Qualifying Requirements
1.Financial Criteria:
Turn Over: The average annual turnover of the bidder in the preceding three (03) financial years as on the date of bid opening shall not be less than Rs. 218.35 lakh.
2.Technical Criteria:
A.The bidder should have executed as on date of bid opening at least one similar work of value not less than Rs. 87.34 lakh
or
B.The bidder should have executed as on date of bid opening at least two similar works of value not less than Rs. 54.58 lakh each.
or
C.The bidder should have executed as on date of bid opening at least three similar works of value not less than Rs. 43.67 lakh each, in the past.
Similar work means: “Civil construction/Civil Maintenance” work,
Notes:
1.The work “executed” means that the bidder should have achieved the progress specified in the QR even if the total contract is not completed/ closed. The same shall be supported by documentary evidence issued by the owner.
2.Other income shall not be considered for arriving at annual turn over.
3.In cases where audited results of the last preceding financial year are not available, certification of financial statements from a practicing chartered accountant shall also be considered acceptable.
TERMS & CONDITIONS:
1.Application for issue of tender paper to be submitted with Tender fee
2.Bidding document shall be issued to all prospective bidders upon their depositing the requisite cost of the bidding document. However, commercial bids of only those bidders who meet the qualifying requirements shall be considered for Opening/evaluation.
3.NTPC reserves the right to access the capacity and capability of bidders after scrutiny of applications and reserves the right to reject any or all tenders without assigning any reasons.
4.NTPC will not be responsible in any way for late receipt of request for tender documents/bid due to any postal delay or delay in any form in transit.
5.The bidder has to submit application along with DEMAND DRAFT
6.The application envelope must be super scribed with NIT.No. . In case a bidder desires to participate in more than one tender, separate application is required to be made against each work accompanying a separate DEMAND DRAFT as mentioned above.
7.Tender documents shall be issued to all the agencies, which have applied with relevant Application Money. However, issuance of tender documents shall not automatically construe qualification of the firm for award of work, which will actually be determined during evaluation of qualification requirement documents for each tender as specified and bid evaluation after receiving of completed Tender documents from the agencies.
8.The EMD value for each tender as specified should be given in the tender documents, which is to be submitted along with Technical & Price Bid.
9.The Technical Bid Opening date (QR , Technical Bid & EMD) is stated above and will also be mentioned in the tender documents. The Price Bid opening schedule mentioned above is indicative only & subject to change. in case of change of same shall be intimated to the agency, which has qualified after scrutiny of the Technical Bid & QR Bid.
If last date of receipt of application is a closed holiday for

11.NTPC reserves the right to assess the capacity and capability of bidders after scrutiny of the applications and reserves the right to reject any or all applications.

14.The bidding documents may be downloaded directly by the prospective bidders against payment of tender fees, from NTPC web site(www.ntpctender.com) and also against direct application within the closing date provided in the NIT
IMPORTANT CONDITIONS:
I)Tender shall be submitted in Four (4) separate Sealed Envelopes: (A) First Envelope containing Earnest Money Deposit (B) Second Envelope containing Qualifying Requirements (C) Third Envelope containing
Technical specification/ Technical Bid (Un priced) i.e. Acceptance of material specification , guarantee and other Terms & conditions etc, along with deviation statement indicating cost of withdrawal of deviation (D) Fourth Envelope containing Price Bid (Commercial Bid ) only . All these Four envelopes (altogether) should be submitted On or before the Technical bid Opening date & time.
Please note that the firms registered with NSIC or Small Scale Industries registered in Jharkhand, are exempted from furnishing Earnest Money. EMD can be furnished in any one of the forms (BG/DD/Bankers Cheque/ Pay order ) as per instructions to bidders enclosed. Please read the instruction to bidders carefully and thoroughly & submit your offer accordingly.
All above four envelopes shall be kept in a single big envelope super scribing the details of all four envelopes & Tender No. With BOD (Technical ) .
II)All the FOUR Sealed envelopes must be super scribed with Tender Number, Date and Due Date of Opening. Sender’s Name and Address. In addition to this, 1st Envelope to be marked “EARNEST MONEY” or “NSIC/SSI Registration Certificate” as the case may be. 2nd Envelope to be marked as “QUALIFYING REQUIREMENTS , 3rd envelope as TECHNICAL SPECIFICATION/TECHNICAL BID & 4th envelope as PRICE BID ” . The documents in support of the various qualifying requirements shall also be furnished in envelope (B). Fourth sealed envelope shall contain “PRICE BID” only. The envelope shall also be marked
with Tender Enquiry Number and Date of Opening. The Fourth Envelope (D) of only those bidders shall be opened who qualify/satisfy the requirement of Earnest Money so deposited in the 1st envelope(A) and QR ( envelope B) & TECHNICAL Bid ( envelope C) on a later date which will be intimated to the eligible bidders.
III)Please find in the blank space and confirm the details as per proforma for terms and conditions enclosed with the tender documents

V)Technical Bid / Price Bid of the Bidders who have not submitted requisite amount of EMD and who do not satisfy the Qualifying Requirements shall not be considered.
