1.Qualifying Requirements:

The Bidder who wishes to participate in the bidding shall satisfactorily establish that he fulfils the Qualifying Requirements stipulated hereunder:

1.1Technical Criteria

The bidder should have executed internal electrification work of buildings/External electrification work during the last 7(seven) years ending last day of the month previous to bid opening date, with either of the following executed value(s) of the contract(s):

Three orders of value not less than INR 13.92 Lacs each OR

Two orders of value not less than INR 17.40 Lacs each OR

Single order of value not less than INR 27.83 Lacs .

1.2Financial Criteria

The average annual turnover of the Bidder, in the preceding three (3) financial years as on the date of Bid opening shall not be less than INR 46.39 Lacs (Indian Rupees forty six Lacs thirty nine Thousand only)

1. Qualifying Requirements:

The Bidder who wishes to participate in the bidding shall satisfactorily establish that he fulfills the Qualifying Requirements stipulated hereunder:

1.1Technical Criteria

The bidder should have executed internal electrification work of buildings/External electrification work during the last 7(seven) years ending last day of the month previous to bid opening date, with either of the following executed value(s) of the contract(s):

Three orders of value not less than INR 13.52 Lacs each OR

Two orders of value not less than INR 16.90 Lacs each OR

Single order of value not less than INR 27.04 Lacs .

1.2Financial Criteria

The average annual turnover of the Bidder, in the preceding three (3) financial years as on the date of Bid opening shall not be less than INR 45.08 Lacs (Indian Rupees forty five Lacs Eight Thousand only)

1. Qualifying Requirements:

The Bidder who wishes to participate in the bidding shall satisfactorily establish that he fulfills the Qualifying Requirements stipulated hereunder:

1.1Technical Criteria

The bidder should have executed internal electrification work of buildings/External electrification work during the last 7(seven) years ending last day of the month previous to bid opening date, with either of the following executed value(s) of the contract(s):

Three orders of value not less than INR 11.95 Lacs each

OR

Two orders of value not less than INR 14.93 Lacs each

OR

Single order of value not less than INR 23.89 Lacs.

1.2Financial Criteria

The average annual turnover of the Bidder, in the preceding three (3) financial years as on the date of Bid opening shall not be less than INR 39.82 Lacs (Indian Rupees thirty nine Lacs Eighty two Thousand only).

2.0GENERAL CONDITIONS:

2.1Bid Security / EMD is to be paid in the form of Bankers Cheque / Demand Draft drawn in favour of “Nabinagar Power Generating Co. Pvt. Ltd.” Payable at “Barun, DISTRICT: Aurangabad, Bihar”. An irrevocable Bank Guarantee of any Nationalised or Scheduled Bank* in favour of Nabinagar Power Generating Co. Pvt. Ltd., as per NPGC pro-forma shall also be accepted as Bid Security / EMD. Pro-forma of the Bank Guarantee given in bid documents.

2.2Bid Security and “No Deviation Certificate” shall be submitted in sealed envelopes separately offline by the stipulated bid submission closing date and time at the address given below. Any bid without an acceptable Bid Security shall be treated as non- responsive by the employer and shall not be opened. All credential filled up formats & supporting documents as asked by NPGC are to be submitted as attachments with the bid. EMD / Bid Security of inadequate-value / unacceptable form shall not be entertained and such bids shall not be opened.

2.3A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of the cost of the documents as mentioned above in the form of a crossed account payee demand draft in favour of “Nabinagar Power Generating Co. Pvt. Ltd.” Payable at “Barun, DISTRICT: Aurangabad, Bihar” or directly through the payment gateway at NTPC Website www.ntpctender.com. For logging on to the website, the bidder would require User ID and Password which can be generated by him at the site (www.ntpctender.com) by registering.

2.4a) MSME / Small Scale Industries registered for similar work with the National Small Scale Industries Corporation shall be exempted from payment of tender cost / Earnest Money Deposit. SSI units registered with Bihar State SSIC are also entitled for exemption of EMD / Tender Cost. Such parties can send the request for Tender Documents along with self attested copy of certificates.

b)MSME / Small Scale Industries (SSI) registered with National Small Scale Industries Corporation (NSIC) or Directorate of Industries, Bihar State shall be exempted from payment of Security Deposit up to the monetary limit for which the unit is registered with NSIC / Bihar State Directorate of Industries.

c)Tenderers seeking exemption should enclose a photocopy of valid Registration

Certificate giving details such as validity, stores and monetary limits to the Package Coordinator / AGM (C&M) at the address given below at least seven working days prior to the last date of tender fee payment for getting the authorization for participating in the tendering

Notes:

I.Other income shall not be considered for arriving at annual turnover.

II.The word ‘Executed’ means bidder should have achieved the criteria specified in above QR within the preceding seven (07) years period even if the total contract has been started earlier and/or is not completed / closed.

III.In case where audited results for the last preceding financial year are not available, financial statements certified by a practicing Chartered Accountant shall also be considered acceptable.

3.0Notwithstanding anything stated above, the Employer reserves the right to assess the capabilities and capacity of the Bidder to perform the contract, should the

circumstances warrant such assessment in the overall interest of the Employer.

4.0Issuance of Tender Document to any bidder shall not construe that bidders are

considered qualified. The qualification status shall be examined by the Tender Committee during the process of evaluation.

5.0Following credentials are to be submitted by the bidders along with bid documents in support of meeting the qualifying requirement as stipulated for each package.

a)Legible Copies of Award letter with Bill of Quantities of similar nature, job completion certificate, copies of MB (bills/receipts) etc. in proof of value of work executed, clearly indicating the executed value of the work.

b)Audited Balance sheet and Profit & Loss account.

c)Copy of PF code allotted by RPFC.

d)Copy of Sales Tax Registration.

f)Proofs of execution of orders value, turnover and other requirements to meet the QR for the work, as mentioned above.

e)PAN and Service Tax Registration.

#Last three financial years shall mean FY 13-14, FY 12-13 & FY 11-12

6.0Other terms and conditions of tender shall be as contained in Bid Documents.
