bidder would require

vendor code and SRM user id and password which can be obtained

by submitting a questionnaire

available at our SRM

site as well as at NTPC tender site (www.ntpctender.com). First time users not

allotted any vendor code are required to

approach NTPC at least three working days prior to Document Sale

5.0Brief Scope of Work & other specific detail

GRID INTERACTIVE ROOF TOP SOLAR PV PLANT OF COMMULATIVE CAPACITY-120KWp":-

SCOPE OF WORK

 

Scope of work include, but not limited to- Design, engineering,

getting approvals for subsidy from MNRE/ Govt.

authorities, quality surveillance, arranging testing at manufacturer's

works, packing, supply, Loading, unloading, storage,

installation at site, testing & commissioning of Grid Interactive

Solar Photovoltaic System (GISPVS) of cumulative

capacity-120KWp with associated components, including all spares,

tools & tackles, display boards etc., at the roof top

area of Administrative building-(OLD & NEW) of NTPC Ltd., FGUTPP, Unchahar, Distt.- Raebareli, (U.P.) on Turnkey

basis. The Guarantee/ Warrantee of the

entire system for 5 years after successful commissioning shall also be included in

the scope of agency.

 

(A).-SUPPLY PORTION:-

TERMS & CONDITIONS:-

1.- GRID CONNECTED SYSTEM:- Grid-connected Solar PV System feed solar energy directly in to the building loads

without battery storage. Surplus energy,

if any,

will be exported to

the 415 V grid and shortfall, if any, is imported

from the grid.

 

 

 

2.-BOQ:- Agency shall prepare the BOQ

with detail technical specification, quality plan, drawings etc. along with name

of manufacturer duly approved by NTPC

prior to

place the order for

procurement.

3.-APPROVAL FOR LIST OF MANUFACTURERES:- The bidder shall take the approval of list of Reputed/ Standard manufacturers from where the material has planned for procurement for supply of solar PV modules, PCUs/MPPT/Inverters, Mounting Structures, A.C. Distribution Panels, Cables, Switches, MCBs etc. prior to placement of order. For respective items, the supply of whole lot of individual item should be from the same manufacturer and of same Make & Model.

4.-ESSENTIAL MISCELLANEOUS ITEMS:- The other misc. items which are not mentioned in the BOQ, but are

essentially required for the smooth completion of

work, shall be

treated as covered under

the scope

for which no

any

extra amount shall be paid.

 

 

 

 

 

 

5.-QUALITY PLAN:- The quality plan

of each

item shall be

prepared and put up for

approval in

consultation

with

Engineer-in-charge prior to start of the work. The

quality checks

of the materials/ systems

& testing shall be carried out

as per specifications/ approved quality plan

at the

works of the manufacturer/ bidder before

dispatch of materials to site.

6.-PERFORMANCE

BANK GUARANTEE:-PBG of value 10% of

Contract Price (Both

Portions-

SUPPLY &

ERECTION), shall be

submitted by the Agency, and the validity of the same shall be initially kept up to 90 days beyond

the date of warranty

period and to be submitted along

with acceptance

of Award by the Agency. In view of this, no

other Security deposit

shall be deducted from the Bills of

the Agency on

account of performance

guarantee.

 

7.- GUARANTEE:- The successful Bidder shall guarantee the material and workmanship of all components of the

equipments and shall meet the requirement of the specifications for the period

of

5 years. Should

the performance test

result at works deviate from the guaranteed values

including the

specified

tolerance

the

bidder shall

correct

his

equipment

at no extra cost to the Purchaser and repeat

the performance tests within a

reasonable

period

as agreed to by the

Purchaser. As regard to the component clause if the Bidder fails to meet the guaranteed values

subject to

tolerance

specified, the Purchaser will levy a penalty @Rs.One (1) Lacs per KWp.

 

 

 

 

 

 

 

 

8.- WARRANTY:- The warranty period for

the

equipments

of SPV

plant

shall

be 5

Years

after

the

successful

commissioning of the SPV plant as per minimal technical requirements/ standards for SPV systems/ plants under the program of MINISTRY OF NEW AND RENEWABLE ENERGY. If any Manufacturing/ Installation defect of any equipment of the system and overall workmanship of the SPV power plant is revealed within 5 years of date of

commissioning, is

to

be attended/ rectified/ replaced

immediately after receipt of complaint to avoid any generation loss,

and nothing shall

be

paid extra for that defect (i.e.

free of cost).

