1.0NTPC invites on-line bids from eligible Bidders for aforesaid package, as per the scope of work briefly mentioned hereinafter:

3.0 Bid Security and Integrity Pact (if applicable) shall be submitted in a sealed envelope separately offline by the stipulated bid submission closing date and time at the address given below. Any bid without an acceptable Bid Security and Integrity Pact (if applicable) shall be treated as non-responsive by the employer and shall not be opened.

4.0 A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of the cost of the documents as mentioned above in the form of a crossed account Payee demand draft in favour of NTPC Ltd., Payable at Not Given. or directly through the payment gateway at our SRM Site (https://etender.ntpclakshya.co.in/sap/bc/gui/sap/its/bbpstart). For logging on to the SRM Site, the bidder would require vendor code and SRM user id and password which can be obtained by submitting a questionnaire available at our SRM site as well as at NTPC tender site (www.ntpctender.com). First time users not allotted any vendor code are required to approach NTPC at least three working days prior to Document Sale Close date alongwith duly filled in questionnare for issue of vendor code and SRM user id/password.

5.0 Brief Scope of Work & other specific detail SCOPE OF WORK (40027737)

1. THE SCOPE OF WORK INVOLVES PROVIDING RADIOGRAPHY SERVICES FOR NDT TESTING OF SG PRESSURE PART, BOILER TUBES, TG PIPING AND ALL TYPE OF FIELD WELDED JOINTS OF ALL SIZES AND TYPES, DEVELOPING OF FILM, NTERPRETATION OF THE SAME AND SUBMISSION OF RESULTS AT THE EARLIEST AFTER TAKING RADIOGRAPHY & IDENTIFICATION MARKING OF DEFECTS ON JOBS FOR TAKING UP REPAIRS IMMEDIATELY.

2. THE COMPLETION PERIOD OF WORK IS 2 YEARS. THE RATES WILL REMAIN FIRM AND NO ESCALATION WILL BE PAID DURING THE CONTRACT PERIOD.

3.IN CASE OF ANY DEFECTS IN THE DEVELOPING FILM, WHERE INTERPRETATION OF FILM IS NOT POSSIBLE, THE CONTRACTOR SHALL ARRANGE FOR RE-RADIOGRAPHY AT HIS OWN COST.

4.NTPC SHALL PROVIDE SPACE FOR DEVELOPING OF FILM IN THE FORM OF DARK-ROOM WITH WATER AND POWER SUPPLY AT ONE POINT FREE OF COST.

5.NTPC SHALL ARRANGE ACCESSIBILITY TO AREAS FOR RADIOGRAPHY OF JOINTS AS REQUIRED FOR WORKING IN THE AREA.

6.FOR 2ND REQUIRED SOURCE / CAMERA (FOR ITEM NO. 4 IN BOQ) NO SEPARATE ACCOMMODATION WILL BE PROVIDED. THE RATE WILL BE PER DAY THAT IS 24 HOURS WORKING. THE AGENCY SHOULD ARRANGE SEPARATE RADIOGRAPHER AND HELPER FOR RADIOGRAPHY WITH 2ND SOURCE / CAMERA.

7.QUANTITY INDICATED IN THE BOQ IS TENTATIVE ONLY. NTPC DOES NOT GUARANTEE MINIMUM QUANTUM OF WORK DURING THE CONTRACT PERIOD. IT MAY INCREASE OR DECREASE DURING THE CONTRACT. PAYMENT WILL BE MADE ON PRO RATE BASIS FOR THE WORK EXECUTED AS ACTUALS.

8.R. A. BILL SHALL BE PAID AS PER ACTUAL QUANTITY OF WORK EXECUTED ON SUBMISSION OF BILL BY THE PARTY.

9.DEFECT LIABILITY SHALL BE NIL.

10.THE AGENCY HAS TO TAKE "NO DUES CERTIFICATE". BEFORE RAISING THE FINAL BILL FROM ENGINEER-IN-CHARGE. ALL OTHER TERMS & CONDITIONS SHALL BE APPLICABLE AS PER GCC OF CIVIL WORK OF NTPC.

11.BIDDER SHOULD SUBMIT THEIR ORGANISATIONAL SETUP AND SUPERVISION ARRANGEMENT TO ENSURE QUALITY OF WORK, AND LIST OF RADIOGRAPHY SOURCES ACQUIRED FROM BARC ON THEIR NAME TO ACCESS THE CAPABILITY OF BIDDER BY OWNER.

