3.0 Bid Security and Integrity Pact (if applicable) shall be submitted in a sealed envelope separately offline by the stipulated bid submission closing date and time at the address given below. Any bid without an acceptable Bid Security and Integrity Pact (if applicable) shall be treated as non-responsive by the employer and shall not be opened.

4.0 A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of the cost of the documents as mentioned above in the form of a crossed account Payee demand draft in favour of NTPC Ltd., Payable at NEW DELHI or directly through the payment gateway at our SRM Site (https://etender.ntpclakshya.co.in/sap/bc/gui/sap/its/bbpstart). For logging on to the SRM Site, the bidder would require vendor code and SRM user id and password which can be obtained by submitting a questionnaire available at our SRM site as well as at NTPC tender site (www.ntpctender.com). First time users not allotted any vendor code are required to approach NTPC at least three working days prior to Document Sale Close date alongwith duly filled in questionnare for issue of vendor code and SRM user id/password.

5.0 Brief Scope of Work & other specific detail Procurement for Air Compressor

Screw Air compressor specifications

Continuous duty Oil free Rotary Screw Compressor

The specification covers the design, manufacture, assembly, testing, constructional features, erection and commissioning of two oil free Rotary Screw Air Compressors each having 40-50M3/min capacity at 7-8 kg/cm2 & their motor drives and associated facilities to be installed at Badarpur Thermal Power Station of NTPC Ltd. located in Badarpur, New Delhi

1.Technical Specifications

(a) Mechanical system:

Comprises of two oil free Rotary Screw Air Compressors

Performance parameters:

Delivered capacity: 40-50cum/min at operating pressure Operating pressure: 7-8KSC

Cooling medium : water (max available cooling water pressure:1KSC) Quality of cooling water: Raw/Clarified water

Outlet temperature from the compressor house outlet header: less than 45 degree C

The coolers shall be constructed and arranged to allow removal of tube bundles without dismantling piping or compressor components.

Material of construction: Should suit service condition and as per relevant codes/standards (a)Compression chamber: Cast iron coated with corrosion resistant material.

(b)Rotors: Forged Carbon steel or Stain less Steel coated with corrosion resistant material. (c)Timing gears: Alloy steel

(d) Cooling water piping/Inter cooler/After cooler: Stainless steel Ambient conditions:

Relative Humidity: 100% (for design purposes) Height above mean sea level: 205.00M Ambient air temp: max 50 degree C

Dust particle size in plant/service air shall be less than five (5) micron.

Oil content of plant/service air will be less than 1-ppm wt/wt at 20 degree C with the system pressure at 8-kg/ cm2 (g).

Cooling circuit shall be closed circuit raw/clarified water and the cooling water requirement will be provided by the Site near Compressor House.

1.(b)Electrical system:

A suitable Electric Motor - 3 phase,50Hz,with insulation class F windings , complete IP 55 protection Motors for screw compressors (6.6kv, 50 Hz, 3 phase).

A.C and D.C distribution / fuse boards as required.

Motor along with couplings coupling gaurds for all rotating auxiliaries Earthing system for the equipment.

1.(c) Control and Instrumentation System:

The minimum requirements are specified herein and the same shall be elaborated by contractor. The Contractor shall include controls & instrumentation to facilitate safe, reliable and efficient operation for the system. The controls, protection, interlock and instrumentation system offered by the contractor shall be subjected to approval of the Employer during post award engineering stage.

The compressor may be selectable for "shutdown", "working" or "standby" duty.

On tripping of working equipment, the standby equipment shall come into operation automatically in case of very low air pressure in the system

All abnormal conditions used for tripping the compressor or any other equipment shall be provided with pre-trip audio-visual

indication/annunciation in the control panel.

An electrically operated automatic valve shall be provided on cooling water supply line of each compressor & dryer (if applicable) which will automatically shut off the cooling water supply, in case any of the compressor/dryer is not running for more than set time duration. Suitable interlock shall also be provided for opening the valve before starting of any of the compressor.

The following indications shall be made available in the control panels for repeating the same in main plant Control System / Panels.

