1.0NTPC Limited (NTPC) is India’s largest thermal power generating company. It was incorporated in 1975 with the objective of planning, promoting and organising the integrated development of thermal power in India. NTPC, designated as one of the ‘Maharatna Public Sector Undertakings’, is poised to become a global giant. NTPC has a present installed capacity of 43,128 MW through 38 Power stations including station operated under Joint Venture Companies in India. NTPC has committed buyers, with generating capacity in each of its Plants allocated to the states in the region of the Plant’s location.

2.0NTPC procures imported coal to mitigate the shortage in supply of domestic coal. In the year 2013-14 NTPC has consumed about 148 MT Indian coal and 10.8 MT imported coal. For the year 2014-15, NTPC is targeting tie-up for imported coal to the tune of 17 MMT.

3.0INTENT:

3.1As the requirement of imported coal for sustaining generation at various power stations of NTPC is likely to continue, it is felt that long term tie-up for imported thermal coal with the interested company (ies)/ firm(s) across the globe may be explored.

3.2It has been envisaged that NTPC may go for long term tie up of imported coal for a period of minimum 5 years. Accordingly, the interested company (ies)/ firm(s) are required to offer long term commitment for off-take from their coal mine production.

3.3The coal required shall be within the range of 4200 GAR to 6000 GAR of Gross Calorific Value.

3.4The interested party may choose any of the following mode for supply of the imported coal

a)On FOR power station basis to various power stations of NTPC located across the country.

b)On CIF basis at specified ports

c)On FOB basis

However, the preference shall be given to mine owners who are able to supply on FOR basis. In case of supply on FOR power station basis, interested party

shall be required to carry out inland transportation through rail for which they may tie up with other companies as per requirement.

3.5As the coal is used for the purpose of blending with the Indian coal for power generation in NTPC’s operating power plants, the total quantity shall be distributed month wise and plant wise as per requirement of power plants informed 03 monthly in advance.

3.6During the operation period, if the supplies are satisfactory to NTPC in terms of quality and quantity and timelines of supply schedule, on the acceptance of mineowner NTPC reserves the right to exercise the option to acquire 26% stake in the mine after carrying out the necessary due diligence.

4.0WHO CAN SUBMIT THE PROPOSAL

4.1Company(ies) / firm(s) having operating coal mine(s) outside India.

5.0The interested agency is required to furnish the following as a part of EOI:

Proposal for offer of long term off-take from coal mine production to NTPC

Details of organization

Financials

Details of Operating mines including

o Production Capacity, actual production in last 5 years, and production schedule for the offer period

o Total mineable reserves and leftout reserves as per JORC report o Logistics arrangement

Connectivity to Port,

Port handling Capacity

Availability of jetty and barging facilities

Quality parameters

6.0GENERAL INFORMATION & CONDITIONS

6.1All the information requested shall be furnished in English only. If any of the information is in a different language then translation of the same is to be enclosed.

6.2All costs and expenses associated with submission of the EOI shall be borne by the bidders submitting the EOI and NTPC will have no liability in any manner in this regard.

6.3NTPC reserves the right to seek additional information from prospective parties who respond to this EOI including detailed presentation of their proposal subsequent to submission of EOI. Additional information/proofs required if any by NTPC shall be furnished by the concerned party when called for.

7.0DISCALIMER:

Parties may note this is not part of bidding process and mere submission of EOI and/or submission of additional information does not automatically entitle them to claim for qualification and/or any other right in any way.

8.0NTPC reserves the right, solely at its discretion to modify or issue another EOI at a later date without assigning any reason whatsoever. NTPC may also decide to terminate the process for any reason whatsoever without any liability to it.

9.0This Detailed Invitation for Expression of Interest alongwith complete set of attachments to be submitted along with Expression of Interest can be downloaded at free of cost from http://www.ntpctender.com on registration.

10.0The interested organizations are requested to submit their proposal furnishing the above details latest by 15.00 hrs on 02.12.2014 in an envelope duly super scribed “ Expression of Interest for long term tie-up of imported coal by NTPC Limited, India” and addressed to :
