3.0 Bid Security and Integrity Pact (if applicable) shall be submitted in a sealed envelope separately offline by the stipulated bid submission closing date and time at the address given below. Any bid without an acceptable Bid Security and Integrity Pact (if applicable) shall be treated as non-responsive by the employer and shall not be opened.

4.0 A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of the cost of the documents as mentioned above in the form of a crossed account Payee demand draft in favour of NTPC Ltd., Payable at Not Given. or directly through the payment gateway at our SRM Site (https://etender.ntpclakshya.co.in/sap/bc/gui/sap/its/bbpstart). For logging on to the SRM Site, the bidder would require vendor code and SRM user id and password which can be obtained by submitting a questionnaire available at our SRM site as well as at NTPC tender site (www.ntpctender.com). First time users not allotted any vendor code are required to approach NTPC at least three working days prior to Document Sale Close date alongwith duly filled in questionnare for issue of vendor code and SRM user id/password.

5.0 Brief Scope of Work & other specific detail Scope of work, Special terms

& conditions:

SCOPE OF WORK:

Scope of work includes construction of CISF Canteen cum Recreation Center at CISF Colony at Barh STPP.

SPECIAL TERMS AND CONDITIONS:

1)Completion period of the job shall be 04(Four)months. 2)The defect liability period shall be 12(twelve) months.

3)Payment terms: Payment shall be released on monthly RA bill basis on submission of bill by the agency and after statutory compliances .

4)Supply of material,manpower,T&P etc are in the scope of agency so that the job is completed with in scheduled time.

5) Power supply and water supply for the work shall be arranged by agency. However NTPC may consider to provide one no electric point if the work is inside plant,Township & CISF Colony boundary.

6)The agency has to submit field quality plan & the detailed completion programme of work for approval and all works shall be executed as per latest CPWD specification & approved FQP.

7) The rate shall remain firm during the entire tenure of the contract and shall be inclusive of all applicable taxes, duties etc.Service tax wil be Extra.as applicable.

8)Suitable insurance coverage under workman's compensation policy & CAR policy have to be taken by the agency. 9) Cement will be issued on free of cost basis by NTPC .

Reinforcement Stell will be issued on free of cost basis by NTPC. Structural Steel will be issued on free of cost basis by NTPC.

Calculation of the quantity of free issue material will be based on DAR 2012.Agency has to submit BG in favour of NTPC against the cost of free issue material if issued for outside plant boundary.

10)Variation allowed: As per GCC of NTPC.

11) SD: SD shall be recovered from R.A bills as per GCC of NTPC. SD shall be released as per GCC of NTPC.

12)During execution of works watch and ward of all materials including free issue material will be responsibility of Agency. 13)Suitable no of Technical as well as supervisory staff should be deployed by agency during the entire contract period. 14)All BOIs should be procured and must be available at site at least

one month before execution.

6.0 Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents.

7.0 Qualifying Requirements for Bidders:

Qualifying Requirements:

The bidder who wish to participate in the bidding shall satisfactorily establish that they fulfill the following Qualifying Requirements.

1.Bidder should either be a Company Registered under the Companies Act, 1956 or a Partnership/ Proprietorship firm.

2.The bidder should have executed/completed work of building construction as per following criterion within the preceding seven (7) years from the Date of Techno-Commercial Bid opening:

(a)Single Contract of value not less than Rs.17.61 Lakhs .

(b)Two Contracts of value not less than Rs.11.01 Lakhs each .

(c)Three Contracts of value not less than Rs.8.80 Lakhs each.

Note: Executed Work means : Value of actual executed portion of Contract and not the total Contract value. In case of contract under execution as on the date of Techno-Commercial Bid opening, the actual executed portion of the Contract till the date of Techno-Commercial Bid opening duly certified by Owner shall be considered.

3. Financial Criteria:

i). The average annual turnover of the bidder in the preceding three (03) Financial Years as on the date of Techno-Commercial Bid

opening shall not be less than Rs.66.06 Lacs.

ii). In case where audited financial results for the last preceding financial year is not available, certification of Financial Statements from a practicing chartered accountant shall also be acceptable.

Note: Other Income shall not be considered for arriving at annual turnover.

4.Bidder should have valid Provident Fund code Number (PF) & PAN and Service Tax Registration Number.

5.Notwithstanding anything stated above, the Employer reserves the right to assess the Capabilities & Capacity of the bidder to perform the contract, should the circumstances warrant such assessment in overall interest of Employer.

8.0Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.

9.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.
