3.0 Bid Security and Integrity Pact (if applicable) shall be submitted in a sealed envelope separately offline by the stipulated bid submission closing date and time at the address given below. Any bid without an acceptable Bid Security and Integrity Pact (if applicable) shall be treated as non-responsive by the employer and shall not be opened.
4.0 A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of the cost of the documents as mentioned above in the form of a crossed account Payee demand draft in favour of NTPC Ltd., Payable at KORBA or directly through the payment gateway at our SRM Site (https://etender.ntpclakshya.co.in/sap/bc/gui/sap/its/bbpstart). For logging on to the SRM Site, the bidder would require vendor code and SRM user id and password which can be obtained by submitting a questionnaire available at our SRM site as well as at NTPC tender site (www.ntpctender.com). First time users not allotted any vendor code are required to approach NTPC at least three working days prior to Document Sale Close date alongwith duly filled in questionnare for issue of vendor code and SRM user id/password.
5.0 Brief Scope of Work & other specific detail Enlistment of Manufacturers for supply of cement:
Fly ash based Portland Pozzolana Cement (PPC) as per IS: 1489.
6.0 Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents.
7.0 Qualifying Requirements for Bidders:

Fly ash based Portland Pozzolana Cement (PPC) as per IS: 1489.
Qualifying Requirements :
1)The vendor should be a manufacturer of fly ash based Portland Pozzolana Cement (PPC) as per IS: 1489
2)The vendor should have minimum installed capacity of 10,00,000 (one million) MT per annum.
3)Bidder should have in house testing laboratory for carrying out all test as per relevant IS.
4)The average annual turnover of the bidder in the preceding three (3) financial years, as on the last date of the month preceding the month of publication of NIT shall not be less than Rs. 50.00 Crores [ Rupees Fifty Crores Only].
(Cut off date for all the above requirement of the last day of the preceding month of the publication of NIT). NOTE: 1. Other income shall not be considered for arriving at annual turnover.
2.In case where audited results for the last preceding year are not available, certification of financial statement from a practicing charted accountant shall also be considered acceptable.
Documents to be submitted by vendors to meet above QR:
1.Certificate / License of BIS indicating that vendor is a manufacturer of fly ash based Portland Pozzolana Cement (PPC) as per IS: 1489
2.Documentary evidence indicating installed / production capacity (Copy of annual report or any other document to indicate installed capacity / production capacity to be submitted)
3.Vendor#s own certificate stating that they have in house testing facilities for carrying out various tests as per relevant IS, list of equipment available in test lab & copy of latest test certificate of cement issued by factory lab may be submitted .
4.Annual report / balance sheet for last three financial years in support of annual turnover. The certificate from charted accountant indicating annual turnover is also acceptable.
OTHER TERMS & CONDITIONS:
1)"Enlistment" word as used here shall pertain to enlistment of Vendor in our record only and nothing else.
2)The enlisted vendors should follow our Instruction to Bidders & general Purchase conditions, if enquiries or tenders are issued to them.
3)The enlistment shall be valid for period of three years from the date of enlistment. It may be reviewed each year. During review new parties may be added as per available documents and old parties may be deleted based on their performance during the year.
4)NTPC reserves the right to verify authenticity of the information furnished & assess the capability before enlistment of agency.
5)NTPC shall not be responsible for any postal delay, loss or non receipt of application sent through post.
6)NTPC reserves the right to reject any or all the applications without assigning any reasons thereof.
7)Complete Set of application documents may be obtained by any interested bidder on submission of written application. The application documents can also be downloaded from NTPC website https://etender.ntpclakshya.co.in/sap/bc/gui/sap/its/bbpstart & http://www.ntpctender.com on registration.
8)Last date of receipt of request for application document or for downloading from website: 20/02/2015
9)Issuance of application documents to any bidders shall not construe that such bidder is considered to be qualified.
10)Bidders desirous of getting themselves enlisted are requested to submit applications in Vender enlistment format appended below as Annexure ##A## with documentary evidence towards meeting the above qualifying requirements.
11)Bidders are not required to submit Tender Fee / Bid Security while applying for enlistment.
12)Applications complete in all aspect along with necessary documents to be uploaded online only on SRM website: https://etender.ntpclakshya.co.in/sap/bc/gui/sap/its/bbpstart .

8.0Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.
9.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.
