bidder would require

vendor code and SRM user id and password which can be obtained

by submitting a questionnaire

available at our SRM

site as well as at NTPC tender site (www.ntpctender.com). First time users not

allotted any vendor code are required to

approach NTPC at least three working days prior to Document Sale

5.0 Brief Scope of Work & other specific detail

Detailed Scope of work is given in Service Specification:

SPECIAL TERMS AND CONDITIONS:

1.

After award of contract, contractor

has to submit the required documents like labor license,ESI ,PF document etc.

before commencement of the work. The contractor must comply all the statutory requirements.

 

 

 

 

 

2.

Depending upon availability, permit

will be given to the contractor. However, contractor shall not have any claim for

any idle manpower due to delay or non-availability of permits.

 

 

 

 

 

 

 

 

3.

Either contractor or his representative has to report to engineer- in -charge at 09 AM daily for work co-ordination.

4.

Period of work is "two year" . If

required the

contract can be extended

for

three months

or

it

can be

short closed

at the discretion of NTPC.

 

 

 

 

 

 

 

 

 

 

 

5.

Total quantity in the schedules is

only

tentative

and any deviation from

the

above

has

to

be

carried

out

by the

contractor.

 

 

 

 

 

 

 

 

 

 

 

6.

The works shown in scope of work

are

only broad guidelines of scope of

schedule;

however

contractor

has

to carry

out the associated works, which are not specifically mentioned in scope of work, for successful completion of work in totality. However no extra payment will be made for these works.

7. Defect liability period for each item is 1 month (unless & otherwise mentioned in the schedule) i.e. any job failing within 1 month has to be attended free of cost. IN ADDITION If it is observed that the failure is due to the poor

workmanship a penalty of upto

Rs. 2000/- (Two Thousands only) can be levied.

 

 

 

 

8. Contractor should use general purpose welding electrodes of Advani, Oerlicon, Esab, D&H

Modi-arc, and

L&T

make

only. The contractor has to provide general purpose welding electrode required for any work

and NTPC

will

NOT

provide general purpose welding electrode.

 

 

 

 

9. Contractor shall ensure that

the environmental related awareness training has been given to

his

employees

at the

time

of start of new contract and he has to ensure that he and his workers are following the environmental clauses as per annexure-1 and waste management procedure.

10.The contractor must mobilize to take up the work at any time immediately on receipt of intimation.

11.The contractor shall execute the work as per the instructions of NTPC engineer-in-charge to complete the work in the shortest possible time.

12.

Work will have to be done at any time of the day/night including Sundays and holidays, in case of emergency and

as

required depending on plant conditions.

13.The total contract value payable shall be on prorata basis i.e. actual nos. or quantity of the work done.

14.Contractor has to engage FQA certified welders.

15.One or more than one jobs may have to be carried out simultaneously.

16.

Contractor

may

have

to shift the material /

spare from

central store,

or BMB

store

or booster

pump

house store

to

job

site.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

17.

Contractor

will

have

to shift the material/spares from the

job site to central stores/workshop for

repairs

and will have

to bring them back to job site as and when required.

 

 

 

 

 

 

 

 

 

 

18.

Contractor is fully responsible for the insurance and safety of his workers and must get all the workers engaged

comprehensively insured.

Necessary safety appliances should be provided to the

workers by the contractor and in the

event of not providing the same, it may be provided by NTPC at contractor's

cost and risk, and the cost will be

recovered from his

bill.

Also contractor shall maintain all the equipments like welding machine and chain

pulley

blocks

etc. in safe working condition.

 

 

 

 

 

 

 

 

 

 

 

19.

The contractor has to arrange welding machines as per requirements of the job as per scope of work.

 

 

 

20.

Qualified

fitter

 

is to

be engaged in carrying out precision jobs like bearing

assembly, alignment

etc. Experienced

pump fitters, riggers are to be engaged for carrying out jobs

on

pumps etc. All electrical

connection

/disconnection

are

to

be

done

by qualified

electrician only.

 

 

 

 

 

 

 

 

 

 

 

21.

Trial run means trial run of the equipment at no load and final trial at full load after the machine is put into actual

service

condition.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

22.

If it is observed that

contractor is trying to avoid executing completely or partially for much lower quoted jobs, the

same shall be carried out at the risk and cost of the contractor.

 

 

 

 

 

 

 

 

 

23.

During the course of validity period of contract, if contractor fails to work within the time frame, the same shall be

carried out by the other

agency on risk and cost of the contractor. On the same

terms and conditions of the contract,

and contractor shall have no right to raise any objection whatsoever the reason may be.

 

 

 

 

 

 

24.

