3.0 Bid Security and Integrity Pact (if applicable) shall be submitted in a sealed envelope separately offline by the stipulated bid submission closing date and time at the address given below. Any bid without an acceptable Bid Security and Integrity Pact (if applicable) shall be treated as non-responsive by the employer and shall not be opened.

4.0 A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of the cost of the documents as mentioned above in the form of a crossed account Payee demand draft in favour of NTPC Ltd., Payable at NEW DELHI or directly through the payment gateway at our SRM Site (https://etender.ntpclakshya.co.in/sap/bc/gui/sap/its/bbpstart). For logging on to the SRM Site, the bidder would require vendor code and SRM user id and password which can be obtained by submitting a questionnaire available at our SRM site as well as at NTPC tender site (www.ntpctender.com). First time users not allotted any vendor code are required to approach NTPC at least three working days prior to Document Sale Close date alongwith duly filled in questionnare for issue of vendor code and SRM user id/password.

5.0 Brief Scope of Work & other specific detail AUTOMATIC RELAY TESTING KIT - BTPS

1. Technical Specifications:

1. Description

Portable Test Set for testing and calibration of 3-phase and single-phase protective relays, transducers, and energy meters. The system should be micro-computer based and will be able to test all kinds of protective relays, ranging from conventional electromechanical/static type to numerical type of 3-phase and single-phase impedance/distance relays, current, voltage, power, frequency, timer and synchronizing relays; transducers and meters with high degree of accuracy. The kit should be portable and rugged enough and supplied with hard carrying case to withstand frequent transportation at site. The kit should be operable in manual, semi-automatic and automatic modes to carry out complete testing and to generate test reports.

2. Hardware:

(A) Voltage generator:

(a)04 nos.

(b)Range: 4 X 0-300V, 75VA or better

(c)Resolution: 10mV or better

(d)Accuracy: 0.2% or better

(e)Distortion: 0.2% or better

(B)Current generator:

(a) 06 nos.

(b) 6 phase 0-25A (each)

(d) Accuracy: 0.2% or better

(e) Distortion: 0.2% or better

(C)The test kit should be able to test all types of high-burden electromechanical relays (like CDD, CDG and CAG etc.), static, numerical relays.

(D)All current and voltage generators must be independently adjustable in amplitude and phase.

(E)All the voltage and current O/Ps are to be fully protected against overload, short-circuit, external high voltage transient signals and over temperature.

(F)Frequency generator:

(a)Sinusoidal signal range: 10Hz to 1 KHz

(b)Transient signal: DC to 3 KHz

(c)Resolution: 1 milli Hz or better

(d)Accuracy: 0.01% or better.

(G) Phase angle:

(a)Range: 0 to 3600

(b)Resolution: 0.10 or better

(c)Accuracy: +/-0.20 or better

(H)Auxiliary DC Supply: 0 to +/-250VDC in different combinations (e.g. 24VDC, 48VDC, 110VDC, 250VDC etc.) with Power: 40W or more.

(I)Binary I/Ps:

(a)Minimum 08 nos. of contacts with at least 0 to +/-300V AC/DC for start/stop monitor of relay.

(b)Time resolution: 1 msec or better.

(c)Measuring time range: 0-24 hrs. or better.

(J) Binary O/Ps: Minimum 04 nos. of potential-free contacts, software controlled type.

(K)I/P Power Supply: 230V +/-10% VAC, 50Hz +/- 5%.

(L)Transducer Calibration

(a)Voltage I/P: 0 to +/-10VDC with accuracy 0.03% or better.

(b)Current I/P: 0 to +/-20mADC with accuracy 0.03% or better.

(M) The test kit must be capable of operating with a PC/LAPTOP. A laptop computer preloaded with user-friendly relay testing software (Windows based) should also be provided.

3.Test kit should have facility to test KW / KVAR / KVA /Voltage / Current / frequency transducers and meters.

4.Software:

a.The software shall be Windows based. It should be user-friendly, be able to produce graphical interface and have upgrade capability. It shall be able to carry out transient /dynamic and steady-state testing in manual and automatic mode.

b.Dynamic testing facility shall be provided for simulation of power system events like power swing, out of step, auto-reclosing trip, dynamically varying fault conditions, varying fault resistance, faults on single and parallel lines, open phase, SOTF etc.

c.It should be able to simulate various fault conditions with DC offset.

d.Software should have provision for manual/ automatic test features along with the following facilities:

v Provision of entering the numerical information with the help of keyboard. v Controlling of voltage, current, frequency and phase angle etc.

v Display of vector diagram and R-X diagram in the Z-plane.

e.Software should have good graphical representation, vector control and automatic test report generation facility for 1-phase and 3-phase relays, meters and transducers.

f.It should have the latest #Relay library test modules# for distance protection, feeder protections, differential protection, transformer protections, generator protections, motor protections with free up gradation facility / facility for downloading relay database for comprehensive testing of new generation multi-function protection system.

g.Software should have facility to draw the relay characteristic of all types of relays by giving the numerical values (i.e. from the data sheet) and by downloading data from the relay software.

h.Software should have facility to select the test points anywhere in the relay characteristic diagram by mouse and keyboard and test the relay at the selected test point.

i.Software should have facility to super impose tested curves on expected curves.

j.Software should have some basic characteristics as default editing of the default characteristics. Default characteristics should be freely programmable with saving of new characteristics.

k.Supplier should provide Relay Library of M/s AREVA (GEC Alstom), ABB, Siemens makes along with test routines.

l.The software should have #Test object data bank# to keep all the relevant data for the device to be tested with all general information like sub-station name, device name etc. for the test object.

m.Software should have facility for generation of new test plans/wizard for different areas of application, the test objects like generator, transformer, feeder and line protection.

n.Software should have facility to import and replay DFR / COMTRADE files on relay.

o.Software should have facility for uploading faults/disturbances from relay and playback the same condition again on the relay for checking its operation.

p.Test report should be generated automatically after completion of testing. It is desirable to have facility for exporting test reports into Microsoft Word/Excel formats.

q.The software language for all relays# routines/files etc. should strictly be English.

r.Supplier has to provide free up gradation for at least 03 years post delivery the software, new relay files/libraries/routines.

