Special condition of contract
1.The Contractor shall be responsible for routine cleaning and maintenance of toilets during the defect liability period (i.e. One Year from the Handing over of the Toilets) and also for additional one year after the defect liability period.
2.Security Deposit shall be reduced to 50% of the Original Value (of total security deposit) after Completion of work and shall be further reduced to 25% of the original value after the Defect Liability Period. This balance 25% Security Deposit shall be released after One year of successful completion of maintenance period. The security deposit mentioned above shall be released after the certification from the Head of the School with respect to the satisfactory maintenance of the toilets during the above period.
3.SCHEDULE OF PERIODICAL MAINTENANCE OF TOILETS: Frequency*
a.Washing and moping of toilet floor with the help of phenyl. Cleaning of WC pot and with the help of brush and toilet cleaner like Harpic /
b.Cleaning of water tank with the help of bleaching powder: Once in a month
c.Cleaning of leach pit including disposal of leach pit waste:As per requirement.
d.Cleaning of incinerator including safe disposal of all disposables. (Applicable For girls# toilets only):once in a month
e.Painting of Toilet with one or more coat of water proof cement paint for External walls,
* The frequency of the above items may be increased based on the requirement and instruction of Head of the School.
4.Time is the essence of the contract.
5.Completion Period for the construction work shall be Six months from the date of commencement of work.
6.Rate shall be firm during the tenure of contract period.
7.Defect Liability Period shall be one year after successful completion of work.
8.There will be no free issue materials. All materials shall be arranged by the contractor at his own cost and responsibility.
9.All materials shall be in accordance with IS code/CPWD specification/ Technical Specification, as given in the tender enquiry.
10.All tools & plants required for the completion of work shall be arranged by the contractor at their own cost and responsibility
11.All the work shall be carried out after taking necessary permission and as per direction of EIC.
12.The Final bill shall be processed only after compliance of all statutory requirements, such as P.F, labour payments, royalty etc.and submission of supporting document only.
13.Payment will be made on monthly RA bill basis.
14.FQP will be submitted after the award but before execution of works
15.Rates shall be inclusive of all taxes& duties except service tax.
16. Payment against Maintenance cost of the toilet shall be considered from date of handing over of such individual toilets.
17.The period of maintenance of the toilets shall be 02 years from date of handing over of individual toilets.
18.The locations of the toilets are indicative only. The list may vary within the same block/ district or the adjacent block/ District subject to requirement at the same rate terms & conditions.
19.The name of schools shall be provided to the Agency against each package along with Purchase order.
20.All other terms & conditions shall be as per GCC Civil work.
21 Agency has to submit as built drawings.
22 All other terms and conditions as per GCC of contract
23.The contractor should also maintain records of wage payment, Insurance, Labour license (if required) and other documents with him and the same must be shown to the EIC or his representative on demand
24.The contractor or his authorized representative shall attend weekly (or as directed) meetings for assessment of the performance.
25. .No idle charges shall be paid for any problem what so ever met during execution.
26.The contractor shall keep sufficient material and T & P in their stock to cope with actual requirement of work
27.Storage , watch and ward of materials shall be in the scope of agency
28.safety and security of site shall be in the scope of sgency.
29.Material testing arrangement to be made available by the agency as per direction of EIC. All charges for testing are to be born by contractor. tESTING SHALL BE DONE AS PER APPROVED QUALITY PLAN.
30.Suitable insurance coverage under Workman#s Compensation Policy shall have to be submitted by the agency before start of work 31.0 The locations and number for construction and maintenance of the toilets are indicative only. The list/ number may vary within the same block/ district or the adjacent block/ District subject to requirement of comstruction and maintenance of toilet at the same rate terms & conditions.
32.Execution of the contract may vary ±30% w.r.t. the tendered BOQ and the rates for such variation will not be changed
6.0 Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents.
7.0Qualifying Requirements for Bidders:
01) The bidder should have experience of successful execution of any civil construction work during last seven years ending last day of month previous to the one in which applications are invited, should be as follows:
(a)Three similar executed works each costing not less than an amount of Rs 29.17 lakhs
Or
(b)Two similar executed works each costing not less than an amount of Rs 36.46 lakhs
Or
(c)One similar executed works each costing not less than an amount of Rs 58.34 lakhs
02) The average annual turnover of the bidder,in the preceding three (3) financial years previous to the one in which bids are invited shall not be less than Rs 145.85 lakhs.
Note:
i) Other Income shall not be considered for arriving at annual turnover.
ii)In case where audited results for the last financial year are not available, certified copy of financial statements from a practicing Chartered Accountant shall also be acceptable.
iii)The word "executed" means that the bidder should have achieved the progress specified in the Q.R.even if the total order is not completed/closed .The same shall be supported by documentary evidence issued by the owner.
iv) The word similar means "any civil construction work"
8.0Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.
9.0NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without assigning any
reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.
