II SPECIAL INSTRUCTION

(A)Introduction:

Construction of Toilet blocks in Various Govt. schools in the district of Sundargarh, Odisha , under “Swachha Bharat Abhiyan” launched by Honorable Prime Minister, is being taken up by NTPC Limited, Darlipali Super Thermal Power Project. To meet the required commitment in specified time, wider participation and better resource mobilization the total work assigned to NTPC Darlipali STPP has been arranged in 10 different packages . The detail of the packages is as tabulated below:

(B) MODALITIES OF TENDERING, EVALUATION & AWARD OF PACKAGE:

For better mobilization of resources , only one package would be awarded to any one bidder. However NTPC reserves the right to award more than one package to any one bidder if the situation demands so as detailed below.

(a)EVALUATION & AWARD PROCEDURE:

1.Bidder may quote for one or more than one or all the ten packages as above, with submission of

Earnest Money Deposit(EMD)/Bid Security as deliberated at Para (b), Below

2.Individual package would be awarded to the lowest evaluated (L-1) bidder of the respective package.

3.If a bidder turns out to be the lowest acceptable bidder (L1) in more than one package, the said bidder will have the option of selecting one of those packages for outright award to him. A certification regarding preference of package/NIT/Bid Invitation is to be submitted as per the format enclosed in the bid document.

4.For the balance packages(Say X) {wherein the L-1 bidder of package X has already been considered for award of ONE package(earlier as per their preference)} , next acceptable lower bidder (L2 of package X) will be given chance to offer suitable discount to match price with the lowest bid{L-1 quoted value of package X} for award of the package (X) and the package will be awarded to the said L-2 bidder, only against the requisite discount, to match the L-1 package value quoted in the package (X) referred. Otherwise next acceptable lower bidder (L3) will be given the opportunity and the process will be repeated sequentially with other lower acceptable bidders till its award. If the process fails, original L1 bidder may be considered for award of the package purely at the discretion of NTPC to award or retender the case.

5.In the process at clause 4 above, when a package is considered for award to a bidder(say Y) who was NOT the L-1 quoted bidder for that particular package, the offer of the said bidder(Y) will not be considered in the subsequent/another process stated clause 4 above , for any other package to uphold the intent of one package to one bidder.

6.In the event of consideration of award of more than one packages to the same bidder, financial parameters specified in para 2 (Average Annual Turn Over) of the QR of each of the individual packages under consideration will be added to arrive at revised QR to determine qualifying requirements. Number of additional packages to be awarded will be limited to such numbers as those permissible as per the revised QR thus arrived only if the bidder deposits additional bid security demanded by the tender committee within 7 days of intimation.

(b)EARNEST MONEY DEPOSIT(EMD)/BID SECURITY:

In line with the philosophy of evaluation & award as deliberated above, deposit of bid security/EMD for bidding is limited to only one bid security requirement of the biggest package, the bidder is quoting for.

The intending bidder have to submit the EMD REQUIREMENT as tabulated above for the highest valued package, in acceptable form (except the case where the said bidder is exempted) as detailed in Instruction to Bidder(ITB), for any number of bids they are Quoting.

For example- a bidder who wishes to participate in packages at Sl No. 2,4,6,7,8 & 9 will only have to deposit EMD valued at Rs 3.94 Lakhs in acceptable form (except the case where the said bidder is exempted) as detailed in Instruction to Bidder(ITB)

CCapable bidders willing to take up more than one package are required to submit their credentials accordingly for award of additional package(s) although EMD/bid security only to be deposited for the biggest package they are quoting.

D.The intending bidder have to submit a “Letter of Undertaking PART-II” as per format enclosed

in the bid document regarding Unequivocal acceptance to the “MODALITIES OF TENDERING, EVALUATION & AWARD OF PACKAGE” in non judicial Stamp paper prior to bid opening date for the package, failing which the offer may be REJECTED.

III. SCOPE OF WORK :

Construction and two years Maintenance of 71 Girls toilets & 65 Boys toilets in approximately 79 government schools of Lephripara Block of Sundargarh district

IV SALIENT TECHNICAL FEATURE :

Darlipali Super Thermal Power Project (DSTPP) is a Unit of NTPC Limited, in Tangarpali Block under, Sundargarh Sadar Sub-Division of Sundargarh Dist of ORISSA.

