Pre-Qualifying Requirement

1 General Requirements.

1.1The bidder may be a proprietary firm, Partnership firm, Limited Company, Registered Cooperative Society, Corporate body legally constituted possessing the required licenses, registrations etc. as per law valid at least for 12 months from the date of the opening of tender.

1.2The bidder must have experience of Running, Maintenance and Catering Services of Guest House/Transit Camp/Management Training Institute of Central Govt.

Depts./PSUs/Large Organisations of repute/2 Star (or above star) Hotels for 3years ending 31st March 2014

1.3Average Annual financial turnover during the last 3 years, ending 31st March 2014,

should be at least Rs. 11,05,247/-

And

1.4 Experience of having successfully completed similar works during last 7 years ending last day of month previous to the one in which applications are invited should be either of the following:

a)Three similar completed works, each costing not less than the amount equal

to Rs. 14,73,662/-

OR

b)Two similar completed works, each costing not less the amount equal to

Rs. 18,42,078/-

OR

c)One similar completed work costing not less than the amount equal to Rs. 29,47,324/-

“Similar Completed Works’ means “Running Maintenance and catering Services of Guest House/Transit Camp/Training Institute of Central Govt. Depts./PSUs/Large Organisations of repute/2 Star (or above stare) Hotels having minimum 10 nos. of rooms during the last seven years”

Note:

Further, for completed similar works, agency shall submit copies of work-order along- with successful completion certificate, (TDS if applicable) as a documentary proof, otherwise bid may be summarily rejected.

Name of Work: Running & Maintenance of Guest House/VIP Guest House at KBUNL, Kanti.

The completed cost of the work may be updated @ 8% compounded for each completed year ending 31stMarch.

Bidder should attach self-attested certificates along with tender on the date of the submission for assessing pre-qualification.

The bidder should submit documentary proof related to minimum requirements as stated above in separate envelop along with the bid.

It may also be noted that lowest bidder has to produce original certificates for verification before award of the work.

1.5Bidder shall provide documentary evidence of Service Tax, VAT registration, PF registration, ESIC registration (Wherever applicable) and power of attorney at the time of bidding. Necessary registration with local bodies under shops & Establishment Act or other applicable acts of State/Central Govt. authorities for providing Catering/Guesthouse related activities, if applicable, shall be obtained by the agency before commencement of work and submitted to EIC for verification.

1.6Bidders shall provide such evidence of their continued eligibility, satisfactory to the company, as the company shall reasonably demand any time within the currency of the contract

1.7The bidder shall submit attested copies of original documents defining the constitution or legal status, place of registration, and principal place of business; written power of attorney of the signatory of the Bid to commit the Bidder; along with the bid.

CONTRACT ELIGIBILITY CRITERIA

Further, the contract eligibility includes the following:

2.1Experience on similar completed works executed during the last seven years; and details like monetary value, clients, proof of successful completion.

2.2Documentary evidence of adequate financial standing, certified by Bankers, Audited Profit & Loss Account and Balance Sheet, Annual turnover in last three years, access to adequate working capital. In case where audited results of last (Preceding) financial year is not available, certificate of financial statement from a Chartered Accountant shall also be considered acceptable)

2.3On the Guest House/VIP Guest House contract works of KBUNL, the agency shall deploy its own regular employees and no subcontracting, in any form is allowed. Key personnel available and proposed to be engaged for management and supervision of the, Guest House/Transit Camp, their qualifications and experience- Valid certificates by a recognized University, technical Board or Ministry of government of India would only be taken cognizance of.

2.4The minimum qualification and experience* of the personnel proposed to be engaged may be as under-

Manager- Diploma in Hospitality Management or Hotel Management with min. 3years of experience.

Or

Graduate with 7 years of experience.

Or

12th Pass with 10 years of experience.

Supervisor- Graduate and min 2years of experience

Or

12th Pass with 5 years of experience

Cook- 8th Pass and min five years’ experience Bearer- 8th Pass and min 2 years’ experience

Sweeper/Cleaner/Housekeeping Staff- Literate (At least should be able to speak and

read local languages)

*Experience should be in Guest House/Transit Camp/Management Training Institute of Central Govt. Depts./PSUs/Large Organisations of repute/2 Star (or above star) Hotels.

Further, the character and antecedent report of the personnel to be engaged should be clean. It shall be the responsibility of the agency to submit to NTPC, such verification report in respect of the staff proposed to be engaged, from a statutory authority, before deployment of the person on the work.

2.5Information regarding projects in hand, current litigation, orders regarding exclusion/expulsion or black listing, if any.

GENERAL CONDITIONS:

1.Application for issue of tender documents to be submitted with Tender fee (Non-Refundable) of stipulated value in the form of Demand Draft in favor of Kanti Bijlee Utpadan Nigam Limited , payable at S.B.I., Kanti

Thermal power station branch (Branch Code No. 7033).

2.The application envelope must be super scribed with “REQUEST FOR TENDER DOCUMENT” & NIT No. In case a bidder desires to participate in more than one tender, separate application is required to be made against each NIT, accompanying a separate DEMAND DRAFT as mentioned above.

