3.0 Bid Security and Integrity Pact (if applicable) shall be submitted in a sealed envelope separately offline by the stipulated bid submission closing date and time at the address given below. Any bid without an acceptable Bid Security and Integrity Pact (if applicable) shall be treated as non-responsive by the employer and shall not be opened.

4.0 A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of the cost of the documents as mentioned above in the form of a crossed account Payee demand draft in favour of NTPC Ltd., Payable at CHENNAI or directly through the payment gateway at our SRM Site (https://etender.ntpclakshya.co.in/sap/bc/gui/sap/its/bbpstart). For logging on to the SRM Site, the bidder would require vendor code and SRM user id and password which can be obtained by submitting a questionnaire available at our SRM site as well as at NTPC tender site (www.ntpctender.com). First time users not allotted any vendor code are required to approach NTPC at least three working days prior to Document Sale Close date alongwith duly filled in questionnare for issue of vendor code and SRM user id/password.

5.0Brief Scope of Work & other specific detail

The scope of work under this contract shall be Running & Maintenance of Transit Camp at NTPC Chennai as per BOQs, detailed scope, terms & conditions etc.

Note:

1. The Price Bid Opening date mentioned in this e-tender is tentative and the actual Price Bid Opening Date and Time will be intimated later.

6.0 Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents.

7.0 Qualifying Requirements for Bidders:

QUALIFYING REQUIREMENT FOR BIDDERS

The Bidder who wishes to participate in the bidding shall satisfactorily establish that it fulfills the Qualifying Requirements stipulated hereunder:-

a) Technical:

The bidder shall be a proprietary firm /partnership firm /limited company /registered cooperative society /corporate body legally constituted possessing licences and /or registration of food businesses as per Food Safety and Standards Regulation 2011

AND

The bidder must have experience of running, maintenance and catering services of guest house /transit camp / training institute of Central Government departments /Public Sector undertakings /large organizations (more than 50 employees) /2 star (or above star) hotels for the last 3 years, ending 31st October 2014.

b) Financial:

i) The bidder should have successfully executed similar works during the last SEVEN years ending last day of month previous to the one in which applications are invited with any of the following:

Single Contract of value not less than INR 18.40 Lakhs

OR .

Two Contracts of value not less than INR 11.50 Lakhs each

OR .

Three Contracts of value not less than INR 9.20 Lakhs each

#Similar works# means #running, maintenance and catering services of guest house /transit camp / training institute of Central Government departments /Public Sector undertakings /large organizations of repute /2 star (or above star) hotels having minimum 4 no. of rooms during the last 7 years.

ii) The average annual turnover of the bidder in the preceding three financial years as on the date of bid opening shall not be less than INR 6.9 Lakhs

NOTE:

For completed similar works, agency shall submit copies of work order along with successful completion certificate, (TDS if applicable) as a documentary proof, otherwise bid may be summarily rejected.

The completed cost of the work may be updated @ 8% compounded for each completed year ending March 31.

Bidders should attach self attested certificate along with tender on the date of the submission for assessing pre-qualification.

The bidder should submit documentary proof related to minimum requirements as stated above in separate envelope along with bid. It may also be noted that lowest bidder has to produce original certificates for verification before award of work.

LAST THREE FINANCIAL YEARS # FY 2013-14, FY 2012-13 & FY 2011-12

iii) Notwithstanding anything stated above, the Employer reserves the right to verify any information/ document furnished; inspect the works carried out by the bidder and also to carry out assessment of the capabilities and capacity of the Bidder to perform the contract, should the circumstances warrant such assessment in the overall interest of the Employer.

iv)Other income shall not be considered for arriving at annual turnover. In case where audited results for the last preceding financial year are not available, certification of financial statements from a practicing Chartered Accountant shall also be considered acceptable.

v)The word #executed# means; Bidder should have achieved the criteria specified in above QR even if the total contract is not completed/ closed.

vi)The value of the work completed in the preceding seven (7) years reckoned as on date of techno commercial bid opening, even if it has been started earlier, will also be considered as meeting the qualifying requirements.

vii)The reference works whose details have been declared as per the specified format in the relevant attachment (i.e. Attachment No. 3) shall only be considered to ascertain the bidder#s compliance to the specified Financial Qualifying Requirement (QR). Bidders wishing to provide additional reference works are required to declare the same in similar format which shall be additionally attached. However, bidders are not permitted to quote more than SIX (6) number of reference works for this purpose.

viii)The Employer at its discretion may seek any clarification and/or documentary evidence only in respect of the reference works as mentioned above. However, no change or substitution of the reference works by new/additional work for conforming to the specified Financial Qualifying Requirement shall be sought, offered or permitted.

ix)Joint Ventures/ Consortiums are not permitted for bidding

8.0Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.

9.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.