5. Accessories:

(a)All the necessary test leads (all types of voltage & current leads suitable for carrying voltage and current specified of at least 5 mtr.), communicating cables (2 no.) for interfacing with PC are to be supplied.

(b)One Communication with PC/LAPTOP should be through RJ45 connector (Ethernet).

(c)Suitable carrying case for portability must be supplied with the kit.

(d)Suitable laptop PC of reputed make (e.g. Dell, Compaq, Lenovo etc.) with DVD R/W drives for interfacing with the test kit. The original licensed CD for the latest Windows based Operating System of laptop to be supplied. The laptop PC must support all the features of the test software along with its upgrades. Laptop battery charger to be provided.

(e)Original licensed CD of the test & calibration software to be provided along with the test kit.

(f)Complete calibration report by the manufacturer shall be supplied with the instrument.

(g) The supplier has to provide 02 sets each of hard and soft copies of instruction manual of software and testing application notes on various relays.

6.05 days practical training for the use of the instrument shall be provided at our site by the supplier.

7.The equipment should be designed to operate under the adverse conditions of external influence like electrostatic discharge, electromagnetic induction, RF interference, input voltage and frequency variation.

8.Weight of the equipment in full operation mode shall not exceed 30kg.

9.Demonstration: The tender will be a two-part bid: - technical and commercial. Technical bid will be opened first and after technical suitability, the bidders will have to demonstrate their test set at site for the features mentioned in our technical specifications. The

bidder will be asked to test different types of ABB make generator/transformer relays and AREVA make numerical/electromechanical relays for acceptability of the test set. Only after successful demonstration at site, the set will be considered as technically acceptable. Failure to do so will disqualify the bidder.

Quality Checks:-

1.Material to be inspected at BTPS by the indentor along with FQA as per P.O. specifications.

2.Demonstration for the functional checks to be arranged by the vendor at BTPS and to be witnessed by the Indenter and FQA.

3.Vendor to submit Calibration Certificate of the testing meter at the time of inspection.

4.Vendor to submit detailed user instructions manual, Test and Guarantee Certificates for the testing kit along with the supply.

Important Notes for Bidders:

1.Bidder are requested to submit offer online in SRM, Hard copy is not acceptable.

2.Detailed specification mentioned in information from purchaser in Item data tab shall be final.

3.Bidders are requested to open output preview and cross verify the quoted rates, P&F charges, taxes, duties, transportation, insurance etc.

4.Bidders are requested to quote either with VAT or CST. BTPS is situated in Delhi , Bidder supplying material from outside Delhi are requested to quote CST and Bidder supply material from Delhi are requested to quote VAT. Bidder may pls note that BTPS is authorized to issue C- form ,where ever applicable.

5.If bidders wants to regret some item(for item wise evaluation), pls leave all the field in item data-see conditions tab as blank and ignore the warning of item rate being zero.

6.All the catalogues/Technical data/part number etc are to be attached in C # Folder.

7.You are requested to quote as per unit of measurement and per unit quantity required in item data

Say if the rates are required to filled up per 1 number, the price for 1 number should be filled up in item data.

Say if the rates are required to be filled up per 1 meter/ 1 MT, the price for 1 meter/ 1 MT should be filled up in item data.

6.0 Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents.

7.0Qualifying Requirements for Bidders:

The following qualifying requirement shall be incorporated in tender:-

1.0(i) The Bidder should be a manufacturer or their authorized dealer of the 3 Phase automatic Relay testing kit.

(ii)The bidder should have supplied and successfully commissioned at least one no of 3 Phase automatic Relay testing kit.

(iii)The bidder should be capable of providing prompt after sale service support either directly or through Indian associates in

India.

2.0 The bidder should have executed any one of the following Similar Works In India in the preceding seven years as on the date of opening of Techno-Commercial proposal:

One Work of value not less than Rs 21.16 lacs (Rupee Twenty one lakh Sixteen thousand only)

Two works of value not less than Rs 13.23 lacs (Rupee Thirteen lakhs twenty three thousand only) each.

Three works of value not less than of Rs 10.58 lacs (Rupee Ten lakhs fifty eight thousand only) each.

Note:

2.1#Similar# works means any work which includes #Supply of 3 Phase automatic Relay testing kit#.

2.2The work #executed# mentioned above means the bidder should have achieved the criteria specified above, even if the total contract is started earlier and/or is not completed/closed.

2.3In case of orders under execution, the value of work executed till the date of opening of Techno-Commercial proposal as certified by the Client shall be considered.

3.0 The average annual turnover of the bidder in the preceding three financial years as on the date of opening of Techno-Commercial proposal should not be less than Rs 63.48 lakh ( Rupee Sixty three lakh Forty eight thousand only ).

Note:

3.1While computing the annual turnover other income shall not be considered.

3.2In case where audited results for the last preceding financial year are not available certification of financial statements from a practicing Chartered Accountant shall be considered acceptable.

8.0Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.

9.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.