Providing radiography services (for NDT testing) for ascertaining the quality of weld for tubes of all types (90mm below dia.) including supply of service film, manpower, camera and required accessories, consumables, complete and as per instruction of engineer-in-charges as per scope of work, terms & conditions for tubes film size length upto 4" and width 4".

Hire charges of complete unit with 1 no. camera, radio-isotope and certified personnel to carry out job as per scope of work and terms & conditions.

Providing radiography service (for NDT testing) for ascertaining the quality of various welded field joints of all type and of any size including supply of service film (4"width) manpower, camera and required accessories consumables complete as per instruction of engineer in charge & as per scope of work, terms and condition.

Item No. : FQFLI00GN352:

Providing 01 no. Additional radiography camera (2nd source) with source of adequate strength (minimum 10 curie) with all accessories certified radiographer & 1 no. Helper to carryout radiography at various location and elevation in plant area.Films & chemicals are to be supplied as per BOQ Sl. No. 10.10 & 10.30.

Terms & Conditions

1.The contractor shall keep available source of sufficient strength all the time. The source should be replaced immediately after decay upto 4 curie. All T&P, chemical, film and other items in sufficient quantities for radiography and interpretation of radiographic films for complete execution will be in bidders scope.

2. During overhauling period i.e. April to October or as scheduled, the source strength to be maintained, 10 curie or more.

3.The agency shall deploy camera as per latest revised guidelines of BARC and shall keep the camera in working condition at site throughout the contract period all the time.

4.NTPC will provide a source pit room in plant premises, where approval of BARC for storage in pit is to be obtained by Agency.

5.The agency shall deploy 1 no. Radiographer (BARC approved) and 1 no. helper during the contract period. Radiographer shall have film badges approved by BARC. The agency shall be required to increase manpower if the work load increases. The persons deployed may have to assist engineer-in-charge in NDT office work and other areas of work as required and advised by engineer-in-charge from time to time.

6.The agency has to arrange accomodation for his team at his own cost however NTPC may provide accomodation on chargeable basis if available.

7.The job is required to be carried out during any time in 365 / 366 days of a year. Party has to arrange tranportation of man and materials on his own cost.

8.During contract period if any employees goes on leave or he is sick the agency shall provide suitable replacement immediately.

9. The agency shall be responsible for security of their source in the plant or during movement of camera at site. 10.The agency must be submit source movement authorisation for NTPC Unchahar site from BARC before start of work.

11.The agency shall have calibrated survey meter at Unchahar site.

12.The agency shall strictly:

Observe labour laws and contractor liability as detailed in NIT for minimum wage and compensation act.

13.The provision of provident fund shall be applicable in the execution of the work for providing provident fund benefit and arrange to deposit the employers contribution as applicable along with the employees contribution to the provident fund of respective employees and furnish the documentary evidence of the above effect on quarterly basis.

14.The agency shall arrange to submit a copy of insurance cover under workman compensation act for all employees working in this contract.

15.All payments towards above liability should be included in the quoted bid price, no separate payment will be made on this account.

16.The agency shall provide all safety gadgets (helmet, Safety Belt) to the workers to be deployed against this contract, at his own cost before commencement of jobs.

17.The payment for second source(camera)will be made from the date when the source enters the plant premises.

18.The agency shall provide second source (Camera) on a prior notice period of one week, failing which penalty may be imposed on proportionate basis.

19.The party shall comply all legal aspects as prescribed by BARC for radiography.

6.0 Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents.

7.0Qualifying Requirements for Bidders:

a)The bidder should have the experience of radiography work with high curie sources (> 5Ci)

b)The bidder must have executed similar work ( as per above para) during last seven (7) years ending last day of the month previous to the date of NIT in which applications are invited as either of the following :-

(i)One similar executed work costing not less than Rs. 16.00 lacs. OR

(ii)Two similar executed works costing not less than Rs.10.00 lacs each. OR

(iii)Three similar executed works costing not less than Rs.8.00 lacs each.

c)The average annual turnover of the bidder in the three preceding completed financial years, as on the date of bid opening shall not be less than Rs. 10.00 lacs.

8.0Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.

9.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.
