NOTICE INVITING TENDER (DETAILED)

(Domestic Competitive Bidding)

N.I.T. No. KS/CS/2014-2015/ DATE: 10.01.2015

A. NTPC LTD. invites sealed tenders for the work mentioned hereunder from eligible bidders/parties for Korba Super Thermal Power Station situated at Distt.- Korba (CHHATTISGARH).

B. (i) BOD (Bid opening date) given is the Technical Bid opening date.

(ii) Queries will not be entertained beyond last query date (as indicated in the tender).

C. Tender documents shall be issued to all the bidders on submission of cost of bid document (non-

refundable) along with the request letter OR can be downloaded from web site.

D. (i) All bids shall be accompanied by a Bid Guarantee (EMD) as mentioned above. Bids not accompanied by the requisite guarantee in a separate sealed envelope or bids accompanied by bid guarantee of inadequate value shall not be entertained and in such cases bids shall be returned to the bidders without being opened.

(ii) On Technical bid opening date (as indicated in the bid document), technical bid shall be opened of

those bidders whose "EMD", "LOU" and "NO DEVIATION CETIFICATE", will be found in order

/meeting conditions as stipulated in the tender documents. Any bid without an acceptable EMD,

LOU and “No Deviation Certificate” (separately sealed in Envelope no.1) shall be rejected as

being non-responsive and returned to the bidders without being opened. Price Bid of only

successful bidder (w.r.t. QR and technically/bid requirements) shall be opened only after evaluation of

the technical Bid for which separate intimation shall be made. Actual price bid opening date will be

intimated to all qualified bidders separately.

E. QUALIFYING REQUIREMENTS [QR] FOR BIDDERS [POINT NO 1.0 TO 4.0] :

The bidders are required to fulfill the following:

1.0 The bidder should be Indian bankers association approved and the bidder should have

successfully executed contract for transportation of general cargo, bulk materials in reputed

industrial organization/ Govt./ PSU during the last Seven (07) years ending with the last date

of the month preceding the month of publication of NIT in :

a) Single order of value not less than Rs. 160 Lakh [Rupees One Hundred Sixty Lakh]

Or

b) Two orders of value not less than Rs. 100 Lakh [Rupees One Hundred Lakh] each.

Or

c) Three orders of value not less than Rs. 80 Lakh [Rupees Eighty Lakh] each.

The work / order executed means the bidder should have achieved the criterion specified in the QR, even if the total contract is not completed/closed. In case of contracts under execution as on last date of the month preceding the month of publication of NIT, the value of work executed till such date will be considered provided the same is certified by the employer.

2.0 FINANCIAL CRITERIA

The average annual turnover of the bidder in the preceding three (3) financial years as on the last date of the month preceding the month of publication of NIT shall not be less than Rs. 100 Lakh [Rupees One Hundred Lakh Only].

(i) While computing the annual turn over, other income shall not be considered.

(ii) In case where audited results for the last preceding financial year are not available,

certification of financial statements from a practicing Chartered Accountant shall be

considered acceptable.

3.0 The Bidder shall have to submit the following documents in support of meeting the QR along

with their Bid :

3.1 The Bidder to submit documentary support in support of clause 1.0 of QR.

3.2 Copies of audited balance sheet and profit & loss account for the preceding three (3)

financial years in support of Clause 2.0 of QR.

4.0 Notwithstanding anything stated above, the Owner reserves the right to assess the

capabilities and capacity of the Bidder / his collaborators / associates / subsidiaries / group

companies to perform the contract, should the circumstances warrant such assessment in the

overall interest of the Employer.

F. Following documents are to be submitted by the bidders alongwith their technical bid (all the documents should be attested by the bidder himself):

I. Qualifying Requirement: Total credential and required documents to fulfill the criteria as mentioned in “QUALIFYING REQUIREMENTS FOR BIDDERS” (as indicated above).

II. Technical Bid:

a. All Technical Data Sheets (if any) as per the format provided in the tender document duly filled.

b. Any other data / information as sought in our tender document (if any) [EXCEPT PRICE BID].

