1)NTPC invites online bids on Open Tender Single Stage Two Envelop Bidding basis from eligible bidders for “Procurement of ELECTRIC DRIVEN DREDGER ALONG WITH MANDATORY SPARES FOR NTPC/BGTPP 3X250 MW SITE”.

3)Bid Security shall be submitted separately offline in a sealed envelope, which should be super scribed “Procurement of ELECTRIC DRIVEN DREDGER ALONG WITH MANDATORY SPARES FOR NTPC/BGTPP 3X250 MW SITE”, NIT Ref. No. 40026772 due on date: 05.12.2014 from____________________(Name and Address of bidder), on or before technical bid opening date and time at the address given below. Any bid without an acceptable Bid Security (if applicable) shall be treated as non -responsive by the employer and shall not be

opened.

Micro and small Enterprises (MSEs) registered with District Industries Centres or Khadi and Village Industries Commission or Khadi and Village Industries Board or Coir Board or National Small Industries Corporation or Directorate of Handicrafts and Handloom or any other body specified by Ministry of Micro, Small and Medium Enterprises as per MSMED Act 2006 for goods produced and services rendered, shall be exempted from paying Earnest Money Deposit. For exemption towards submission of EMD, above bidder shall have to submit MSE certificate as per MSMED Act 2006 giving details, such as items/services for which registered, validity etc. in the EMD envelope. This should reach us before stipulated Bid Opening date.

Listing /empanelment award or contract without incurring any liability or without any obligation to inform the affected party of the grounds for such decisions.

oIf the last date of receiving application and date of bid opening coincides with a holiday, the date will be shifted to the next working day.

oResponses submitted by Bidders who do not meet the qualifying requirements, or incomplete bids, will be rejected.

oNotwithstanding anything stated above, NTPC reserves the right to assess bidder’s capability and capacity to perform the contract, should the circumstance warrant such assessment in overall interest of the owner.

oThe details given here are only indicative. Other detailed terms and condition shall be as per our tender documents. Interested bidders are advised to visit the site and familiarize themselves with the site conditions.

oParties blacklisted/banned by any NTPC Unit/Corporate Centre as well as other Public sector/Government Agencies are NOT eligible to participate.

5)SCOPE OF WORK

Salient technical features of the equipment/ systems/ services covered in above NIT are mentioned in APPENDIX

– A (attached herewith). These salient technical features as mentioned in APPENDIX – A is only to facilitate the prospective bidders to prima-facie understand the requirements under the tender and shall not in any way limit or alter the scope of work and technical features/ specification of equipment/ systems/ services covered in the bidding documents. Detailed provisions with regard to scope of work and technical features/ specification of equipment/ systems/ services, contained in the bidding document shall be final and binding.

6)QUALIFYING REQUIREMENTS

The Bidder who wishes to participate in the bidding shall satisfactorily establish that they fulfil the following Qualifying Requirements:-

6.1The bidder should have supplied/provided, erected and successfully commissioned Electric driven dredger pumps to any PSUs/ Govt. Agencies/ Reputed Private firms.

6.2The Dredger Pumps should either be supplied by original manufacturer/ partners/ authorized dealers of the original manufacturer and should have a letter of authorization from the original manufacturer.

6.3The average annual financial turnover of the bidder in the preceding three (03) financial years i.e. 2011-12, 2012-13 & 2013-14 shall be not less than Rs. 127.23 Lacs.

6.4The bidder should have successfully executed supply of dredger pump during the last seven (07) years, as on the date of bid opening either of the following :-

Single order value not less than Rs. 33.93 Lakh.

OR

Two orders of value not less than Rs. 25.45 Lakh each.

OR

Three orders of value not less than Rs. 21.20 Lakh each.

NOTE:

(i)Other income shall not be considered for arising at annual turnover.

(ii)The work executed means that the bidder should have achieved the progress specified in the QR even if the total contract is not completed/closed.

(iii)Notwithstanding anything stated above, the Employer reserves the right to assess the capabilities & capacity of the Bidder his collaboration/ subsidiaries/ group of companies to form the contract should the circumstances warrant such assessment in the overall interest of the Employer.

For fulfilling of Qualifying requirements, all the Bidders shall be required to submit the following.

a.Copies of Work Order and corresponding Deployment certificate i.e. Proof of execution of the Work Order.

b.Copies of the financial statements of last three financial years as mentioned in QR indicating the annual turnover.

c.Copies of PAN Number and Service Tax registration No. etc.

The employer also reserves the right to reject any or all bids or cancel/ withdraw the invitation for bids without assigning any reason whatsoever and in such case no bidder/ intending bidder shall have any claim arising out of such action.

APPENDIX-A

Salient Technical Features for Dredger Pump

1.Dredger should be of electric power driven type with couple and control panel. DOL starter for pump & all electrical accessories should be provided.

2.Minimum discharge (slurry) capacity of dredger pump- 100m3/hr.

3.Discharge distance of slurry from dredger point should be 100 to 110 metres.

4.Maximum dredging depth below water level is 5 metres.

5.Maximum size of solid to be handled is 75mm.

6.Minimum delivery head is 10metres of WC.

7.Type of dredger pump is centrifugal.

8.Jetting pump should be of two stage centrifugal type.

9.Floating platform (pontoon) with necessary safety railing all along.

10.Mooring & Manoeuvering equipment with all lifesaving appliances should be provided.

11.Minimum dia. of suction & delivery pipe should be 150NB.
