5.0Brief Scope of Work & other specific detail

Scope of work:

The scope of work shall include:

a) Design, engineering, preparation of necessary drawings, supply, transportation, handling, fabrication, painting, installation, testing and commissioning of 6.6KV line and its associated equipments from Umaran pump house(P/H-2) to

Umaran Ash dyke.

 

 

 

 

 

 

 

 

 

 

b) The transportation of owner issued material from central store/ the place advised by the

EIC

to

the work place

including loading and unloading shall also

be

under the scope of the bidder.

 

 

 

 

 

 

c) Preparation of quality plan for all items

as per

the

technical specifications in

consultation

with

the

EIC

and it's

approval by our FQA department.

 

 

 

 

 

 

 

 

 

 

d) The storage facility for the equipments

procured by

the

vendor/issued by NTPC at

a suitable

location

for

safe

custody

of the material till the completion of the erection work. The responsibility of safety and security of man and material lies with the agency.

Technical Specifications:

 

 

 

 

 

 

S/E of 40mm dia, 3m long MS earthing rod:

 

 

 

 

The 40 mm dia MS rod

shall be pointed at one end and pushed directly into the ground. In other end, suitable

connecting lug shall be welded for bolting the earth strip.

 

 

 

 

a) Every alternate pole has

to be earthed with the help of GI strip (size 25x6mm) connected between MS electrode and

the rail pole. The GI strip

shall be welded/bolted with earth electrode and bolted/welded with the rail pole.

 

b) The welded joint shall

be

painted with red-oxide and zinc-rich paint.

Slag should be

removed

before

applying

anti-corrosive.

 

 

 

 

 

 

c) The earth-strip shall

be

embedded in cement concrete of pole

above ground

level as

per

the site

requirements/instructions of

the

engineer-in-charge.

 

 

 

 

d) No extra payment will be made for any fabrication work.

U/G Laying of XLPE HT cable 3C*150 sqmm

a)A layer of 8cm sand shall be provided before laying the cable as sand cushioning and 17cm of sand shall be provided above cable before placing the protective covering of bricks.

b)The cable should be tested before laying it.

c)

At the time

of installation, aprrox. 3m of surplus cable shall be left on ech terminal end of the cable and each side

of

underground

joints.

d)The width and depth of the trench shall be 35cm and 120cm respectively.

6.6KV Cable upto 400 sqmm Laying in Pipe

a)

Cable shall

be laid in suitable size of GI/CI pipe across the road and pool.

b)Both ends of pipe should be grouted.

c)Cable grips/draw wires, winches etc. may be employed for drawing cable trough pipes.

e) All MS

components used

in fixing the cable shall be either hot dip galvanised or given 2 coats of red-oxide primer

and finished

with 2 coats of

approved Al paint.

S/M HT cable end termination (outdoor) and S/M HT cable end termination (indoor)

a)The Raychem make heat shrinkable cable jointing kit shall be procured by the agency for jointing.

b) Before jointing is commenced all safety precautions like isolation, discharging, earthing, display of caution board at the

location

shall

be ensured.

c)

The

cable

end shall be prepared before end termination as per the instruction manual.

d)

cable end

termination done by experienced cable jointer.

S/E 11 kV stay set(19/20mm dia)

a) Supplying and erection of galvanized stay set for 6.6kV over-head lines complete with 19/20 mm dia * 1.8 metres long stay rod, anchor plate of size 45*45*7.5 cub. Mm thick, thimble, stay clamps, turn buckle(20mm * 600mm),

7/4.00mm dia GI stay wire and 6.6kV strain insulator etc in cement

concrete 1:3:6(1 cement:3 coarse sand: 6 graded

stone aggregate 40mm nominal size) foundation of size 0.28 cub.

metre

including

excavation

and refilling

etc. as

required.

 

 

 

 

 

 

 

 

b) Stay-rod and buckle rod shall be of minimum 19/20 mm dia. galvanized steel rod.

 

 

 

c) Gay starin insulator shall be

fixed at the middle of the stay-wire. It should

be C type.

 

 

d) The cross-section of foundation should be 42*42 sq. cm for the stay-set.

 

 

 

 

 

Erec. of rail poles(10-12m):

 

 

 

 

 

 

 

 

a) The rail pole shall be correctly aligned

after excavation and PCC but

before concreting or back-filling of the pit.

b) Pole shuttering shall be round in shape of 600 mm dia. and 2.0 m high.

