3.0 Bid Security and Integrity Pact (if applicable) shall be submitted in a sealed envelope separately offline by the stipulated bid submission closing date and time at the address given below. Any bid without an acceptable Bid Security and Integrity Pact (if applicable) shall be treated as non-responsive by the employer and shall not be opened.
4.0 A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of the cost of the documents as mentioned above in the form of a crossed account Payee demand draft in favour of NTPC Ltd., Payable at NEW DELHI or directly through the payment gateway at our SRM Site (https://etender.ntpclakshya.co.in/sap/bc/gui/sap/its/bbpstart). For logging on to the SRM Site, the bidder would require vendor code and SRM user id and password which can be obtained by submitting a questionnaire available at our SRM site as well as at NTPC tender site (www.ntpctender.com). First time users not allotted any vendor code are required to approach NTPC at least three working days prior to Document Sale Close date alongwith duly filled in questionnare for issue of vendor code and SRM user id/password.
5.0 Brief Scope of Work & other specific detail

Double link chain as per drg.No. BTPS/ BMD / 75 -9 ,the description of one set of double link chain consists of the following ;

(A).HEAT TREATMENT OF THE LINKS AFTER WELDING SHALL BE DONE AT 400 DEGREE CENTIGRADE WITH ONE HOUR SOAKING TIME FOLLOWED BY AIR COOLING (AT THE RATE OF 50 DEGREE CENTIGRADE PER HOUR FOR BOTH HEATING AND COOLING.)
(B).ALL THE ITEMS ARE TO BE SUPPLIED TO US AS ONE UNIT AFTER FIXING ITEM 2 & 7 IN THEIR RESPECTIVE HOLES AND TYING WITH SUITABLE WIRE.
(C).WELDING SHOULD BE DONE BY USING ELECTRODE AWS E 7018 OR EQUIVALENT.
(D).THE VENDOR HAS TO SUPPLY A SAMPLE OF 10 SETS OF DOUBLE LINK CHAIN TO BTPS TO CHECK FITMENT AT SITE BEFORE AFFECTING THE BULK SUPPLY
2.0 QUALITY PLAN:
-------------------
1.Material of construction for different material shall be as per approved drawing. T.C. from govt./govt approved lab to be furnished during inspection.
2.Dimensions will be checked as per approved drg. Vendor to ensure the straightness of the links.
3.Welding Quality of 1% links will be checked by DPT on random basis and randomly selected two pieces shall be cut by hacksaw to verify the depth of the welding. Vendor to ensure proper edge preparation of all parts before welding to ensure best strength.
4.The Vendor has to supply a sample of 10 sets to BTPS to check fitment at site before effecting the bulk supply.
5.Material shall be inspected at Vendor's works.
6.Heat treatment (stress relieving) details/ records shall be reviewed by NTPC. Time and temp. record to be maintained for heat treatment by you.
7.Purchased document/invoices of Tiscral/Sail hard and electrodes as well as used butts of electrodes used for fabrication to be produced at the time of inspection.
8.Identification mark is to be punched on the non bearing surfaces on each fork.
3.0 EARNEST MONEY DEPOSIT (EMD) : Bid Security in the amount of Rs. 28,000/- (Rupees Twenty Eight Thousand Only)
In case of Bank Guarantee, the same should be valid for 225 days from the date of Bid Opening and BG should be executed on Rs. 100/- non judicial stamp paper.
Or
In case of DD/Banker#s cheque, same should be payable at Delhi in the favour of NTPC Ltd
No Interest shall be paid on EMD. Offers without EMD are liable for rejection
4.0 DELIVERY SCHEDULE : Till 06.11.2015.
5.0 Security Deposit: S.D. @ 5% of order value to be deposited by the firm and shall be released after completion of supplies.
6.0 Contract Performance Guarantee : The successful Bidder shall furnish a contract performance guarantee @10% of PO value against Purchase order towards Manufacturing Defects/Poor Performance/ Poor Workmanship as per clause no 39 of GPC at Volume-1.
7.0 Bid Opening Process : Technical Bid shall be opened of those bidders whose EMD's have been found in order and meeting other tender conditions, as stipulated in tender documents.
Price bids shall be opened on a later date of only those bidders whose technical bid is found acceptable and who fulfill the Qualifying Requirements.
The date of Price bid opening of such qualified bidders shall be separately intimated.

6.0 Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents.
7.0Qualifying Requirements for Bidders:
1)The Bidder must be a manufacturer of drag link chain used for coal conveying in raw coal feeder for thermal power plant of unit capacity not less than 60 MW.
2)The bidder should have executed any one of the following Similar Works in India in the preceding seven years as on the date of opening of Techno Commercial proposal:
One Work of value not less than Rs. 11.14 lacs (Rupees Eleven Lakhs and Fourteen Thousand only). OR
Two Works of value not less than Rs. 6.96 lacs (Rupees Six Lakhs and Ninety Six Thousand only) each. OR
Three Works of value not less than of Rs. 5.57 lacs (Rupees Five Lakhs and Fifty Seven Thousand only) each.
Note:
2.1) #Similar# works means any work which includes #The supply of any fabricated mechanical items/spares.#
2.2) The works #executed# mentioned above means the bidder should have achieved the criteria specified above, even if the total contract is started earlier and / or is not completed / closed.
2.3) In case of orders under execution, the value of work executed till the date of opening of Techno-Commercial proposal as certified by the Client shall be considered.
3) The average annual turnover of the bidder in the preceding three financial years as on the date of opening of Techno # Commercial proposal should not be less than Rs. 16.70 lacs (Rupees Sixteen Lakhs Seventy Thousand only).
Note:
3.1) While computing the annual turnover other income shall not be considered.
3.2) In case where audited results for the last preceding financial year are not available certification of financial statements from a practicing Chartered Accountant shall be considered acceptable.
8.0Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.
9.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.