NTPC/DSTPP Located North of Raigarh- Jharsuguda NH-200 and is approachable from Gandhi Chowk (near Brajrajnagar) through 15 KMs long single lane village road.

Nearest major Towns : Jharsuguda about 25 KMs, Sundargarh about 28 KMs Nearest Railway Station: Brajrajnagar 20 KMs, Jharsuguda about 25 KMs Nearest Airport : Raipur (Chhattisgarh) 300 KMs, Bhubaneswar 330 KMs PROPOSED CAPACITY

Phase - I: 2 Units each 800 MW - Total 1600 MW

V DETAILS OF WORK

The Construction work shall generally involve excavation & filling, PCC in foundation,FPS brick walls, steel work in Doors, form work & staging, external & internal finishes,cement concrete flooring, ceramic glazed flooring, plumbing & sanitary items etc. as per Bill of Quantity, specifications, drawings and as per instruction of Engineer in Charge(EIC)

The Maintenance work involve washing & moping of toilets, cleaning of water tank, leachpit, incinerator, painting etc as per Bill of Quantity, specifications, and instruction of Engineer in Charge(EIC) for a period of two years

GENERAL TERMS AND CONDITIONS

1.DOCUMENTS TO BE SUBMITTED WITH TECHNICAL BID(to be attached in C Folder):

Legible copies of the following documents duly signed by the authorized representative of the bidder are to be submitted in support of the qualifying requirement along with technical bid.

A)(i) Detailed Award letter / Work Order with bill of quantities (ii) proof of value of work executed as mentioned at (B) below

B)Documentary evidence issued by the employer as proof of value of work executed clearly indicating (i) the executed value of the work and (ii) period (giving start date and end date) during which the work has been executed, in the form of job completion certificate / final deviation order / copies of measurement book (R/A bills). An employer means Government / Large Industrial Organizations / Public Sector Enterprises.

C)Audited balance sheet and profit & loss account of last three financial years ending 31st March 2014 (namely 2011-12 , 2012-13 & 2013-2014).

D)Partnership deed/ affidavit for proprietorship/ certificate of incorporation/ articles of association etc with latest changes, if any.

E)Copy of Power of Attorney of Authorized Signatory (if applicable)

F)The bidder should have independent P.F. code number allotted by Regional Provident Fund Commissioner. Copy of PF code allotted by RPFC must be submitted with technical bid.

G)Copy of Sales Tax registration, Service Tax registration, STCC/TIN & PAN.

H)The bidder should possess Service Tax registration number

I)Certificate of compliance of qualifying parameters.

NTPC if so desire may verify the performance of the bidder from their respective clients.

2.Bids should be submitted by 3.30 pm on 23.12.2014(After 3.30PM on 23.12.2014 system will not allow) and shall be opened online on 24.12.2014 at 10:00 AM , in presence of bidders or their authorised representative who wish to be present.

3.If the last date of receiving application and date of bid submission/ opening coincides with a holiday, the date will be shifted to the next working day.

4.First EMD envelope shall be opened. Technical Bids of bidders who have submitted EMD in acceptable form to NTPC shall be opened online next. If the bidder qualifies as per the QR and terms and conditions of NIT, their price bid shall be opened on on the date to be intimated after evaluation of technical bids.

5.No deviation will be allowed on price basis, period of completion, deduction of security deposit and other statutory deductions. Bids with such deviation shall be considered as non-responsive.

6.NTPC takes no responsibility for any loss/delay/non-receipt of tenders/Requests/EMD/any document sent by post. Offers received late/incomplete are liable for rejection. Sealed bids must be sent at the ‘address for communication’ only.

7.Notwithstanding anything stated above, NTPC reserve the right to assess bidder’s capability and capacity to perform the contract, should the circumstance warrant such assessment in overall interest of the owner.

8.NTPC reserve the right to reject or accept any tender without assigning any reasons thereof.

10.Parties blacklisted / banned by any NTPC Unit / Corporate Centre as well as other Public Sector / Government Agencies are NOT eligible to participate.