 

 

 

 

 

c) Before applying red-oxide paint, scale should be removed by scrapping or

by

brushing

using steel

brush. After

2 coats

of primer, 2 coats of branded

Aluminum

paint should be given.

 

 

 

 

 

 

d)black bitumen paint shall be

applied on

rail pole at bottom portion up

to two

meter prior grouting.

 

e)The loading of poles shall be done only after 1 weeks of proper curing so that failure of foundation shall be avoided. S/E of 6.6kV disc insulators

a)The disc insulator fitting should standard size with rated voltage=12 kV rms, impulse withstand voltage=75kV rms, wet

power frequency withstand voltage=35kV rms and minimum creepage distance=320mm.

b)Porcelain

used in insulators should be homogenous and free from cavities and other imperfections.

c) All iron parts should be hot-dip galvanized and all joints should be air-tight.

S/E of 6.6kV pin insulators

a)

The

disc

insulator fitting should standard size. Porcelain used in insulators should be homogenous and free from

cavities

and

other imperfections.

b)

Glazing

of

porcelain shall be uniform brown colour, free from blisters, burns and similar defects.

c)

Insulators

shall be suitable for heavily polluted atmosphere. Rated voltage=12 kV rms, impulse withstand

voltage=75kV rms, wet power frequency withstand voltage=35kV rms and minimum creepage distance=320mm.

S/E of

6.6kV

lightning arrestors

a) The 6.6KV lightening arrestor shall be employed with each phase at terminals and any other places where specified depending on the local climatic conditions. These shall be mounted on suitable brackets.

b) Suitable earth connections should be provided as per rules. These devices should be connected ahead of fuses(if any) c) An independent earth electrode needs to be provided for each LA. The earth lead (25*5mm GI flat) from the earth electrode to LA should be a continuous and fixed structure insulated with the support structure to avoid multi contacts.

Supply and erection of pole top brackets(75*40mm)

&

Supply and erection of V cross-arms (75*40m)

a)Supplying and erection of channel iron 75*40 sqmm *7.14 kg per metre pole top bracket for single 11kV overhead line conductor complete with 50mm*6mm flat iron clamps, bolts and nuts etc and painting with primer and finish paint with 2

coats of Al paint of standard make.

 

 

b)Supplying of channel iron 75*40 sqmm *7.14 kg

per metre cross-arm for

2 11kV overhead line conductors complete

with 50*50*6 cu. mm angle iron bracket welded

to the channel iron and complete with 50*6 sq. mm MS flat iron

clamps,

bolts and nuts including drilling holes for

insulator pins, bolts and

nuts etc and painting with primer and finish

paint as

required.

 

 

c)For the proper erection of pin-type insulators, pole top brackets need to be erected before-hand with proper alignment. The V-cross arms should be firmly fixed to the structures using adequate number and good quality of fasteners.

Erec. of ACSR conductors(7/3.35mm)( ERCON3.35):

a) Stringing of conductors: Care should be taken while handling ACSR conductors because of its relative softness.

b)The conductor drum should be rotated in the direction of arrow marked on it to avoid damage of conductor. Appropriate tools should be used for the same.

c)During stringing, the standard sag table or chart shall be followed. No kinks should come in any conductor.

d)Binding of conductors: Binding of conductors to insulators shall be sufficiently firm and tight to ensure that no intermittent contacts develop.

e)Jumpers: Jumpers shall be neat and symmetrical to the run of the conductor. These shall be so made as to prevent

occurrence

of fault due

to wind or birds. They should be of same material as the line current conductor and have

adequate

current carrying

capacity.

P/F of 25*5 sqmm GI earth strip

a) The earth strip shall

be connected between earth electrodes and rail poles/structures and welded with earth electrode.

The other

end shall be

fixed with rail poles/structures through nuts and bolts.

b) After

removal of slags from welded joints, red-oxide and black bitumen shall be applied one after another(one coat

each) to

prevent rust.

 

c)The welded joints should have proper Lap length.

d)25*5 mm GI clamps should be used for clamping GI strip with structure/pole at and interval of 1.5 mtrs and on both sides of the bends in addition to the straight run.

I,T&C of 11kV 3-ph GO & DO fuse:

Installation, testing and commissioning of GO/DO fuse:

a) The height of operating handle for GO switch shall be about 1.3m above ground level. The stopper locking facility in off/on positions should be such that it doesn#t open/close by gravity etc.