(a)Status of compressor

(b)Air pressure low/high

Unless otherwise mentioned in the relevant electrical sub-section, automatic motor overload control system shall be included to permit continuous operation of compressors at minimum ambient air without exceeding the name plate rating of the motor

Screw Compressors

Each compressor shall be in the control panel to operate either in Base duty (Auto Load-Unload) or Standby duty (Auto On-Off) mode.

In "Base duty" mode, whenever air supply from compressors exceeds the demand, control system shall operate the load-unload circuit at a predetermined set pressure, throttle the inlet valve and open the blow off valve. The compressor shall run in unloaded condition. When system pressure drops due to more demand, the load-unload circuit shall operate again to bring the compressor to 100% load after closing the blow -off valve.

In "Stand-by" mode the compressor shall automatically assist base load compressors during periods of peak air demand. When air pressure in the system reaches a pre-set lower limit, compressor shall be started in unloaded condition and the compressor shall be fully loaded. When the pressure in the system rises to pre-set high value, the compressor shall be unloaded and shall run in idling mode for a specific period (set by a timer). The compressor may be loaded to full load in case of drop in system pressure or compressor may be stopped in case the system pressure does not drop and compressor continues to idle for more than a pre-set time

The control system shall provide warning to the operator that a hot-start condition exists for the motor driver and adequate cool-down period has not occurred after the motor was shut down.

The alarms and shutdown scheme mentioned below are suggestive and shall be provided as per manufacturer's standard practice meeting the safe operational requirement of the equipment/system each compressor

Lube oil pressure and temperature in the oil circuit of compressor sh(a) "Air temperature high" at inlet to last stage Alarm & trip all be automatically controlled.

(b)"Low lube oil pressure" Alarm & trip

(c)"High Lube oil supply temperature" Alarm & trip d) "High oil filter differential pressure" Alarm

(e)"Low lube oil level in lube oil sump" Alarm

(f)"High inlet air filter differential pressure" Alarm & trip

(g)"Low cooling water flow to air compressor" Alarm

2.Scope of work

Detailed design and engineering of all the equipment and equipment system(s) include:

i.Complete manufacture including shop testing.

ii.Providing engineering data, drawings, Commissioning procedures and O & M manuals, Spare part list etc. for the Owner's review, approval and records.

iii.Packing and transportation from the manufacturer's works to site

iv.Receipt, unloading of equipment at site.

v.Fabrication, pre-assembly, (if any), erection, installation, testing, commissioning and putting into satisfactory operation of Rotary Screw Compressor and all its accessories.

Civil work etc shall be in the scope of NTPC. However party has to deploy their representative & give guidelines for erection and commissioning.

Scope of Supply:

The scope of supply shall include Two oil free Rotary Screw Air Compressors each having 40-50M3/min capacity at 7-8 kg/cm2 & their motor drives, all the necessary accessories/mountings/fittings along with compressor oil /air coolers (if applicable)and necessary pressure relief valves, silencers, vent pipes, condensate drains, and Stainless steel cooling water pipings ,Discharge check valves, and other control & instrumentation equipment and all other associated accessories needed for successful operation of compressor with desired parameters as specified.

Terminal points:-

Broad terminal points for New Rotary screw compressors are given below:-

Mechanical:

a)Outlet of New Rotary screw compressor to Inlet of existing Air receiving vessel (at site)

b)Existing cooling water header for terminating compressor cooling water pipe line (in case of water cooled compressor).

4.Other general specifications

a)Whenever a material or article is specified or described by the name of a particular brand, manufacturer or trade mark, the specific item shall be understood as establishing type, function and quality desired. Other manufacturer's products may also be considered provided sufficient

information is furnished so as to enable the Owner to determine that the products are equivalent or superior to those named.

b)Bidder is requested to carefully examine and understand the specifications and seek clarifications within specified time, if required, to ensure that they have understood the specifications. If the Bidder feels that, in his opinion, certain features brought out in their offer are superior to what has been specified, those may be highlighted separately

c)Before submitting his bid, the Bidder should inspect and examine the site and its surroundings and should satisfy himself as to the nature of the ground, the quantities and nature of work, materials necessary for completion of the work and their availability, means of access to site and in general shall himself obtain all necessary information as to risks, contingencies and other circumstances which may influence or affect their offer. No consequent extra claims on any misunderstanding or otherwise shall be allowed by the Owner.

