V94.2 of Dadri Gas Power Station having ISO rating of 142.42 MW at TIT of 1060 Deg. C.
The Bidder at his option can also outsource any of the activities required for refurbishment/ coating of above Blades subject to the condition that the chosen outsourcing agency by the bidder also have the necessary technology for refurbishment/ coating of air cooled Blades of Siemens make Gas Turbine Model No. V 94.2 of Dadri Gas Power Station having ISO rating of 142.42 MW at TIT of 1060 Deg. C.
OR
The bidder can be a licensee or Authorized Agent of Gas Turbine Original Equipment Manufacturer (OEM). In such case, the bidder can be considered qualified based on the experience of their Principal who meets the requirements mentioned at 1.1 & 1.2.
1.3NTPC has the right to access the capability and capacity of the bidder for carrying out the refurbishment/coating of air cooled Blades of V 94.2 Gas Turbine for its Dadri Gas Power Station.
1.4The average annual financial turnover of the bidder during the last three years ending 31st March of previous financial year should not be less than Rs. 105.80 Lakhs (Other income will not be considered for turnover).
NOTE :
a)Issuance of Bid Documents to any Bidder shall not construe that such Bidder is considered to be qualified. Bids shall be submitted and opened at the address given below in the presence of Bidder's representatives who choose to attend the bid opening.
b)Transfer of Bidding Documents purchased by one intending Bidder to another is not permissible.
2.0. DOCUMENT TO BE SUBMITTED WITH TECHNICAL BID:
Legible copies of the following documents duly signed by the authorized representative of the bidder are to be submitted in support of the qualifying requirements along with technical bid.
a)i) Award letter / work order with bill of quantities ii) proof of value of work executed as mentioned at (b) below:
b)documentary evidence issued by the employer as proof of value of work executed clearly indicating i) the executed value of the
work and ii) period (giving start date and end date) during which the work has been executed, in the form of job completion certificate/ final deviation order / copies of measurement book (R/A bills). An employer means Public Sector Undertaking/ Government / Semi-Government Organization or a reputed Private Organization / Company.
c)Audited balance sheet & profit and loss account of last three financial years i.e. 2011-12, 2012-13 & 2013-14.
d)Partnership deed/ affidavit for proprietorship/ certificate of incorporation/ articles of association etc with latest changes, if any.
e)Copy of Power of Attorney of Authorized Signatory (if applicable).

9.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the Invitation For Bids (IFB) for the subject package without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.