9.-LIQUIDATED DAMAGE:- If the contractor fails to perform the work within the time periods specified in the work

orders

or within the

extended time period if any, as Liquidated Damages

and not as penalty, a sum calculated at the rate

of one

percent

(1%)

of the contract price per week or

part thereof delay, subject to maximum five percent (5%) of the

total Contract

price

(Supply+ Erection) included in the

scope of contract

and same shall be deducted from the payments

due under either from Supply Contract or from Erection Contract or from both and/ or by invoking the Contract Performance Guarantee and/or any other means as deemed fit by the owner.

10.-DEVIATION:- In case of any deviation, bidder should mention it in the "Statement of Deviations" in Terms and conditions, otherwise, it will be pressumed that all terms and conditions are acceptable to the bidder.

11.- TERMS OF PAYMENT:- Payable in INR Currency:-

(i).- Initial Advance= 10% of price component- Against Advance BG, initially valid up to (90) Ninety days beyond the

adjustment of Advance payment against the said BG;

 

 

 

 

 

 

(ii).-PPD = 50% upon Dispatch of equipment

from

manufacturer's works

on

production of invoices and satisfactory

evidence of shipment (which shall be 3 of 3

original Bill)

including Material

Dispatch

Clearance

Certificate (MDCC)

issued by

the NTPC Representative.

 

 

 

 

 

 

 

(iii).-PPR

= 30% -on Receipt of material at site

and

physical

verification by

the

EIC/ his

authorized

representative.

(iv).-Final Payment= 10% - On successful completion of facilities and the payment shall be released @2% every year on

completion of each year of successful guarantee

since the commissioning of the system for the warrantee period

of 5

years.

 

 

 

GENERAL REQUIREMENT (Common for the Package):-

 

 

1.-PRE SITE VISIT:- The bidder is advised to

visit the site prior to quoting the tender documents to ascertain the

quantum of work involved for completion of the system.

 

 

2.-BREAKE-UP OF PLANT:- Installation of Solar

PV Plant on the roof top of new

& old administrative buildings

shall

be decided by NTPC based on the availability of space as well as load requirement.

 

 

3.-SUB-LETTING:- Sub-letting of contract in part

or full shall not be permissible by

NTPC.

 

4.-COMPLETION PERIOD:- Completion period should be six(06) months from the date of award of the contract/ date of

start declared by

EIC.

 

 

 

 

 

 

 

5.-OFFER PRICE:- The

Bidder shall offer their rates inclusive of all

taxes

and duties

at the

prevailing

applicable rates.

The bidder

is to

quote

the rates

(considering the subsidy amount, if

any,

shall be

directly

payable

to the successful

bidder) for

Supply

and Installation/

services portion separately in the price schedule.

 

 

 

6.-SUBSIDY FROM MNRE/ GOVT. AGENCIES:- After Successful commissioning of the Solar plant, NTPC will issue

certificate regarding the package for the purpose of

subsidy. All approvals, if any,

from

MNRE/

State/ Central Govt.

shall be obtained by the Bidder. Approval of Project

from MNRE/ Govt. Authorities

and

Release

of subsidy amount as

per MNRE Guidelines, at the earliest is the responsibility of the Bidder.

 

 

 

7.-ROAD PERMITS:- Road permits, if required, will be provided by NTPC Ltd., Unchahar.

 

8.-SAFETY PLAN:- Adequate Safety at site(Arrangement of Scaffoldings, Ladders, Protective Nets, Safety Belts, PPE,

Insurances, fire

fighting etc.), is in the

scope of Bidder itself. The Contractor shall provide suitable quantity & type of

Fire extinguisher

in accordance with BIS

codes for warehouses, office, temporary structures etc. for safety against fire.

9.-GRID & LT DISTRIBUTION CONNECTION:-The work shall also include interconnection of GISPVS with the LT distribution system for meeting internal power requirement.

10.-DATA LOGGING:- The Bidder shall provide or make arrangements for Data Logging Provision for plant control and monitoring remotely, Time and date stamped system data logs for analysis on at least two PCs of NTPC. (PCs shall be arranged by NTPC, however, necessay Software and cabling etc. required for data logging, control & monitoring from remote are in the scope of Bidder).

