3.0 Bid Security and Integrity Pact (if applicable) shall be submitted in a sealed envelope separately offline by the stipulated bid submission closing date and time at the address given below. Any bid without an acceptable Bid Security and Integrity Pact (if applicable) shall be treated as non-responsive by the employer and shall not be opened.

4.0 A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of the cost of the documents as mentioned above in the form of a crossed account Payee demand draft in favour of NTPC Ltd., Payable at NEW DELHI or directly through the payment gateway at our SRM Site (https://etender.ntpclakshya.co.in/sap/bc/gui/sap/its/bbpstart). For logging on to the SRM Site, the bidder would require vendor code and SRM user id and password which can be obtained by submitting a questionnaire available at our SRM site as well as at NTPC tender site (www.ntpctender.com). First time users not allotted any vendor code are required to approach NTPC at least three working days prior to Document Sale Close date alongwith duly filled in questionnare for issue of vendor code and SRM user id/password.

5.0 Brief Scope of Work & other specific detail

1.0 Item Description:

(1) MS COAL PIPE DIA. (I.D.)1000MM +-1MM, THICKNESS=10MM (THICKNESS TOLERANCE: +0.75 MM -0.5 MM), IN STRAIGHT LENGTH OF AT LEAST 1.5 METERS (NOT MORE THAN 2 METERS) WITH ONE LONGITUDINAL JOINT. (QTY : 40 METER)

MATERIAL: AS PER IS 2062: Grade- E 250 (Fe 410 W), Quality - 'A'

NOTE:

1.OVALITY TOLERANCE: AT ANY ONE SECTION AROUND THE PIPE, THE DIFFERENCE BETWEEN THE MAXIMUM I.D. AND MINIMUM I.D.READING SHALL NOT EXCEED 3.0 MM.

2.SUPPLIED PIPES SHALL BE STRAIGHT AND EDGE PREPARATION AT BOTH THE ENDS (i.e. PIPE ENDS WITH 30 DEG. BEVELLING.) SHALL BE DONE & SHOULD BE WELD READY.

3.PROPER ANTI-RUST (RED OXIDE) PRIMER COATING SHALL BE APPLIED ON INNER & OUTER SIDES OF PIPES, AFTER PRE-DISPATCH INSPECTION.

4.BOTH ENDS OF SUPPLIED PIPES SHALL BE BRACED WITH ISA(ANGLES) (PREFERABLY 50 MM ISA) AS CROSS (i.e. ANGLES WELDED AT 90 DEGRESS AT CROSS-SECTIONS), SO AS TO KEEP THE SHAPE OF CROSS-SECTION INTACT DURING TRANSPORTATION AND STORAGE.

2.0 QUALITY CHECKS FOR ALL ITEMS:

1.PDI shall be done at vendor's works for dimensions and workmanship.

2.Fresh M.S. sheet, as per relevant IS, are to be used for fabrication of Pipes. Pipes should be rolled from a single plate.

3.Pipes shall be checked for welding quality. Proper edge preparation should be made and welding is to be done by leaving lip distance of 1.5 mm to 3.0 mm. There should not be over or lack of penetration.

Inside welding to be done up to the approachable length.

4.Finished pipes should be straight and edge preparation at both the ends should be weld ready.

5.Proper anti rust (red-oxide) coating to be applied on both sides after inspection.

6.All pipes shall have marking of Supplier, Size & P.O. Details.

3.0 EARNEST MONEY DEPOSIT (EMD) : Bid Security in the amount of Rs. 37,000/- (Rupees Thirty Seven Thousand Only) in a separate envelope.

In case of Bank Guarantee, the same should be valid for 225 days from the date of Bid Opening and BG should be executed on Rs. 100/- non judicial stamp paper.

In case of DD/Banker#s cheque, same should be payable at Delhi in the favour of NTPC Ltd

No Interest shall be paid on EMD. Offers without EMD are liable for rejection

4.0 Quantity Variation : (+/-) 5% due to the nature of items.

5.0 DELIVERY SCHEDULE : Within 195 days.

6.0 Security Deposit: S.D. @ 5% of order value to be deposited by the firm and shall be released after completion of supplies.

7.0 Contract Performance Guarantee : Not Applicable

8.0 Bid Opening Process : Technical Bid shall be opened of those bidders whose EMD's have been found in order and meeting other tender conditions, as stipulated in tender documents.

Price bids shall be opened on a later date of only those bidders whose technical bid is found acceptable and who fulfill the Qualifying Requirements.

The date of Price bid opening of such qualified bidders shall be separately intimated.

9.0 ALL DOCUMENTS OF TENDER ENQUIRY ARE ATTACHED IN COLLABORATION FOLDER.

6.0 Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents.

7.0Qualifying Requirements for Bidders:

1)The vendor must be a manufacturer / fabricator of M.S. pipes of size 300 mm I.D. or above and of thickness 10 mm or above. 1.1) The vendor must be a manufacturer OR fabricator & Supplier to NTPC-Projects / SEBs/Any Govt. sector.

2)The bidder should have executed any one of the following similar works in India in the preceding seven years as on the date of opening of Techno-Commercial proposal:

One Work of value not less than Rs. 14.48 lakhs (Rupees Fourteen lakhs and Forty Eight Thousand only). OR

Two Work of value not less than Rs. 9.05 lakhs (Rupees Nine lakhs and Five Thousand only) each. OR

Three Work of value not less than Rs. 7.24 lakhs (Rupees Seven lakhs and Twenty Four Thousand only) each.

Note:

2.1) #Similar# works means any work which includes #The supply of M.S. pipes of sizes 300mm I.D. or above.#

2.2) The work #executed# mentioned above means the bidder should have achieved the criteria specified above, even if the total contract is started earlier and / or is not completed / closed.

2.3) In case of orders under execution, the value of work executed till the date of opening of Techno-Commercial proposal as certified by the Client shall be considered.

3) The average annual turnover of the bidder in the preceding three financial years as on the date of opening of Techno-Commercial proposal should not be less than Rs. 33.43 lakhs (Rupees Thirty Three lakhs and Forty Three Thousand Only).

Note:

3.1) While computing the annual turnover other income shall not be considered.

3.2) In case where audited results for the last preceding financial year are not available certification of financial statements from a practicing Chartered Accountant shall be considered acceptable.

8.0Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.

9.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.
