Scope of work: - Construction of Boundary Wall and Gate Complex of NTPC land at Patna for Office Cum Residential Use.

3.Payment shall be released on submission of RA Bill and on certification of EIC after deduction of SD , income Tax , as per GCC of civil works, Works Tax and other statutory deduction etc. as per rule.
4.Rate shall remain firm till the completion of the work and inclusive OF COST OF MATERIAL AND all Taxes, duties, levies etc. except service tax.
5.SD as applicable as per GCC for civil work shall be recovered from R/A Bills
6.Variation allowed: As per GCC
7.Work shall be carried out as per latest CPWD specifications/IS codes.
8.Power supply and water supply for the work is in the scope of contractor. No separate payment to be made by NTPC on this account. Only one point of power supply will be provided by NTPC if available
9.Material testing arrangements to be made available by the agency as per direction of EIC. All charges for testing are to be born by contractor
10.Safety and security of site shall be in the scope of sgency.
11.Storage , watch and ward of materials including free issue material shall be in the scope of agency.
12 Suitable insurance coverage under Workman#s Compensation Policy shall have to be submitted by the agency before start of work. 13 The contractor shall keep sufficient material and T & P in their stock to cope with actual requirement of work.
14 No idle charges shall be paid for any problem what so ever met during execution.
15.The contractor or his authorized representative shall attend weekly (or as directed) meetings for assessment of the performance.
16.Contractor shall submit their work plan on daily basis during morning hours before start of the work to EIC and its progress report the next working day.
17.The contractor should also maintain records of wage payment, Insurance, Labor license (if required) and other documents with him and the same must be shown to the EIC or his representative on demand.
18.Monthly RA Bill will be prepared only after the submission of the bill by the agency. R.A. Bill will be released only after submission of statutory compliance. Final R.A. Bill will be released after completion of work and verified by competent authority.
19.One engineer and 02 supervisors or their representative who should be experienced in this field will be deployed.
20.Agency has to submit quality plan and material testing shall be carried out as per approved quality plan.a lab for testing of materials shall be established at site by agency at their own cost.
21.All other terms and conditions as per GCC of contract
(1) Service Tax is EXTRA as applicable as per Service Tax rules and shall be reimbursed against documentary evidence
In the case of service tax extra quoted by the bidder in the tender document, the total amount of service tax payable by service provider and service receiver as per applicable rates would be considered for evaluation. The service tax of the service provider will be reimbursed against submission of document as required.
In case of 'service tax inclusive' quoted by the bidder in the tender document, the total amount of service tax payable by both the service provider & service receiver as per applicable rate would be considered as included in the quoted amount and accordingly the amount payable by service receiver will be recovered against the bill.
In case of any variation in the rates of service tax, as on seven days prior to the date of bid opening the revised rate as applicable shall be considered for evaluation. In case of revision in service tax as noted above,the reimbursement/recovery shall be made as per the revised rates.

(2)The rates are inclusive of all taxes & duties & other statutory benefits e.g.PF,Insurance,Safety,VAT,Car policy etc.except service tax.
(3)Rate shall be remain firm during the tenure of the contract.
(4)Payment shall be released on monthly Running Bill basis and after compliances of all statutory requirements, after deduction of SD,IT & other statutory deductions etc. on certification of EIC.
(5)SD shall be applicable as per GCC of civil work of NTPC. SD shall be recovered from RA bills. SD shall be released as per provision of GCC of civil works of NTPC and on certification of EIC.
(6)Bids shall be valid for 180 days from the Bid Opening Date.
(7)All other terms & conditions shall be as per as per GCC for Civil works of NTPC.
6.0 Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents.
7.0Qualifying Requirements for Bidders:
1. Bidder should either be a Company Registered under the Companies Act, 1956 or a Partnership/ Proprietorship firm.
2. The bidder should have executed/completed work of earth fillings as per following criterion within the preceding seven (7) years from the Date of
(a)Single Contract of value not less than Rs.48.37 Lakhs .
OR
(b)Two Contracts of value not less than Rs.30.23 Lakhs each .
OR
(c)Three Contracts of value not less than Rs.24.19 Lakhs each.
Note: Executed Work means : Value of actual executed portion of Contract and not the total Contract value. In case of contract under execution as on the date of
3. Financial Criteria:
i). The average annual turnover of the bidder in the preceding three (03) Financial Years as on the date of
ii). In case where audited financial results for the last preceding financial year is not available, certification of Financial Statements from a practicing chartered accountant shall also be acceptable.
Note:
(i) Other Income shall not be considered for arriving at annual turnover.
(ii). Bidder should have valid Provident Fund code Number (PF) & PAN and Service Tax Registration Number.
(iii) Notwithstanding anything stated above, the Employer reserves the right to assess the Capabilities & Capacity of the bidder to perform the contract, should the circumstances warrant such assessment in overall interest of Employer.
8.0Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.
9.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.
