INVITATION FOR BIDS / NOTICE INVITING TENDER (NIT)

FOR

Running and Maintenance of Employees Messas well as Transit Camp at Sonenagar & Transit Camp at Patna

(Domestic Competitive Bidding)

1.0 NPGC invites off-line bids from eligible Bidders for aforesaid package, as per the scope of work briefly mentioned hereinafter.

2.0 Brief Scope of Work & other Specific details:

Running and Maintenance of Employees mess, Transit Camp at Sonenagar & Transit Camp at Patna.

3.0 BENEFITS/EXEMPTION TO SUPPLIES: NIL

4.0 Detailed specification, scope of work and terms & conditions are given in the bidding documents, which are available for examination and sale at the address given below and as per the following schedule:

5.0 Bid Security / EMD is to be paid in the form of Bankers Cheque / Demand Draft drawn in favour of “Nabinagar Power Generating Co. Pvt. Ltd.” Payable at “Barun, DISTRICT: Aurangabad, Bihar”.

An irrevocable Bank Guarantee of any Nationalised or Scheduled Bank* in favour of Nabinagar Power Generating Co. Pvt. Ltd., as per NPGC pro-forma shall also be accepted as Bid Security / EMD. Pro-forma of the Bank Guarantee given in bid documents.

5.1 Bid Security and “No Deviation Certificate” shall be submitted in sealed envelopes separately offline by the stipulated bid submission closing date and time at the address given below. Any bid without an acceptable Bid Security shall be treated as non-responsive by the employer and shall not be opened. All credentials, filled up formats & supporting documents as asked by NPGC are to be submitted as attachments with the bid.

EMD / Bid Security of inadequate-value / unacceptable form shall not be entertained and such bids shall not be opened.

6.0 A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of the cost of the documents as mentioned above in the form of a crossed account payee demand draft in favour of “Nabinagar Power Generating Co. Pvt. Ltd.” Payable at “Barun, DISTRICT: Aurangabad, Bihar” or directly through the payment gateway at NTPC Website www.ntpctender.com. For logging on to the website, the bidder would require User ID and Password which can be generated by him at the site (www.ntpctender.com) by registering.

7.0 a) MSME / Small Scale Industries registered for similar work with the National Small Scale Industries Corporation shall be exempted from payment of tender cost / Earnest Money Deposit. SSI units registered with Bihar State SSIC are also entitled for exemption of EMD / Tender Cost. Such parties can send the request for Tender Documents along with self attested copy of certificates.

b) MSME / Small Scale Industries (SSI) registered with National Small Scale Industries Corporation (NSIC) or Directorate of Industries, Bihar State shall be exempted from payment of Security Deposit up to the monetary limit for which the unit is registered with NSIC / Bihar State Directorate of Industries.

c) Tenderers seeking exemption should enclose a photocopy of valid Registration Certificate giving details such as validity, stores and monetary limits to the Package Coordinator / AGM (C&M) at the address given below at least seven working days prior to the last date of tender fee payment for getting the authorization for participating in the tendering

8.0 QUALIFYING REQUIREMENTS:

The Bidder who wishes to participate in the bidding shall satisfactorily establish that he fulfils the Qualifying Requirements stipulated hereunder:

8.1 The Bidder may be a proprietary firm/Partnership firm/ Limited Company/Registered Cooperative Society/ Corporate body legally constituted possessing the required licenses, registrations etc as per law valid at least for 12 months from the date of the opening of tender.

8.2 The bidder must have experience of Running, Maintenance and catering Services of Guest House / Transit Camp / Management Training Institute of Central Govt. Deptts/ PSUs/Large Organizations of repute/ 2 Star (or above star) Hotels for last 3 years ending 31st March 2014.