11.- TEST CERTIFICATES:- The components of the systems viz PV modules, PCU/MPPT/INVERTERS, Meters etc. should have tested prior to dispatch. The test certificates should be from national/ internationally accredited labs, as per MNRE guide lines.

12.-TESTING EQUIPMENTS AND FACILITIES:- The contractor shall provide all the necessary caliberated testing equipments and facilities for testing, commissioning and conducting Guaranty/ Warranty Tests of the equipments covered

under

the

contract.

 

 

 

13.-

CAUTION SIGNS AND DANGER BOARDS:- The

standard/ non- corrosive caution label

and danger boards

or

labels

as

per Indian Electricity Rules, shall be provided as

and where necessary as per IE Act/ I

E rules as amended

up

to date.

 

 

 

 

14.-DRAWINGS & MANUALS:- For the 120KWp SPV Package, Ten (10) Sets of each for Engineering, Electrical Drawings, Installations and O&M manuals-(Hindi & English language) are to be provided(both in hard & CD ROM). Operation and Maintenance/ Instruction Manual (with Do's and Don'ts) of each equipment shall be provided with each system, wherever applicable.

15.- CLEANLINESS OF THE PLANT:-The contractor shall keep the site clean and remove scrap/ debries from the site

and dispose of all waste materials and rubbish etc. and

carry

out any

measures required to comply with health and

hygiene regulations. The site shall be left clean and tidy to

the

satisfaction

of the Engineer.

16.- TRAINING:- After commissioning of the plant, the contractor will conduct one on-site training of the purchaser#s/ user#s personnel regarding assembly, start-up, operation, maintenance and repairs of the Solar PV Power Plant.

B).- ERECTION PORTION:- TERMS AND CONDITIONS:-

"Installation, Testing and Commissioning of Grid Interactive Solar Photovoltaic System (GISPVS) of cumulative capacity-120KWp"

1.-INSTALLATION AREA:- As per the survey report for roof top area of Administrative Building (Old & New), the approx. area available for the project is 2312 SqM.

2.-STATUTORY REQUIREMENTS:- In addition to the local laws and regulations, the Contractor shall also comply with the Minimum Wages Act and the Payment of Wages Act (both of the Govt. of India) and rules made there under in

respect of its labour employed on or connected with the contract.

All the registrations and statutory inspection fees, if

any, in respect of his work pursuant to this Contract shall be in the

account of the Contractor.

3.-INSURANCE POLICIES:- All necessary safe transit & storage, installation, insurance including labour all risk

comprehensive insurance policy shall be arranged by the agency etc. till the completion of

the

project.

4.-WATER SUPPLY:- Water connection will be provided by NTPC at one point free

of cost, and from that terminal

point- lying of pipelines up to roof top for both the buildings shall be carried out by

the

bidder for installation/ civil

work,.

 

 

5.-ELECTRICITY SUPPLY:- NTPC will provide electricity connection free of cost for erection works etc. during installation period on request of the agency. However the necessary switch/ panel/ boards & cable etc. shall be arranged by the agency.

6.-USE OF COMPRESSED AIR:- Compressed air from plant area will not be allowed for dusting purpose of Solar Modules.

7.- ELECTRICAL SAFETY REGULATIONS:- The contractor shall ensure that entire electrical installation work is

executed by adopting statutory safety regulations and best practices in the industry. The Contractor shall employ the

necessary number of qualified, full time electricians to maintain his

temporary electrical installation. Fuses to be provided

to protect against short circuit conditions.

 

8.-CIVIL STRUCTURE:-Civil works, if any, required for construction of foundations, mounting structures, sheds, etc. for

fixing of DBs and PCUs and for installation of complete system,

etc. shall be designed to meet national building code

requirements and shall be in the scope of bidder.

a.-FOUNDATIONS:-The surfaces of foundations shall be dressed to bring the Top surface of the foundations to the required level, prior to placement of equipment/ equipment bases on the foundations. All the equipments/ equipment basis

shall be grouted

and finished as per

specifications unless otherwise

recommended by the equipment manufacturer. Based

on the site conditions, any other work

shall also be carried out on

urgent basis;

b.-BRICK WORK :- Unless otherwise specified, brick work shall

consist of Ash bricks laid in the specified mortar

strictly according

to drawing and specifications. The Ash Bricks shall be issued by NTPC free of cost for installation.