III. Company/Firm Details:

a. Document related to legal status of the Bidder (i.e., Sole Proprietorship Concern/Partnership Firm / Private Limited Companies / Public Limited Companies and Statutory Corporation / Consortium / Joint Venture), Name and address (es) of the sole proprietor / partners / Board of directors.

b. Firm’s statutory documents like Proprietary Affidavit/Partnership Deed/Memorandum & Articles of Association of the firm/Certificate of incorporation etc.

IV. Copy of Power of attorney (if applicable)

V. Copy of Service tax registration certificate, Sales Tax Registration / VAT Certificate

VI. Copy of PAN card.

VII. Vendors not having any NTPC SAP VENDOR CODE must submit the following for creation of new vendor code: 1. PAN Card (self attested) 2. Cancelled Cheque 3. Address proof 4. EFT form (duly filled, EFT format enclosed with the tender document).

G. THE BIDDERS HAVE TO SUBMIT THEIR OFFER IN THREE SEPARATE ENVELOPES (SEALED/ CLOSED) :

a) ENVELOPE NO. 1: SHOULD CONTAIN THE (I) EARNEST MONEY DEPOSIT (EMD) (II) LETTER OF UNDERTAKING (LOU) (III) NO DEVIATION CERTIFICATE (AS PER FORMAT ENCLOSED WITH THE TENDER DOCUMENT).

b) ENVELOPE NO. 2: SHOULD CONTAIN THE TECHNICAL BID [I.E. ALL TECHNICAL CREDENTIALS, ALL DOCUMENTS TO FULFILL QR OF NIT, ALL DOCUMENTS ISSUED WITH TENDER DULY SEALED AND SIGNED (EXCEPT PRICE BID), ALL TECHNICAL DATA SHEETS (IF ANY), ANY OTHER DOCUMENT/DATA/INFORMATION AS SOUGHT IN OUR TENDER DOCUMENT ETC].

NOTE: The bidder should have an office and Godown at Korba or shall give an

Undertaking (in Envelope No. 2) to open the same within 30 days from the date of issue

of Letter of Award.

c) ENVELOPE NO. 3: SHOULD CONTAIN THE PRICED BID (AS PER NTPC PRICE SCHEDULE ONLY).

d) The credentials of the parties shall be examined by NTPC with reference to QR & the price bid of only

successful bidders i.e. who fulfill QR criteria and submits EMD, LOU,”NO DEVIATION CERTIFICATE”

etc. shall be opened on a later date with prior intimation.

H. NTPC reserves the right to assess independently the capacity and capabilities of the bidders to carryout

the work.

I. NTPC reserves the right to reject any or all bids or cancel/withdraw the invitation for bids/IFB without

assigning any reason whatsoever and in such case no bidder/intending bidder shall have claim arising out

of such action. NTPC reserves the right to accept or reject late/delayed tenders and also to reject any or

all tenders without assigning any reason thereof.

J. NTPC will not be responsible for any loss/late receipt/non-receipt of applications for tender documents/bids

due to any postal delay or delay, in any form, in transit.

K. Tender document is not transferable.

L. “A complete set of bid documents may be purchased by any interested bidder on submission of a written

application and payment (non-refundable) of the cost of bidding documents as mentioned above in the

form of a Crossed Account Payee Demand Draft in favour of NTPC LTD., KSTPS, Korba payable at State

Bank of India, West Korba branch (Branch Code No. 6168) along with their request letter for issuance of

tender documents.

M. The bidding documents may also be downloaded from http://www.ntpctender.com on registration and

online payment (non-refundable) towards cost of bidding documents and downloaded documents can be

used for bidding purposes.

In case the registered bidders who have downloaded the bidding documents require an additional manual

copy of the document then such bidders shall be required to purchase the manual copy of the bidding

documents following the procedure detailed above.

N. Issuance of bid documents to any bidder shall not construe that such bidder is considered to be qualified.

Bids shall be submitted in tender box placed and opened at bid opening room at the address given

below (see address for communication) in the presence of bidder’s representatives who choose to attend

the bid opening.

O. Other terms and conditions have been provided in the tender documents.