8.3 Average Annual financial turnover during the last 3 years, ending 31^st March of the previous financial year, should be at least Rs.1109450.00

(# Last three financial years shall mean FY 13-14, FY 12-13 & FY 11-12)

AND

8.4 Experience of having successfully completed similar works during last 7 years ending last day of month previous to the one in which applications are invited should be either of the following:

a) Three similar completed works, each costing not less than the amount equal to Rs.14,79,267.00

OR

b) Two similar completed works, each costing not less than amount equal to Rs.18,49,083.00

OR

c) One similar completed work costing not less than the amount equal to Rs.29,58,533.00

“Similar Completed Works’ means “Running, Maintenance and catering Services of Guest House / Transit Camp / Training Institute of Central Govt. Deptts/ PSUs/Large Organizations of repute/ 2 Star (or above star) Hotels having minimum 08 nos of rooms, during the last seven years”

Note:-

· Further, for completed similar works, agency shall submit copies of work-order along-with successful completion certificate, (TDS if applicable) as a documentary proof, otherwise bid may be summarily rejected.

· The completed cost of the work may be updated @ 8% compounded for each completed year ending March 31’.

· Bidders should attach self attested certificates along with tender on the date of the submission for assessing pre-qualification.

· The Bidder should submit Documentary proof related to minimum requirements as stated above in separate envelop along with the bid.

· It may also be noted that lowest bidder has to produce original certificates for verification before award of the work.

8.5 Bidder shall provide documentary evidence of Service Tax, VAT registration, PF registration, ESIC registration (wherever applicable) and power of attorney at the time of bidding. Necessary registration with local bodies under Shops & Establishment Act or other applicable acts of State / Central Govt. authorities for providing Catering /Guesthouse related activities, if applicable, shall be obtained by the agency before commencement of work and submitted to EIC for verification.

8.6 Bidders shall provide such evidence of their continued eligibility, satisfactory to the Company, as the Company shall reasonably demand any time within the currency of the contract.

8.7 The Bidder shall submit attested copies of original documents defining the constitution or

Legal status, place of registration, and principal place of business; written power of attorney of the signatory of the Bid to commit the Bidder; along with the bid.

9.0 CONTRACT ELIGIBILITY CRITERIA:

Further, the contract eligibility includes the following

9.1 Experience on similar completed works executed during the last seven years; and details like monetary value, clients, proof of successful completion.

9.2 Documentary evidence of adequate financial standing, Certified by Bankers, Audited Profit & Loss A/c and Balance Sheet, Annual turnover in last three years, access to adequate working capital. In case where audited results of last(preceding) financial year is not available, certificate of financial statement from a Chartered Accountant shall also be considered acceptable)

9.3 On the Guest House contract works of NPGCL, the agency shall deploy its own regular employees and no subcontracting, in any form is allowed. Key personnel available and proposed to be engaged for management and supervision of the, Guest House/Transit Camp, their qualifications and experience - Valid certificates by a recognized University, technical Board or Ministry of Government of India would only be taken cognizance of.

9.4 The minimum qualification and experience* of the personnel proposed to be engaged may be as under-

a. Manager - Diploma in Hospitality Management or Hotel Management with min

3 years of experience

OR

Graduate with min 7 years of experience

OR

12th pass with min 10 years of experience.

b. Supervisor - Graduate and min 2 years of experience

OR

12th pass and min 5 years of experience

c. Cook - 8^th Pass and min 5 years experience

d. Bearer - 8^th Pass and min 2 years of experience

e. Sweeper/Cleaner/Housekeeping Staff –Literate (At least should be able to speak and read local languages).

NOTES:

a. *- experience should be in Guest House / Transit Camp / Management Training Institute of Central Govt. Deptts/ PSUs/Large Organizations of repute/ 2 Star (or above star) Hotels

b. Further, the character and antecedent report of the personnel proposed to be engaged should be clean. It shall be the responsibility of the agency to submit to NPGCL, such verification report in respect of the staff proposed to be engaged, from a statutory authority, before deployment of the person on the work.

9.5 Information regarding projects in hand, current litigation, orders regarding exclusion/expulsion or black listing, if any.

Note: Requisite details as above shall be filled in the format of Attachment 3 as provided in the bidding documents.

10.0 Other terms and conditions of tender shall be as contained in Bid Documents.