S&F of HT danger plate(250*200 sqmm)

 

 

a) All supports carrying HT

line shall be fitted with danger plates as

per IS:2551 (With latest

amendments) at the height

of 3 metres from ground. The voltage level of line shall be mentioned on the board.

 

b) The danger notice board should be bilingual. (Hindi and English)

 

 

c) The notice board shall be

firmly fixed with the support structure/rail pole with the help of

2 nos. of clamps made of

25*3 mm GI strip including

S/F of hot dip galvanized nuts, bolts and

washers.

 

S&F of anti-climbing device on poles:

Supply,

carriage

and

fixing of

anti-climbing device on each pole at

the

elevation of

3m

from

the

ground, the

anti-climbing device shall comprise of hot dip galvanized barbed wire of 10m length in each

pole in 1.5m depth and

clamped

at both

ends

by suitable

MS clamp fixed on the pole. The nuts,

bolts

and washers

shall

be hot

dip

galvanized.

GI earth plate electrode (600*600*6 mm thick):

a) Earthing with GI earth plate 600*600*6 mm including accessories and providing masonry enclosure with cover plate

having locking

arrangement and watering

pipe

etc. ( with charcoal or coke and salt) as required should be done around

the

transformer.

 

 

 

b)

Proper testing

of earth resistance value

shall

be carried out.

S&F of cradle type cage guard:

a) The cage guard shall be installed between pole to pole across the road , bridge, canal and pathway crossing carried by same pole supported by 50*50*5 mm MS angle fixed with the help of suitable clamp on pole.

b)Minimum 9 nos. of cage laces shall be provided in each span. The guard wire shall be firmly bonded with the earth wire laid on the top of the pole.

c)Guard wire shall run, not less than 30cm beyond the outermost bare conductor of the configuration in case of 6.6kV lines. The guard wire shall be suitably clamped with support angle at each span.

LT cable laying in open duct (25-400 sq. mm)

a) Cable shall

be laid in a suitable manner ensuring continuity all

through

the

line.

b) All MS components used

in fixing the cable should be either hot dip galvanized or given 2 coats of red-oxide primer

and finished

with 2 coats of

approved Aluminum paint. Fasteners

shall be

of

GI.

LT cable end termination 3*70 sqmm

a)Before jointing is commenced all safety precautions like isolation, discharging, earthing, display of caution board at the location shall be ensured.

b)The kit for making joint will be issued by NTPC. The cable end shall be prepared before end termination as per the instruction manual.

Structural steel work in single section

a) MS steel shall

be provided by NTPC but fabrication of steel structures (support structures of LA, GO, DO,

transformer supports if required, LT MCC channel supports etc.) shall be done by the agency.

b) All bolts, nuts and washers shall be hot-dip galvanized

Installation, testing

and commissioning of transformer

The 6.6/.0415kV 500/630 kVA distribution transformer shall be transported from store to installation site. Placing the

transformer on foundation /structure as the case may be, shall also be carried out

by the agency. Testing &

commissioning shall be carried out by the agency

however Testing equipments shall be made available

by

NTPC on

free

of cost basis. The shifting of testing equipments

to

the location and returning back

to

the

electrical lab shall be under

the scope of agency. The testing of transformer after installation shall be done prior to charging.

 

 

 

 

 

Installation, testing and commissioning of 415V LT MCC

 

 

 

 

 

 

 

 

Loading ,transportation, unloading ,placing on trench foundation, alignment, tagging

with

support

channels,

cleaning,

testing and commissioning of LT MCC as per the site requirement and instruction of

engineer in

charge

shall

be carried

out by the agency. The necessary testing equipments shall be made available by NTPC

free of cost. However, the

shifting to

the location from the electrical

lab &

returning back shall be under the scope of

agency.

 

 

 

 

 

Supply, Installation, testing and commissioning of DOL starter

 

 

 

 

 

 

 

 

The tech.

specification of DOL starter

should

be

matching with the specification

mentioned

against

the

item.

The

installation of DOL

Starter on the wall/steel structure shall be carried out by agency. Necessary testing,

connections/interconnections shall be carried out by the

agency. Fabrication, grouting

of frame at wall, &

repairing

of

wall is in scope of agency.

 

 

 

 

Terms and Conditions

of

the Contract

 

 

 

 

1.Bidder shall bring all

T & Ps required for erection,

testing and commissioning of

6.6kv overhead single

circuit

HT

line, DOL starter and other associated equipments(The testing equipments required for transformer & LT MCC shall be provided by NTPC).The list of T&Ps shall be submitted to IEC before start of work for review.

