NTPC KAYAMKULAM power plant is a Combined Cycle Power plant of 359 MW capacity. This consists of 2x 115 MW Gas Turbines (GE Design frame 9E) and 1x129 MW Steam Turbine (BHEL make 2 stage). The fuel used for power generation is Naphtha at present and may switch over to LNG/ Natural gas as and when fuel becomes available. The power evacuation is through 4x220 KV lines. This power plant is having a Gas Insulated Indoor Switch Yard, known as 245 KV GIS. The power plant is situated midway between Kochi and Trivandrum (NH 47).

NTPC Limited invites applications from eligible contractors/ vendors plans to enlist/ register for the above mentioned procurement of Services for Rajiv Gandhi Combined Cycle Power Project.

Application for Enlistment/Registration duly filled in shall be received upto 15:30 Hrs (IST) on 18.10.2014. Any change in last date for submission of application will be published only in our websites.

1.0DISCLAIMER

1.1NTPC reserves the right not to proceed further, to change the process or procedure to be applied for Enlistment/ Registration. It also reserves the right to decline to discuss further with any Applicant applying for Enlistment/Registration.

2.0INTRODUCTION

2.1NTPC Limited, A Government of India Enterprise, is the largest power generating company of India. With current generating capacity of more than 43,000 MW, NTPC has embarked on plans to become a 1,28,000 MW company by 2032.

3.0SCOPE

3.1Applications are invited in prescribed forms from experienced and resourceful agencies / contractors to get themselves enlisted for the work identified. The panel of enlisted agencies / contractors will be used in future, for issuing Tender Enquiries as and when required. The enlistment shall be done for a period of three years. However NTPC reserves the right to review the enlisted vendors every year and to delete the vendors based on the performance of the enlisted vendors. The issue of tender enquiries to enlisted agencies / contractors or otherwise, will be at the sole discretion of NTPC and the decisions of NTPC shall be binding on the enlisted agency. The mere fact that a party is enlisted within a NTPC project as well as NTPC shall not mean that the party is qualified for undertaking all/ any such works at NTPC Kayamkulam or the party is guaranteed any specified quantum of work during the period of enlistment.

4.0INSTRUCTIONS TO THE APPLICANTS

4.1The fee for “Enlistment” for registration is `675/- or US$11/- (inclusive of Service Tax)(Non-

refundable). Without requisite amount of enlistment fee, the application for “Enlistment” shall not be considered. NSIC and SSI vendors are exempted from submitting the above fees. But they have to submit valid copy of respective NSIC /SSI Registration Certificate. The bidders can also directly remit the Enlistment Fee through ECS to our following

4.2The applicants are required to submit the Enlistment fee per application form, which is inclusive of Taxes. NSIC and Kerala SSI registered agencies /contractors / firms are exempted from payment of enlistment fee.[The SSI units registered with NSIC shall be exempted from payment of enlistment fee (As per Govt. of India directives) provided the value of the respective category is within the monetary limit for the said unit set by NSIC. SSI units in Kerala registered with State Small Industries Development Corporation (SSIDC) are also entitled for exemption from payment of Enlistment fee].

4.3The Agencies, who are presently banned from business dealings by any of the NTPC units, shall not be considered.

4.4Enlistment application forms may be obtained by any interested agency / contractor / firm free of

cost against a written application mentioning the name of the work from the office of DGM (CS), NTPC, RGCCPP. The application form shall be emailed to the agency. If agencies desire, hardcopy of application forms shall be sent by post. In case agency needs hardy copy of application form, they should submit a DD of Rs 100/- payable at HARIPPAD (inclusive of VAT)

www.ntpctender.com or www.ntpc.co.in . The form can be downloaded free of cost. The applications can be downloaded from 22.09.2014 to 11.10.2014.

4.5The Last date for receipt of enlistment forms duly filled in, with all enclosures /documents and with the enlistment fee `675/- or US$11/- (inclusive of Service Tax)(Non-refundable) per application form in the form of DD drawn in favour of NTPC Limited, payable at HARIPAD, is 18/10/2014. The applications complete in all respect should reach NTPC Kayamkulam C&M office, on or before 18/10/2014 - 15:30 hours by post /courier or hand delivered. NTPC reserves the right to extend the last date for issue of application form & submission of forms. Any change in the last date for submission of application shall be published only in our websites. NTPC shall not be responsible for any postal delay, loss or non receipt of request for application form / application sent through post. NTPC reserves the right to accept any application received beyond the last date.