For

schedule

-

(10.20;60,70,90,170,& 260)

payment for

alignment

between

two

couplings will

be

made

to

the

contractor as per quoted rate of schedule -10.200. 25. For overhauling and replacement schedules

(sch. No. 10.10, 10.20,10.60,10.70, 10.80, 10.90,10.140 10.150,10.170,& 10.260) if only overhauling is done / replacement is done, then half of the quoted rate for that schedule will be given to the contractor. HOWEVER if new

equipment's

erection

and

commissioning

is

done

that

full

payment

will

be

done

for

SCH.

10.20,10.60,10.70,10.90,10.170,10.260 and for

rest it will be half of quoted rates. Similarly for

overhauling

and testing

of hoist (SCH. 10.190), half of the quoted rate

will be given to the contractor if only Servicing or testing is done.

26.

Any modification / improvement work in

booster pump house equipments/ systems will be covered in this

contract

and payment for this work will be done according to respective schedule. In schedule 10.240 pro -rata payment

will be

given for other

sizes.

 

 

 

 

 

 

 

 

 

 

 

 

 

27.

Schedule No. 10.50, 10.170, 10.120, 10.140, 10.150, 10.200 and 10.210 may be required to be operated for

maintenance in Pump Houses for fugitive dust

suppression

system

at Dhanras dyke

in addition

to

maintenance

work in

BPH.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

28.

Contractor has to pay bonus,EL and payment towards holidays along with the monthly wages.

 

 

 

 

29.

The contractor must

get saving bank accounts opened for all the workers

engaged

in the

job

after the commencement

of the contract. The contractor must make wage payment to the workers through their SB accounts and produce the

evidence for the

same.

 

30. Contractor will be fully responsible for insurance and safety

of his workers & should abide by all rules & regulations

as per

factory

act. Contractor must have ESI registration code/ number allotted by RD, ESIC. The contractor must

comply

with the

provisions of ESI act in addition to other labor

laws as per applicability.

31.All the workers should possess valid photo passes issued by CISF. The contractor shall get bio-data of all workers verified by local police.

32.Penalty:

a. Contractor's supervisor should be on the job till work continues; otherwise a penalty of Rs. 500/- will be imposed for each day.

b. Contractor or his representative should posses# local P&T or Mobile telephone. After receiving information to attend

any emergency breakdown at any time on any day, the party has

to mobilize the required resources within 02 hrs. For

carrying out the job,

failing which a penalty of Rs. 1000/- will be

imposed for

each occasion.

c.

After completion

of work all scrap (including damaged nuts, bolts, rubber,

gaskets etc.) Is to be collected and stored

in the designated area near site office at booster pump house and later on to be returned in the central stores. Whenever

instructed

by

engr. In-charge, contractor must mobilize

for returning the scrap in central stores within 03 days, otherwise

a penalty

of

Rs. 500/- per occasion will be imposed.

This clause is applicable to all schedules.

d. All items issued/given to the contractor should be kept in safe custody. In case of missing / damage in spares due to

improper

handling, improper

fitting etc.

Recoveries will be made from the contractor's bill @ 1.3 times of PSL rate.

e. Contractor must be ready

to arrange welding set as and when required depending upon the type of job. Penalty shall

be

imposed in

case

of non-availability

of Welding set if required @ Rs. 500/- per day.

 

f.

If

the contractor

fails

to provide T&Ps., resources or safety equipments as mentioned below then a deduction of

Rs. 100/-

per

labor

on

each

occasion shall be levied.

 

g. If contractor or his workmen are not following

safety rules, a penalty of rs.500/- per occasion shall be

levied.

i.

Penalty for poor mobilization of resources for planned work of Rs. 1000/- per day and for non-mobilization of Rs.

2000/- per day will be imposed.

 

 

 

33. NTPC inputs: (free of cost).

 

 

 

a.

Consumable

like,

special

electrodes,

hard facing electrodes, diesel, grease, fasteners, gaskets, pipe

fittings, gland

packing, nut bolts, lapping

paste, hold tite, emery paper, cotton waste, adhesives, putty, Teflon tapes,

etc.

b. Steel required for preparation of stand,

special

pullers, fixtures etc. .

 

c.

Ms Plates, ms angles, gratings, cement for basalt liners, scaffolding pipes, planks, scaffolding clamps etc.

d.

All spares required like bearings, shaft, gland packing, and impeller etc.

 

e.

Electricity at

standard

points at booster

pump house will be provided free of cost.

 

f.Pipes for tripod on returnable basis.

g.Fire hoses with nozzles as per requirement.

34. Contractor#s input.

a.Sufficient no. of experienced man power like fitter, rigger, supervisor, welder, helper.

b.All T&P required including pulling and lifting machines, arrangement of fixtures.

c. Gas cutting set along with oxygen and Industrial gas cylinders - 2 sets, welding transformer with accessories-2 no. and

welding generator with accessories- 2 no. out of these 01 set will

be used by the manpower supplied by

contractor in

SCH. 10.160 and contractor will provide the gas required for the cutting set &

general Purpose

Welding

rods as

per

special terms & conditions clause no.-8.