Contractor shall also be responsible to determine and obtain the necessary details at site as required for interfacing and interconnection with the existing system / facilities.

d))Piping and valves for air, water, oil and impulse lines Compressors and shallbe complete with all associated electrical, mechanical and instrumentation accessories as specified and as required for successful operation of machine is in the scope of the agency.

e))Complete set of tools and tackles, which are necessary or convenient for erection, commissioning and overhauling of any equipment, covered under the scope of contract.

f))First fill of all oils and lubricants and consumables under the scope of contract.

g)Preservative shop coating, final painting of all structures and equipment is under the scope of contract.

h)Noise level shall not exceed 85 dBA when measured at a distance of 1.5 meter above the floor.

Required acoustic enclosures may be provided to meet the above condition. The discharge blow-off silencer and intake silencers shall be designed to meet the above noise limitation level.

i)The contractor shall provide Owner with cross-sectional drawings, catalogues, assembly drawings and other relevant documents. The Contractor shall guarantee the long-term availability of spares to the Owner for the full life of the equipment covered under the contract.

The Contractor shall guarantee that before going out of production of spares parts of the equipment covered under the Contract, he shall give the Owner at least 2 years advance notice so that the latter may order his bulk requirement of spares, if he so desires. The same provision will also be applicable to subcontractors. Further, in case of discontinuance of manufacture of any spares by the Contractor and/or his sub contractors, Contractor will provide the Owner, two years in advance, with full manufacturing drawings, material specifications and technical information including information on alternative equivalent makes required by the Owner for the purpose of manufacture/procurement of such items.

j) The design shall incorporate every reasonable precaution for safety of all operation and maintenance personnel and also for the safety of the equipment.

(k)Deployment of experienced, qualified and competitive manpower for carrying out erection, commissioning is in the scope of the agency.

CODES AND STANDARDS

The design, manufacture, inspection and testing of the compressors shall comply with all the currently applicable statutes, regulations and safety codes in the locality where the equipments are to be installed.

The equipment shall also conform to the latest applicable Indian/British/American Standards. Other internationally acceptable standards, which ensure equal or higher performance than those specified, shall also be accepted. Nothing in this specification shall be construed to relieve the Contractor from the required statutory responsibility.

Exclusions:-

The Civil works are excluded from the scope of the Contractor and will be done by Site O&M during the time of installation of Compressors and other equipments. However, the Contractor is supposed to provide the details like the foundation drawings and any other drawings in advance.

In addition to the above any other material, job which is not mentioned above and is required for successful erection, commissioning, operation of the compressors is in the scope of the ageny.

6.0 Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents.

7.0Qualifying Requirements for Bidders:

1.0 The bidder should be manufacturer of Screw Air Compressor of minimum capacity 40 cum/min at a operating pressure of min 7 kg/cm2.

2.0 The bidder should have executed any one of the following Similar Works In India in the preceding seven years as on the date of opening of Techno-Commercial proposal:

One work of value not less than Rs. 136.60 lacs (Rupee One Crore Thirty Six lakh and Sixty thousand only) OR

Two works of value not less than Rs.85.37 lacs (Rupee Eighty five lakh and Thirty Seven thousand only) each. OR

Three works of value not less than of Rs. 68.30 lacs (Rupee Sixty Eight lakh and Thirty thousand only) each. Note:

1.#Similar# works means any work which includes:

# Supply of Screw Air Compressor#

2.The work #executed# mentioned above means the bidder should have achieved the criteria specified above, even if the total contract is started earlier and /or is not completed/closed.

3.In case of orders under execution, the value of work executed till the date of opening of Techno-Commercial proposal as certified by the Client shall be considered.

3.0 The average annual turnover of the bidder in the preceding three financial years as on the date of opening of Techno-Commercial proposal should not be less than Rs.341.50 lacs (Rupee Three Crore forty one lakh and fifty thousand only).

Note:

1.While computing the annual turnover other income shall not be considered.

2.In case where audited results for the last preceding financial year are not available certification of financial statements from a practicing Chartered Accountant shall be considered acceptable.

8.0Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.

9.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.