4.6The applicant shall submit the Power of Attorney duly authorized & notarized for the person signing and submitting the application on behalf of the applicants.

4.7The applicant shall strictly adhere to the “Fraud Prevention Policy” of NTPC displayed on its tender website http://www.ntpctender.com

4.8All cost incurred by applicants for preparing and submitting the application, providing clarification or any other expenses whatsoever shall be borne by applicants themselves.

4.9The information sought shall be filled in completely and wherever not applicable it should be written as “Not Applicable”.

4.10A prospective Applicant requiring any clarification to the Enlistment documents may notify the same through e-mail or in writing by post as per detail address given below. NTPC will respond to any request for clarification that it receives not later than Seven (07) days prior to the deadline for submission of application prescribed by the NTPC.

4.11The Applicant may modify, substitute or withdraw his original application for Enlistment after its submission, but in any case before the specified deadline for submission. For doing so, a corresponding written notice of the modification or substitution or withdrawal has to be submitted by the Applicant to the Employer prior to the last date notified for receipt of the applications.

4.12No applications shall be modified, substituted or withdrawn by the Applicant subsequent to the last date notified for receipt of the applications.

4.13	Any information/data furnished by the Applicant found to be incorrect or false or misleading
	at any point of time would render him liable to be debarred from the Enlistment.

4.14NTPC reserves the right to cross check and confirm the information /details furnished by the Applicant.

4.15Applicant’s attention is drawn that during the period, the applications are under consideration, the applicant is advised to refrain from contacting by any means, the Employer and/or his employees/ representatives on matters related to the applications under consideration. Any effort by an Applicant to influence the Employer’s processing of applications for Enlistment will result in the rejection of the Applicant’s application for Enlistment/Registrations.

4.16During the evaluation of the Applications, the Employer may, at its discretion, ask the Applicant for clarification to the applications including documentary evidences.

4.17NTPC reserves the right to the reject any or all the applications without assigning any reasons thereof.

4.18Application forms submitted without enlistment fee shall be rejected. The enlistment fee including that of those applicants who are not enlisted shall not be refunded once submitted.

5.0EVALUATION CRITERIA FOR ENLISTMENT

5.1For the purpose of Enlistment, applicants shall be evaluated on the basis of stipulated Qualifying Requirements along with supporting documents etc. NTPC at its discretion may ask the agency to provide additional documents in support of meeting the qualifying criteria.

5.2Any clarification/ further details asked by NTPC after receipt of application forms shall be answered within 15 days of receipt of the query. If no response is received from the applicant, NTPC reserves the right to treat the application as deficient thereby disqualifying him from the enlistment process.

5.3The detailed list of work with qualifying requirements is given at Annexure-I.

5.4Even though an Applicant may satisfy the above requirements, he would be liable to disqualification if he has made misleading or false representation or deliberately suppress the information in the forms, statements and enclosures required in the application.

6.0This Enlistment/ Registration shall be valid for a period of three (03) years from the date of issue of the letter. However, the Enlistment/Registration shall be updated once in a year.

8.0CANCELLATION OF ENLISTED /REGISTERED AGENCIES

8.1The Enlistment /Registration of agency(i.e.) may be cancelled by NTPC if the agency is non- responsive against our enquires or on account of its performance or bankruptcy and activities detrimental to the interest of NTPC. The decision of NTPC in this regard shall be final and binding on the agency.

9.0Notwithstanding anything contained in this application for Enlistment, NTPC reserves the right to accept or reject any application and annul the process and reject all applications at any time without any liability or any obligation for such acceptance, rejection or annulment without assigning any reasons.

10.0Applicant may note that mere submission of filled in application for Enlistment and/or submission of additional information do not automatically entitle him to claim for Enlistment. NTPC at its discretion may re-invite or modify or annul the process without assigning reason whatsoever.

11.0Applicants who respond within due date with application as mentioned above against this advertisement will be considered for Enlistment/ Registration.

12.0E-tender modules have been launched in NTPC for Procurement of Goods & Services with an objective to move towards 100% e-procurement at the earliest. Hence, vendors are requested to obtain CLASS III (with Organization name) Digital Signature Certificate for participation in e-tender and to make e-procurement successful.

13.0Application forms submitted without enlistment fee shall be rejected. The enlistment fee including that of those applicants who are not enlisted shall not be refunded once submitted.

14.0It is to be noted that if you are not empanelled for the works notified, you shall not be considered for future LTE cases.