Transfer of tender document purchased by one vendor to any other vendor is not permissible. Bid must be submitted by the vendor in the name of which tender documents were purchased.

3.Tender document shall be issued to all prospective bidders after submission / deposition of stipulated tender fee, However, commercial bids of only those bidders who meet the qualifying requirements & whose Offers are technically acceptable, shall be considered for Opening/evaluation.

4.Tender documents shall be issued to all the agencies, which have applied with stipulated tender fee . However, issuance of tender documents shall not automatically construe qualification of the firm for award of work/placement of order, which will actually be determined during evaluation of qualification requirement documents for each tender as specified and bid evaluation after receiving of completed set of bid from the agencies.

5.KBUNL reserves the right to access the capacity and capability of bidders after scrutiny of applications and reserves the right to reject any or all application / tenders without assigning any reasons.

6.KBUNL will not be responsible in any way for late receipt of request for tender documents/Bid due to any postal delay or delay in any form in transit.

7.If last date of receipt of application is a closed holiday for KBUNL, then the date shall be shifted to the next working day.

8.The Earnest money deposit (EMD) of stipulated value in prescribed format for each tender as specified in the tender documents, is to be submitted in separate envelope along with Technical & Price Bid .

9.Tenders without earnest money deposit (EMD) / inadequate amount of EMD are liable to be rejected.

10.The Technical Bid Opening date (QR, Technical Bid & EMD) is stated above and also has been mentioned in the tender documents. The Price Bid opening schedule will be intimated on later stage to all technically accepted

&qualified bidders.

11.Downloading of tender Document (ON - LINE purchase of tender document ) :

The prospective bidders in order to be able to download the bidding documents shall be required to compulsorily register themselves with the NTPC website which shall be a onetime process.

The registered prospective bidders who wish to download the bidding documents shall be prompted to enter his user id & password. Subsequent to entering of user id & password and acceptance of the same by the system, the prospective bidder shall be routed to payment gateway for making payment towards cost of bidding documents. On successful payment of cost of bidding documents and the details of the prospective bidder shall be authorized to download the bidding documents and the details of the prospective bidder shall be stored by the system.

I)Tender shall be submitted in Four (4) separate Sealed Envelopes:

(A)1st envelope marked as "EMD ENVELOPE "- consist of EMD, Letter of Undertaking, and Documentary proof of PF No. , PAN No. & service tax registration no. & NIL

DEVIATION CERTIFICATE (as per specified format )

(B)2nd envelope marked as "PRE QUALIFYING REQUIREMENT" should contain all documentary proof, required to comply with QR clauses.

Details of PQR document submitted to be furnished as per enclosed format .

All the documentary evidence in line with Qualifying requirement clause like : copies of Purchase order / work order / Letter of award / contract agreement etc. and its completion certificate/ execution proof of works (owners certification OR payment receipt etc. ), , documents related to annual turnover ( e.g. audited balance sheet or profit & loss account sheet etc. ) are to be enclosed in this envelope marked as "QUALIFYING REQUIREMENT"

(C)3rd Envelope marked as "Technical Bid" should contains all the document to cover

. Copy of Tender enquiry, Scope of Work / technical requirement etc may be returned after dully signed & stamped as acceptance by the bidder in this envelope.

(D)4th envelope should contain PRICE BID/ COMMERCAL BID (including detail terms & Conditions) only. Copy of bid price schedule / Bill of Quantity may also be submitted after making entry for item rate and other Commercial Terms & conditions.

ALL ABOVE FOUR ENVELOPES SHALL BE KEPT IN A SINGLE BIG ENVELOPE SUPER SCRIBING THE DETAILS OF ALL FOUR ENVELOPES & NIT NO. / TENDER NO. WITH BOD (TECHNICAL).

ALL THESE FOUR ENVELOPES (ALTOGETHER) SHOULD BE SUBMITTED ON OR BEFORE THE TECHNICAL BID OPENING DATE & TIME.

II) The Fourth Envelope (D) i.e Price bid of only those bidders shall be opened who qualify/satisfy the requirement of Earnest Money so deposited in the 1st envelope(A) ,QR ( envelope B) & TECHNICALBid ( envelope C) on a later date which will be intimated to the eligible bidders.

III)

ANY BID NOT ACCOMPANIED BY AN ACCEPTABLE EARNEST MONEY DEPOSIT (EMD) IN A SEPARATE SEALED ENVELOPE SHALL BE REJECTED BY THE EMPLOYER / KBUNL AS BEING NON-RESPONSIVE AND RETURNED TO THE BIDDERS WITHOUT BEING OPENED.

IV) Due Date & Time for Opening of Envelope–A (EMD) , B (QR) & C ,(TECHNICAL BID ) is as mentioned above ( in Tender Enquiry page also ) .

V)Technical Bid / Price Bid of the Bidders who have not submitted requisite amount of EMD and who do not satisfy the Qualifying Requirements shall not be considered.
