1)NTPC invites online bids on Open Tender Single Stage Two Envelop Bidding basis from eligible bidders for “Procurement of video surveillance system at NTPC-Bongaigaon”.

3)Bid Security shall be submitted separately offline in a sealed envelope, which should be super scribed “Procurement of video surveillance system at NTPC-Bongaigaon”, NIT Ref. No. 40029950 due on date: 16.01.2015 from____________________(Name and Address of bidder), on or before technical bid opening date and time at the address given below. Any bid without an acceptable Bid Security (if applicable) shall be treated as non -responsive by the employer and shall not be opened.

Micro and small Enterprises (MSEs) registered with District Industries Centres or Khadi and Village Industries Commission or Khadi and Village Industries Board or Coir Board or National Small Industries Corporation or Directorate of Handicrafts and Handloom or any other body specified by Ministry of Micro, Small and Medium Enterprises as per MSMED Act 2006 for goods produced and services rendered, shall be exempted from paying Earnest Money Deposit. For exemption towards submission of EMD, above bidder shall have to submit MSE certificate as per MSMED Act 2006 giving details, such as items/services for which registered, validity etc. in the EMD envelope. This should reach us before stipulated Bid Opening date.

oMicro and small Enterprises (MSEs) registered with District Industries Centers or Khadi and Village Industries Commission or Khadi and Village Industries Board or Coir Board or National Small Industries Corporation or Directorate of Handicrafts and Handloom or any other body specified by Ministry of Micro, Small and Medium Enterprises as per MSMED Act 2006 for goods produced and services rendered, shall be issued the bidding documents free of cost. This shall be subject to submission of MSE certificate as per MSMED Act 2006 giving details, such as items/services for which registered, validity etc.

o NTPC takes no responsibility for any loss/delay/non receipt of applications sent by post.

oNTPC also reserves the right to accept any proposal or to reject all proposals at any time prior to any short- Listing /empanelment award or contract without incurring any liability or without any obligation to inform the

affected party of the grounds for such decisions.

o If the last date of receiving application and date of bid opening coincides with a holiday, the date will be shifted to the next working day.

oResponses submitted by Bidders who do not meet the qualifying requirements, or incomplete bids, will be rejected.

oNotwithstanding anything stated above, NTPC reserves the right to assess bidder’s capability and capacity to perform the contract, should the circumstance warrant such assessment in overall interest of the owner.

oThe details given here are only indicative. Other detailed terms and condition shall be as per our tender documents. Interested bidders are advised to visit the site and familiarize themselves with the site conditions.

oParties blacklisted/banned by any NTPC Unit/Corporate Centre as well as other Public sector/Government Agencies are NOT eligible to participate.

5)SCOPE OF WORK

Salient technical features of the equipment/ systems/ services covered in above NIT are mentioned in APPENDIX

– A (attached herewith). These salient technical features as mentioned in APPENDIX – A is only to facilitate the prospective bidders to prima-facie understand the requirements under the tender and shall not in any way limit or alter the scope of work and technical features/ specification of equipment/ systems/ services covered in the bidding documents. Detailed provisions with regard to scope of work and technical features/ specification of equipment/ systems/ services, contained in the bidding document shall be final and binding.

6)QUALIFYING REQUIREMENTS

The Bidder who wishes to participate in the bidding shall satisfactorily establish that they fulfil the following Qualifying Requirements:-

6.1The bidder should either be a company registered under the Companies Act, 1956 or a partnership/proprietorship firm.

6.2Bidder should be a regular integrator or manufacturer or manufacturer’s authorized agent/dealer in India of IP Camera, CCTV, Digital Video Recorder during last 03 (three) years, as on the date of bid opening.

6.3The average annual financial turnover of the bidder in the preceding three (03) financial years i.e. 2011-12 2012-13 & 2013-14 shall be not less than Rs. 123.48 Lacs.

6.4Bidder should have successfully executed during the last seven (07) years, as on the date of bid opening either of the following :-

One similar work valuing not less than Rs. 24.70 Lacs.

Two similar work valuing not less than Rs. 15.43 Lacs each.

Three similar work valuing not less than Rs. 12.35 Lacs each.

NOTE:

(i)The term “similar work” mentioned in the above para means “Supply and installation of IP Camera, CCTV, Digital Video recorder.

(ii)Other income shall not be considered for arising at annual turnover.