2.The list of major bought out items along with make etc. shall be prepared and submitted to IEC for approval before procurement. All materials under supply scope of agency shall be standard and NTPC approved.

3.The bought out items shall be inspected and accepted by NTPC before use at site. The test certificate of all major procured items shall be submitted by agency at the time of inspection for review and acceptance.

4.Since the 6.6kv HT line shall be installed outside plant boundary along the discharge channel upto the Umaran Ash Dyke, so due care shall be taken while executing electrical works like stringing, charging etc. The work place shall be cordoned off and danger tags placed. Specially when excavation, pole hoisting etc. is going on.

5.Since

the

work place is outside the plant boundary, the arrangement of the construction power and construction water

shall be

the

responsibility of the agency. However, three phase construction power supply connection will be provided

near Umaran P/H.

6.The construction work of HT line should not damage the existing ash pipelines/discharge channel bunds and also it shouldn't obstruct vehicular movement near the work place.

7.The permission/clearance for the 6.6kV overhead line crossings where ever required shall be obtained by the agency.

8.10-12m rail pole,

ACSR conductors,GO,DO,3 core*150sq.mm HT cable etc shall be issued free of cost for execution

from NTPC central

stores. The agency has to arrange it's own transportation for shifting from NTPC central store/site

to work-place.

 

9.The contract value shall be firm and no escalation will be allowed in any circumstances.

10.The drawings attached are for the tender purpose only. The bidder shall prepare all necessary drawings required for execution of work and same shall be submitted for approval before the start of work.

11.The MS steel used for fabrication work shall be issued by

NTPC free of cost, how ever the transportation shall be in

the scope of agency.

 

12.The time is of essence for the work. Power Supply shall

be made available in time for commissioning of discharge

water pumps. Hence, the work shall be completed within stipulated time period.

13.Defect liability period shall be 12 months from the date of

completion of work.

14.The cement, Concrete, sand/morng(1:3:6) required for completion of work shall be in contractor's scope.

15.Agency shall maintain the record of material which shall be issued by NTPC free of cost and balance material after completion of work shall be returned back to the central store through MRN.

16.The agency has to submit the organisation chart of deployed manpower before the start of work.

17.All the PPEs adequate in number should be made available at the site for the safety of the workers.

18.The agency should submit workman compensation insurance policy to the EIC before commencement of the work.

19.The work shall be carried out as per IE rules,latest revised IS codes and CPWD specifications.

20.The work shall be carried out as per regulation and in best

workmanship.

The supervision of the work shall be

carried out by experienced executives of agency.

 

 

21.The pole span and the clearance shall be decided as per the site

conditions/IE

rules.

22.The necessary documentation for the billable items shall be maintained and the original invoices shall be submitted to the EIC.

23.The agency will have to prepare a L2 schedule in consultation with the EIC for the timely completion of the work. Weekly and monthly progress report of the work shall be submitted to the EIC.

24.GCC of the NTPC shall be applicable for the work.

25.The wage payment to all daily wage workers shall be made

in the first week of every month as per minimum wages

act

and

necessary

record shall

be maintained and submitted to

the EIC.

26.

All

statutory

laws, labour

laws, PF laws, labour insurace

policies shall be complied by agency and no any extra

payment shall be made on account of implementation of above requirements.

27.The contractor should have electrical #A# class Licenses issued by Govt. authority valid on date of bid on date of bid opening..

28.Completion period:- Completion period of the contract:06 months from the date of start of the work.

29.Defect liability period: The defect liability period shall be 12 months reckoned from the date of commissioning of the system.

30. Payment Terms- Progressive payment

@90% of executed value shall be paid against

completed work through RA

Bills. Balance 10 % shall be payable after

successful Testing and commissioning of work.

 

31. Agency shall watch & ward the infrastructure developed by them till the handing over.

 

For free issue material, the agency has

to submit Indemnity Bond of

appropriate value in favour of NTPC in NTPC

prescribed format. In case of theft / loss

of such material, recovery shall

be made @ twice

the value of material.

32. Security Deposit: SD @10% shall be deducted from the running bill of agency limited to 10% of Contract Value.SD amount will only be released after successful completion of Defect Liability period. However, the same may be released on submission of PBG of equivalent amount in favour of NTPC in NTPC format.

9.0NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without

assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.