9-ROOF AREA FOR INSTALLATION:- Currently, the roofs identified for installation of Solar PV modules are provided with water proofing. After the completion of job, the water proofing of roof should be restored by the agency on his own cost. The cost for the same should be included in the price bid. No chipping and drilling of roof of the existing buildings are allowed.

10.- WORK & SAFETY REGULATION:- Agency should deploy adequate manpower & required T&P to complete the work within stipulated period. HR Clearance, Adequate Safety of all the workmen, materials/equipments, office belonging to him or to Employer or to others, working at site along with safety aspects during construction & erection, removal of

debris/scrap, General Aesthetics & cleanliness,

maintain work

discipline, test/ progress reports

etc. must

be

taken

care

of

by the bidder.

 

 

 

 

 

 

 

11.- PROTECTION OF WORK/ SECURITY

:-The contractor

shall have total responsibility

for Watch

&

Ward

for

the

safe custody of all materials, equipments, works from theft, fire, pilferage and any other damages and loss at site. The

contractor shall have total responsibility for protecting his work till it is finally

taken over

by

the Employer. No claim

will be entertained by the Employer or the representative of the Employer for

any damage

or

loss

to the Contractor#s

work and the Contractor shall be responsible for complete restoration of the damaged

works

to original

conditions to

comply with the specifications and drawings. The contractor shall not cause any delay

in

the

repair of

such damaged

works because of any delay in resolution of such disputes.

 

 

 

 

 

 

12.-TOOLS, TACKELS AND SCAFOLDINGS:- The contractor shall provide all the

construction

equipments, tools,

tackles and scaffoldings required for pre-assembly, installation work of the plant.

 

 

 

 

 

 

13.-FIRST AID:-The contractor shall provide necessary First-Aid facilities for all his

employees,

representatives and

workmen at the site.

 

 

 

 

 

 

14.- CONTRACTORs SITE OFFICE:- The Contractor shall establish a site office and keep posted an authorized representative for the purpose of the contract.

15.- CRATING:- All equipments and materials shall be suitably coated, wrapped, or covered and boxed

or crated

for

most humid tropical shipment and to prevent damage or deterioration during

handling

and

storage

at

site.

All

the

packaging materials (During packed and unpacking condition) are the property

of NTPC

and

to be

returned

back

to

NTPC Store.

 

 

 

 

 

 

 

16.-TERMS OF PAYMENT:-Payable in INR Currency:-

 

 

 

 

 

 

 

(i).- Initial Payment= 10% of the total installation services on establishment

of site office & Against Advance BG,

initially valid up to (90) ninety days beyond the adjustment of Advance payment

against the said

BG;

 

 

 

 

(ii).- Progressive Payment= 80% against erection on certification by the EIC & successful completion of quality check points;

(iii).-Final Payment= 10%- On successful completion of facilities, the payment shall be released @2% every year on completion of each year successful guarantee since the commissioning of the system for the warrantee period of 5 years. 17.-FREE ISSUE MATERIAL:- Following are the free issue materials to be issued to the bidder for the installation purpose-

i).- Ash Bricks- wherever required for completion of work; ii).- PCs- 2 Nos for Remote monitoring & Data Logging.

18.-Residential Accommodation:- One No Type-II Qtr. will be allotted to the agency, based on availability, for execution period on chargeable basis based on the request of the bidder.

6.0 Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of

bidding documents.

 

 

 

 

7.0 Qualifying Requirements for Bidders:

The

bidder

 

should have installed and commissioned Solar Photovoltaic Systems of minimum cumulative capacity of

60kwp (with a system of 20kwp or higher capacity at each location).

b)

The bidder

should have executed the work of

installing

and commissioning of Solar Photovoltaic System during last

seven (7) years

 

ending last day of the month of previous to

the one in which bids are opened as any of the following :-

(i)

One

similar

executed

work of

value not less than Rs. 134.50 lacs.

 

 

 

 

 

 

 

 

OR

(ii)

Two

similar

executed

works

of value not less

than Rs.

84.00 lacs each.

 

 

 

 

 

 

 

 

OR

(iii)Three similar executed works of value not less than Rs. 67.00 lacs each.

The average

annual

turnover of the bidder in the three preceding completed financial years, as on the date of bid

opening shall

not be

less than Rs. 336.00 lacs.

8.0Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.

9.0NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without

assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.
