3.0 Bid Security and Integrity Pact (if applicable) shall be submitted in a sealed envelope separately offline by the stipulated bid submission closing date and time at the address given below. Any bid without an acceptable Bid Security and Integrity Pact (if applicable) shall be treated as non-responsive by the employer and shall not be opened.

4.0 A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of the cost of the documents as mentioned above in the form of a crossed account Payee demand draft in favour of NTPC Ltd., Payable at DISTT. BILASPUR or directly through the payment gateway at our SRM Site (https://etender.ntpclakshya.co.in/sap/bc/gui/sap/its/bbpstart). For logging on to the SRM Site, the bidder would require vendor code and SRM user id and password which can be obtained by submitting a questionnaire available at our SRM site as well as at NTPC tender site (www.ntpctender.com). First time users not allotted any vendor code are required to approach NTPC at least three working days prior to Document Sale Close date alongwith duly filled in questionnare for issue of vendor code and SRM user id/password.

5.0Brief Scope of Work & other specific detail

The package covers supply, installation,training, testing and integrated commissioning of complete seismic observatory system with six unmanned remote sensing stations connected to central recording stations complete with VSAT Telemetry system, data acquisition system and PC based recording and analysis software and furnishing of spares as per specifications and scope defined in the bidding documents.

6.0 Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents.

7.0Qualifying Requirements for Bidders:

7.0 QUALIFYING REQUIREMENT FOR BIDDERS

In addition to the requirements stipulated in Section ITB (Instructions to Bidder), the following shall also apply:

7.1.0 Technical Criteria

The Bidder should have successfully completed/ executed either of the following works during the last 07 (seven) years reckoned from the date of bid opening:

#One Similar completed/ executed work costing not less than INR 202.00 Lakhs. Or

#Two Similar completed/ executed works costing not less than INR 126.00 Lakhs. Or

#Three Similar completed/ executed works costing not less than INR 101.00 Lakhs.

Similar work means #The bidder should have supplied, installed and commissioned seismic observatories with VSAT Telemetry network communication facilities having minimum three stations with operating software. The above system should be in successful operation for at least two years as on date of bid opening#.

7.1.1 In case the bidder have adequate facility for maintenance of seismic instruments for seismic observatory stations in India and does not meet the criteria at 7.1.0 above, he can also participate provided he associates with party who meets the criteria at 7.1.0 above.

In such a case, the bidder shall furnish an undertaking, jointly executed by him and his associates for satisfactory execution of subject work as per NTPC format enclosed in bid documents. This joint deed of undertaking shall be submitted along with the bid, failing which the bidder may be disqualified and his bid shall be rejected. In case of award, the associates will be required to furnish an on-demand bank guarantee as per format enclosed with the bid documents for a value equal to 5.0% of the total contract price in addition to the Performance Security to be furnished by the bidder.

7.2.0Financial Criteria

7.2.1Financial criteria for Bidder

7.2.1 The average annual turnover of the bidder in the preceding three (03) financial years as on date of bid opening shall not be less than INR 252.18 Lakhs.

8.0Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.

9.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the Invitation For Bids (IFB) for the subject package without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.