 

 

 

 

 

 

 

 

 

d. Lifting tackles like chain pulley blocks of

required capacity, slings, D-shackles, pulling and lifting

machines, GQ-4

and

FF-2, AG-7 grinders, hydraulic/screw jacks (10 T, 50T, 5T capacity), pulleys, drill

machines, ratchet chain hoist 1.5T to

2T capacity. M12, M16, 3/8" & 1" BSP tap sets, spanners, slide wrench, pipe wrench, pullers etc.

 

 

 

e. All safety appliances such as helmets, shoes, safety belts etc. All

safety rules to

be strictly followed by the contractor.

f. Dial gauges, feeler gauge, vernier caliper, micrometer, magnet base, alignment fixtures, master

level etc.

 

 

g. Contractor should use T&P's in good condition and it should be

tested

one.

 

 

 

 

 

 

h. Paint brush, wire brush, containers,asbestos hand gloves, copper rod and

buffing

machine

with

wheel.

 

 

i. Truck as and when required for transport

of material from central

store / plant to booster

pump house and

vice-versa.

j. Contractor should nominate a person who

will be acting as safety supervisor to

ensure safety of man & material. All

the workmen during duty should be well fitted with good quality safety shoe and helmet without any fail.

 

 

(35) All bought out items in the scope of

contractors (like Gas,

Electrode etc.)

are to

be taken inside

BPH strictly

through Purchase Invoices instead of letter heads and should maintain record for review. Contractor should maintain site register for all material received.

(36)All brought out items related to the work are to be taken inside BPH through BPH gate with due signature of CISF personnel.

(37)PRICE ESCALATION CLAUSE:-Awarded rates will be the base rate, formula applicable for cost escalation due to minimum wage revision in future will be as follows.

PRICE VARIATION Formula:- On Increase/Decrease in minimum wages of USW by the Govt. of India/the appropriate

Govt. as

circulated by IR section of

NTPC,revision of contract value/rate shall be allowed as per following formula

subjected

to maximum limit is 12 % of

contract value.:-

E1=E0(0.25+0.75W1/W0).

 

E1= REVISED VALUE.

 

E0= AWARDED VALUE.

 

W1= REVISED MINIMUM WAGES OF UN-SKILLED WORKER.

W0= MINIMUM WAGES OF UN-SKILLED WORKE( as on DATE OF AWARD. Overall ceiling limit for escalation

value is 12% of contract value).

 

 

6.0

Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of

bidding documents.

 

 

7.0

Qualifying Requirements for Bidders:

 

 

QUALIFYING REQUIREMENTS [QR]:

 

 

1.0

The bidder should have successfully executed the work of mechanical erection/mechanical maintenance/mechanical

overhauling in ash handling /off site / boiler/ turbine in

any thermal power plant of

200 MW & above size units during

the

last seven (07) years ending with the last date of the

month preceding the month

of publication of NIT in :

a)Single order of value not less than Rs. 46 Lakh [Rupees Forty Six Lakh].

or

b)Two order of value not less than Rs. 28 Lakh [Rupees Twenty Eight Lakh] each.

or

c)Three order of value not less than Rs. 23 Lakh [Rupees Twenty Three Lakh] each.

The work / order executed means the bidder should have achieved the criterion

specified in the QR, even if the total

contract is not completed / closed. In case of contracts under execution as on last

date of the month preceding the month

of publication of NIT, the value of work executed till such date will be considered provided the same is certified by the employer.

1.1Financial Criteria

The average annual turnover of the bidder in the preceding three (3) financial years as on the last date of the month preceding the month of publication of NIT shall not be less than Rs.28.48 Lakh (Rupees Twenty Eight Lakh and Forty Eight Thousand Only].

i) While computing the annual turn over, other income shall not be considered.

ii)

In case where audited

results

for the last preceding financial year are

not available, certification of financial

statements from a practicing

Chartered

Accountant shall be considered acceptable.

 

2.0The bidder shall have to submit the following documents in support of meeting the QR along with their bid:

2.1The bidder to submit documentary evidence in support of Clause 1.0 of QR.

2.2Copies of audited balance sheet and profit & loss account for the preceding three (3) financial years in support of Clause 1.1 of QR.

3.0 Notwithstanding anything

stated above, the Owner reserves the right to assess the capabilities and capacity of the

Bidder / his collaborators / associates

/ subsidiaries / group companies to perform the contract, should the circumstance

warrant such assessment in the

overall

interest of the Employer.

8.0Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.

9.0NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without

assigning any reason whatsoever and in such case no bidder/intending bidder shall have

any claim arising out of such

action.
