3.0 Bid Security and Integrity Pact (if applicable) shall be submitted in a sealed envelope separately offline by the stipulated bid submission closing date and time at the address given below. Any bid without an acceptable Bid Security and Integrity Pact (if applicable) shall be treated as non-responsive by the employer and shall not be opened.

4.0 A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of the cost of the documents as mentioned above in the form of a crossed account Payee demand draft in favour of NTPC Ltd., Payable at Not Given. or directly through the payment gateway at our SRM Site (https://etender.ntpclakshya.co.in/sap/bc/gui/sap/its/bbpstart). For logging on to the SRM Site, the bidder would require vendor code and SRM user id and password which can be obtained by submitting a questionnaire available at our SRM site as well as at NTPC tender site (www.ntpctender.com). First time users not allotted any vendor code are required to approach NTPC at least three working days prior to Document Sale Close date alongwith duly filled in questionnare for issue of vendor code and SRM user id/password.

5.0Brief Scope of Work & other specific detail

Name of the work: Landscaping development of area near GT-IV & V at Barh STPP. Description of Items:

2.1.1 "Earth work in surface excavation not exceeding 30 cm in depth but exceeding 1.5 m in width as well as 10 M2 on plan including disposal of excavated earth upto 50 m and lift upto 1.5 m, disposed soil to be levelled and neatly dressed :2.1.1 All kinds of soil"

2.6.1 "Earth work in excavation by mechanical means (Hydraulic excavator) /manual means over areas (exceeding 30cm in depth. 1.5 m in width as well as 10 M2 on plan) including disposal of excavated earth, lead upto 50m and lift upto 1.5m, disposed earth to be levelled and neatly dressed"

2.25 "Filling available excavated earth (excluding rock) in trenches, plinth,sides of foundations etc. in layers not exceeding 20cm in depth,

consolidating each deposited layer by ramming and watering, lead up to 50 m and lift upto 1.5 m."

4.1.3 "Providing and laying in position cement concrete of specified grade excluding the cost of centering and shuttering - All work up to plinth level : 1:2:4 (1 cement : 2 coarse sand : 4 graded stone aggregate 20 mm nominal size)"

4.1.8 "Providing and laying in position cement concrete of specified grade excluding the cost of centering and shuttering - All work up to plinth level :1:4:8 (1 Cement : 4 coarse sand : 8 graded stone aggregate 40 mm nominal size)"

5.9.1 "Centering and shuttering including strutting, propping etc. and removal of form for : Foundations, footings, bases of columns, etc. for mass concrete"

6.1.2 "Brick work with common burnt clay F.P.S. (non modular) bricks of class designation 7.5 in foundation and plinth in: 6.1.2 Cement mortar 1:6 (1 cement : 6 coarse sand"

13.4.2 12 mm cement plaster of mix : 13.4.2 1:6 (1 cement: 6 coarse sand)

13.5.2 15 mm cement plaster on rough side of single or half brick wall of mix : 13.5.2 1:6 (1 cement: 6 coarse sand)

13.44.1 Finishing walls with water proofing cement paint of required shade : 13.44.1 New work (Two or more coats applied @ 3.84 kg/10 M2)

13.61.1 "Painting with synthetic enamel paint of approved brand and manufacture to give an even shade : 13.61.1 Two or more coats on new work"

16.68 "Providing and laying 60mm thick factory made cement concrete interlocking paver block of M -30 grade made by block making machine with strong vibratory compaction, of approved size, design

& shape, laid in required colour and pattern over and including 50mm thick compacted bed of coarse sand, filling the joints with fine sand etc. all complete as per the direction of Engineer-in-charge"

Scope of work- This includes area dressing and balancing the available earth after levelling and providing brick wall barricading with fabricated grill as per design including painting of wall, grill etc. complete.

Release of payment - Payment shall be released on submission of RA Bills monthly against the work done during the period and after due compliance of statuary requirement and also due quality certificate from site FQA

EIC of the contract - Sr. Manager (O&M-Civil) Contract period # 03 months

Term and condition #

1) Time is the essence of contract and for this contract the time shall be 03 months only.

2)Defect liability period # One year

3)SD shall be deducted as per GCC Special Conditions of Contract-

1)The successful bidder shall submit the Quality plan for approval of FQA Deptt.

2)The work shall be executed in accordance to the approved quality plan, Latest CPWD specification and IS Codes.

3)Contractor or his authorised representative shall attend the O&M Civil office for receiving the instructions and making aware of the work done.

4)Contractor shall provide at least one skilled supervisor at site who shall be well conversant to day to day work and its procedures.

5)All bought out items should be as per relevant CPWD specification / IS codes or as per manufacturers specifications and entry shall be through CISF gate after registering entry.

6)NTPC shall issue the following materials free of cost at NTPC store. The loading , unloading and its transportation up to store shall be within scope of bidder and no payment in this regard shall be tenable at any point of time. The materials are a)cement b) Steel reinforcement c) Structural steel.

7)All necessary tools and plants for the work shall be provided by the contractor at his own cost

8)The contractor shall take all necessary safety measures at work site and suitable penalty shall be imposed against non compliance of safety instructions.

9)No claim towards labour loss will be entertained regarding operational delay of the work.

10)No water supply point shall be provided near the site however the agency may arrange the water required for the work from existing water supply points.

11)No electrical point shall be provided near the site however the agency may arrange the power required for the works like fabrication, erection of Structural steel, Concrete mixer vibrators etc from existing electrical points with proper panel/safety appliances.

12)If any contradictory meaning appears in items description or condition of contract, the decision of EIC shall prevail and will be binding to the agency.

13)All other terms and condition will be as per GCC of civil works.

6.0 Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents.

7.0 Qualifying Requirements for Bidders:

Qualifying Requirements:

1.The Bidder should have executed/ completed work of civil maintenance/ building construction.

2.The average annual turnover of the bidder in the preceding three financial years as on the date of bid opening shall not be less than Rs.33.72 lakhs excluding other income.

3.The bidder should have successfully executed similar work during last seven years as on the date of the bid opening to meet either of the following criteria:-

(a)Three similar work valuing not less than Rs.3.37 Lakh each. OR

(b)Two similar work valuing not less than Rs.4.21 Lakh each.

(c)One similar work valuing not less than Rs.6.74 Lakh.

Note:-

(i)Similar Work Means :- Executing work of Civil Maintenance/ Building Construction.

(ii)Executed Work means:- Value of actually executed portion of an order and not the order value.

In case of purchase order under execution as on date of bid opening, the value actually executed portion of purchase order till date of bid opening duly certified by owner will be considered.

(iii) Not withstanding anything stated above, the employer reserves the right to assess the capabilities & capacity of the bidder/his collaborators/associates/subsidiaries/group companies as case may be to perform the contract, should the circumstances warrant such assessment in over all interest of owner.

4.Bidder should have valid PAN, Provident Fund code number (PF) and Service Tax Registration.

5.The bidder must submit the following documents:

Details of order,proof of execution,audited balance sheet of last three years/ Statement of accounts for last three (03) years duly certified by practicing Chartered Accountant and Service Tax Registration, PAN & PF code to establish their credential in line with the qualifying requirements.

8.0Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.

9.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.
